Consultant to undertake Final Evaluation for EASE, I-LIFT, and Qualcomm Projects (Revision Scope of Work)
Background
The EASE (Ensuring Appropriate Safeguarding for Emigrant and Trafficked Children) and I-LIFT (Improving Legal Institutions and Follow-up of) project build on an initial 2015 emergency response to the influx of trafficked and smuggled families from Myanmar and Bangladesh to Thailand’s southern provinces. This rapid response from May to December 2015 contributed to initiate a long-term programming design through shelter and beneficiary assessments, relationship strengthening with key government offices and shelter staff, and piloting protection and education interventions. EASE project aims to continue this initial response, developing sustainable capacities and systems within the shelters that house migrant families, and advocating for long-term policy change that will ensure the best interests of children and their families, whilst I-LIFT keens on improving trafficking victims' access to judicial proceedings and advocating for the rights of trafficked Rohingya from Myanmar and Bangladesh to have protection - from abuse, exploitation, and re-victimization.
In partnership with Human Rights and Development Foundation (HRDF), Save the Children has carried out the collaboration to deliver quality services regarding legal assistance to the trafficked children who are our targets. Since 2016, Save the Children has worked closely with HRDF and shelters to provide legal assistance and psychosocial support. This includes support during judicial proceedings (pre-trial, trial, and post-trial phases) in Suratthani Welfare Protection Centres’ for Survivors of Trafficking in Persons. This trial case is known as the Hua Sai case.
In early 2017, Save the Children received some additional small funding from Qualcomm to further develop Education in Emergencies program for displaced children residing in shelters. The objective was to strengthen institutions responsible for children residing in shelters in Thailand and for them to have access to safe learning environments and trauma sensitive education services.
Save the Children signed a Memorandum of Understanding (MoU) with the Department of Anti-Trafficking in Persons (DAT), the Office of the Permanent Secretary, and the Ministry of Social Development and Human Security (MSDHS) for the Collaboration to Support the Activities to Protect Child Victims of Human Trafficking. The official agreement emphasizes collaboration between Save the Children, central government, and all shelters for trafficked victims. The endorsed MoU highlights key outcome on improving the standards of care and protection for victims of trafficking, particularly children, in all shelters through the Save the Children Child Safeguarding policy.
Purpose and scope of this consultancy:
Save the Children intends to conduct a final (external) evaluation of EASE, I-LIFT, and Qualcomm project to generate substantive evidence based knowledge by identifying good practices and lessons learned from intended impact and unintended consequences of the project interventions (Result Framework in Annex I). This evaluation is intended to assess the extent of change that has taken place in the lives of targeted children, quality of service provided, related policy and standards and to determine its significance on the well-being of children as well as to assess partnerships among Save the Children, partner organizations and government agencies. The results from this evaluation will be highly useful in providing recommendations for the future project strategy. The results will also provide baseline information for the next phase of the projects.

The evaluation should include assessment and discussion around relevancy, effectiveness, efficiency, impacts and sustainability as per the OECD/DAC criteria.
Design and methodology:
An independent consultant will be recruited to lead this evaluation. The project is being implemented in three the Welfare Protection Centre for Victims of Trafficking in Persons in Suratthani, Ranong and Songkla province and two Home for Children and Family in Phang Nga and Ranong province. This evaluation expects to collect information to adequately represent all project locations.

All materials collected in the undertaking of the consultancy process should be submitted to the MEAL team focal point prior to the termination of the contract.
Management of the consultancy:
The consultant(s) will report to EASE/ILIFT/Qualcomm Project Coordinator, with technical support from Children Protection Specialist and MEAL Coordinator who will provide inputs throughout the evaluation process including on the proposed methodology and data collection tools, analysis and interpretation and recommendations. Furthermore, the Project Implementation team will support logistics and arrangements for field work. Support requirements for tasks such as translation and data entry will be discussed with the successful applicant.

The consultant(s) is asked to propose the budget. The financial competitiveness of the fee will be considered in the selection process. Costs involved in the research, such as materials, travel and applicable taxes, should be included in the proposed budget.
