Oxfam GB is recruiting a qualified candidate for a PMEL Specialist. This is an exciting and challenging opportunity where you will provide leadership of the planning, monitoring, evaluation and learning (PMEL) of the Gender Transformative and Responsible Agribusiness in South East Asia (GRAISEA) programme – a large three-year project with activities in 6 countries and in the SE Asia region and in Pakistan.

KEY RESPONSIBILITIES:

You will work with key stakeholders, ensure the effective implementation of the Monitoring, Evaluation and Learning Framework of the GRAISEA programme which is regional and country – and work collaboratively with partners and Oxfam staff to plan MEL activities, ensuring space for practice-based learning and alignment with existing programme logical frameworks. You will be responsible, with the Programme Manager, for maintaining MEL systems to meet project and organizational accountability and learning needs. You will also lead innovation in MEL, compliance and reporting, generating evidence for learning as well as knowledge management.

WHAT WE ARE LOOKING FOR:

You will bring well-developed analytical and planning skills and an ability to analyse and synthesise information from different sources. You will have experience of leading the setting up and supporting MEL systems for complex development programming, ideally across multiple contexts and sites.  This may be at a regional or country level. You will also bring a mature understanding of the links between knowledge management, MEL and institutional development. We’ll also expect you to share our passion and our commitment to women’s rights and gender justice, and changing the rules that keep some people poor whilst others prosper.

REMARK: This is a national hired post and the selected candidate will be based in their home country at an Oxfam office.
