Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

 

In order to support the best informed process in the filling of the following vacancy by direct selection, the ILO invites interested candidates to submit their applications by the above date.

 

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

The following are eligible to apply:

- External candidates.

 

Introduction:

The antithesis of decent work is ‘unacceptable forms of work’. This includes work in conditions that deny fundamental principles and rights at work, put at risk the lives, health, freedom, human dignity and security of workers or keep households in conditions of extreme poverty. A number of reports in recent years have shed light on the serious human and labour rights abuses committed in the Thai commercial fishing and seafood processing industries, particularly against men, women and children migrant workers coming from neighbouring Myanmar, Lao PDR and Cambodia. The fishing and seafood processing sectors in Thailand are characterised by poor working conditions in terms of earnings, social protection, working hours, physical injury, psychological and sexual abuses, and deaths. Jobs in the fishing and seafood sectors are considered ‘3D’ (dirty, dangerous and demeaning). It is an industry where workers, including men, women, and children, and many of them migrants, labour in conditions that by ILO standards can be classified as unacceptable forms of work.

To respond to this critical situation, the ''Combatting Unacceptable Forms of Work in the Thai Fishing and Seafood Industry'' (Ship to Shore Rights) project aims to reduce forced labour, child labour and other unacceptable forms of work, and progressively eliminate the exploitation of workers, particularly migrant workers, in these sectors, and thereby improve compliance with fundamental rights at work.

 

The project gives special attention to tackling forced labour on board fishing vessels. This will be achieved by enhancing the effectiveness of the labour inspectorate by strengthening governance, systems, capacities, cooperation and transparency. The application of the law will be further advanced through applying pressure from retailers and buyers higher up the supply chain, and the empowerment of workers to exercise their rights. The project will contribute to efforts to better regulate the industry and manage migration, and will reduce employers’ reliance on unscrupulous labour recruiters and irregular migrants’ vulnerability. In addition, the children of migrant workers or unaccompanied child migrants will be better protected from labour exploitation.

 

Reporting line:

The Administrative Assistant will work under the direct supervision of the Senior Technical Officer.

 

Duties and responsibilities:

 

  1. Process contracts for financial clearance and payment. Ensure the correctness and appropriateness of types of contracts used with each activity, and ensure all necessary supporting documents are attached.
  2. Assist in verifying statements of expenditures against receipts and invoices from the project contractors and preparing documents for payment requests in accordance with the ILO procedures.
  3. Prepare routine correspondence to verify data, answer queries and obtain additional information, follow-up as necessary with project and ILO staff, consultants and counterparts. Draw the attention of the National Project Coordinator and, where necessary the Senior Technical Officer, to matters requiring immediate attention.
  4. Maintain project financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for daily transactions and reports.
  5. Provide support, when necessary, in the preparation and running of project workshops and meetings.
  6. Make arrangements for the procurement, shipment and receipt of office and project supplies and equipment.
  7. Update the project events and upload the meeting documents on the project website.
  8. Receive visitors, place and screen telephone calls, arrange meetings as necessary, and respond to routine requests for information.
  9. Assist in filing, sending faxes, email, pouch and express mail, contacting vendors for quote comparisons, and liaising on other matters.
  10. Update lists of names, addresses and telephone numbers of contacts and partners to the project.
  11. Perform other duties as assigned by the SPC and the team.

 

 

 

Qualification requirements:

 

Education -    Completion of secondary school education, preferably with further education in administrative field. 

 

Experience – Three to four years’ relevant clerical work experience.

 

Languages – Excellent command of both Thai and English 

 

Competencies

  • Organizational skills.
  • Knowledge of administrative procedures and of clerical practices.
  • Knowledge of in-house procedures for the preparation of documents and administrative forms, and for the creation and maintenance of filing systems.
  • Proficient in basic computer software (Microsoft Word, Powerpoint, Excel, Adobe Reader) and ability to use other software packages required by the work unit.
  • Ability to communicate effectively both orally and in writing.
  • Ability to evaluate correspondence and inquiries for best course of action.
  • Ability to respond to work related inquiries in an appropriate manner.
  • Ability to obtain services from other work units inside or outside the office for completion of tasks.
  • Ability to work on own initiative as well as a member of a team.

 

Conditions of employment:

 

Starting salary:                       Baht 597,756.- per annum
