Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator
Humanity and Inclusion (HI) has been active in Lao P.D.R. since 1996. The organization’s vision is of a Lao society where all adults and children live as equal individuals in a safe environment.
HI is currently seeking a qualified and motivated person to work in the position of Monitoring, Evaluation, Accountability and Learning (MEAL) Manager
Position type: Full Time
Base location: Vientiane Capital with sometime travel to the provinces.
Main responsibilities and activities:
- Lead the development and adaptation of all project databases against required information for monitoring and reporting (as dictated by donor reports and logframes); in collaboration with project managers, program coordinators and technical coordinators
- Support project managers in contacting and negotiating with external agencies/consultants/donors for project evaluations and other intermittent support to data collection or data collection systems
- Advocate and promote data use by project managers for improving effective planning, allocation and utilization of resources
- Review and analyze data from various external sources such as HMIS, census data, targeted research that may support further data collected directly by projects (data triangulation)
- Support the design, development and implementation of all HI Laos needs in terms of assessments, surveys and research, in collaboration with relevant technical coordinators, project managers, country director and HQ technical advisors
- Gather, organize and package learning documents including best practices, assessments, studies, research, etc (internal and external; Laos and other contexts), as requested by the Inclusive Technical Unit (ITU)
- Assess HI Laos staff training needs related to MEAL; Conduct appropriate training to HI staff on M&E topics, techniques, data interpretation, lessons learned, etc
- Develop/compile HI Laos’ MEAL needs mapping, strategy and reporting & communication guidelines
- Support each project (project manager) at the beginning of a new project by conducting a practical training on the development and use of the PM Box; throughout the project meet regularly with the project managers to ensue effective use of the PM Box tool and process
- Support the development of the next HI Laos (or HI Mekong) strategy in terms of M&E organization and function
Desired qualifications:
- Thai National or other national that can communicate and understand Lao language
- University Degree in international development, computer science, project management
- At least four years minimum work experience in M&E, program quality management and program development with NGO/INGO/UN
- Experience in developing databases based on donor reporting requirements, project logframes and institutional learning objectives
- Experience in designing and implementing research, surveys and baseline/endline assessments
- Experience in designing M&E tools, including qualitative methods like focus group discussions, key informant interviews, photo assessments, etc
- Experience coordinating and linking multiple data sets from multiple projects
- Proficiency in MS Word, Excel and Power point
- Proficiency in data analysis packages (EPI info, SPSS, Strata, etc) is desirable
- Strong skills in analytics, including production of graphs, tables, charts, presentations.
- Excellent communication skills, both written and spoken, in both Lao and English.
