Position: Program Manager

Duty Station:    APN+ Secretariat, Bangkok, Thailand

 

Background

Asia pacific network of people living with HIV (APN+) is a network of people living with HIV (PLHIV) in Asia and the Pacific. It was established in 1994 as a response to the need of having a collective voice for PLHIV in the region, to better link regional PLHIV with networks throughout the world, to support regional responses to widespread stigma and discrimination and to advocate for better access to treatment, care and support.

 

In response to the regional concept note titled “Key Population Research and Advocacy – KPRA, submitted to the Global Fund by four regional networks, Global fund has recommended activities described in the concept note to be funded from 2018 onwards. Four regional networks that included Asia Pacific Network of People Living with HIV/AIDS (APN+), Asian Network of People Who Used Drugs (ANPUD), Asia Pacific Network of Sex Workers (APNSW) and Asia Pacific Transgender Network (APTN) with Save the Children (SC) as the Primary Recipient (PR) of the grant will implement all activities in the concept note in partnership with their country network members. Key objective of APN+ under this regional multi-country grant is to improve understandings of existing community based HIV testing (CBT) services and identify best approaches to CBT in the region. APN+ program under the KPRA multi country grant will be implemented in two countries; Indonesia for Transgender population and Nepal for injecting drug use population.

 

Structure position and Reporting

The Program Manager is a structural position in APN+ Secretariat, which responsible for the overall project implementation including monitoring & evaluation and financial aspects of The Global Fund project implementation and report directly to the APN+ Regional Coordinator and to Save the Children International as Primary Recipient of KPRA-multi country grant.

 

Responsibilities and Duties:

• The Program Manager is responsible to ensure the Global Fund Project implementation is progressed according to the work plan and budget with highest standard of quality as well to lead the identification of Technical areas need it for the project.
• The Program Manager is responsible to coordinate with Primary Recipient of the grant and other regional Sub Recipient to provide progress update, additional support and feedback to any regional consultation and coordination group.
• The Program Manager is responsible to ensure on-time development & submission of report documents by monitor, supervise and intensively communicate to collecting project report, verify, analyze and document project implementation and results of project implementation of APN+ country SR.
• The Program Manager is responsible to prepare quarterly and other reports, and will work closely with APN+ SR finance to prepare the Progress update and disbursement request (PUDR) of APN+ and submit to KPRA PR for review and approval.

Desired Qualifications:

• Minimum 5 years of work experience in program management, preferably in the field of health and development. Prior experience with the Global Fund supported project is preferred and prior experience in the field of HIV and AIDS in one of the program countries will be an asset.
• University degree in Social sciences or equivalent desired. Undergraduate degree with relevant experience is also eligible to apply.
• Very good command of written and verbal English and have the ability to communicate within cross-cultural program.
• Since APN+ is a network of people living with HIV, persons living with HIV and or belonging to any key population with significant experience are encouraged to apply even though all the requirement listed above are not fulfilled. Such applicants will be reviewed based on a competitive experience in lieu of educational background.
