Job title: Human resource Manager
Location: Mae Sot
Probation: SMRU can terminate position at 3 months if performance inadequate.
Introduction
SMRU is a field station of the faculty of Tropical Medicine, Mahidol University, Bangkok, Thailand, and is part of the Mahidol-Oxford REsearch Unit (MORU) supported by the Welcome Trust (UK).
The main objective of SMRU is to provide quality health care to the marginalized populations living on both sides of the Thai-Myanmar border in the Mae Sot area, Tak Province. This is achieved by the dual activities of research and humanitarian services, with an emphasis on maternal-child health and infectious diseases.
This combination of health care and research makes SMRU unique. The research agenda is driven by the questions we face in our clinical practice and whether clinical or laboratory based, our studies are designed to be of relevance to the population we serve

Staff under supervision: Human Resource Officer (2), Human Resource Junior Assistant (1)
Tasks and Responsibilities
- Coordination
- Lead general HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients
- Liaise with other departments , clinic staffs and MORU on HR related matters
- Coordinate with Provincial Social Development and Human Security Office , local Immigration Office and Department of Employment for staff visas and work permit
- Participate and represent HR department in SMRU Management Committee meeting , Site Administration meeting and Support team meeting
- Staff management
- Oversee and guide in the process of recruitment and selection of new staff by ensuring timely advertisement.
- Ensure the recruitment, assignment and reassignment of local staff is performed in accordance with SMRU rules and procedures.
- Ensure that staffs received a proper orientation and aware of SMRU staff rules and regulations
- Provide administrative support in various HR activities in the areas of work allocated including on boarding of new staff members in compliance with relevant processes and procedures.
- Provide support and guidance to staff, to support their development and increased knowledge of HR systems and procedures required to perform their duties.
- Collate and compile relevant data from a variety of sources and able to provide productive feedback
- Prepare and provide supporting letter to international staff or volunteer or for VISA processing
- Perform HR briefings to newly arrived international staff on related administrative formalities, SMRU overall structure and culture.
- Provides expertise and guidance to all staff who may need HR advice.
- Pay roll
- Review monthly report, staff salary and allowances for Administrator to validate then collaborate with finance department for the payments.
- Supervise administration of the locally recruited staff benefit package.
- Coordinate with Finance and Grant department for HR grant allocation and proposal preparation
- Document Control
- Maintain confidential personnel records in HR databases to ensure data is up to date and files are appropriately stored in compliance with the established standards.
- Draft or review HR documents required for the specific area of work (e.g. Staff contracts, Staff Hand book, SOPs, etc.) ensuring accuracy, up to date and appropriate with the current situation
- Compile and extract HR data to support analysis and reporting needs.
- Correspond with internal and external audit regarding HR related issues
Qualifications & Requirements:
Education:
Bachelor or Master of Administration or related field
Experience:
- Five or more years of progressively responsible support work experience in general administrative work, including at least two years in human resources or other related field.
- Good understanding of border context and multicultural works environment
Knowledge and Skills:
- Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience.
- Good communication skills and basic understanding of HR principles
- Good knowledge in labor law, immigration law and legal concern
- Ability to develop and maintain relationships with a wide range of individuals in order to provide a high quality support service.
- Ability to collate and compile relevant data from a variety of sources and able to provide productive feedback
- Computer proficient and demonstrate skills in database management , data analysis and record keeping
Language:
Fluency in in Thai, English and Karen and/or Burmese
