องค์การความช่วยเหลือแห่งประชาชนชาวนอร์เวย์เป็นองค์กรด้านมนุษยธรรมที่มีรากฐานมาจากการเคลื่อนไหวด้านแรงงานของนอร์เวย์ องค์การฯ ทำงานในระดับนานาชาติด้านการพัฒนาแบบภาคีและการลดอาวุธด้านมนุษยธรรม รวมทั้งการให้บริการกู้ชีพการปฐมพยาบาลฉุกเฉิน ให้ที่พักพิง และการผนวกรวมเข้าเป็นส่วนหนึ่งในสังคม องค์การความช่วยเหลือแห่งประชาชนชาวนอร์เวย์มีสมาชิกจำนวนมากกว่า 9,500 คนในนอร์เวย์ และมีเจ้าหน้าที่ 2,200 คนทั่วโลก เราทำงานใน 39 ประเทศทั่วโลก

 

องค์การความช่วยเหลือแห่งประชาชนชาวนอร์เวย์ โครงการในประเทศไทย ในปัจจุบัน ทำงานร่วมและสนับสนุนศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ  ในปี ค.ศ. 2018 องค์การฯ ได้ดำเนินการโครงการ “การสำรวจขั้นพื้นฐานของการปนเปื้อนทุ่นระเบิด / สรรพาวุธที่ยังหลงเหลือจากสงครามในประเทศไทย ในพื้นที่จังหวัดอุบลราชธานีและตราด” ร่วมกับหน่วยปฏิบัติการทุ่นระเบิดเพื่อมนุษยธรรมที่ 3 และ 2

 

ประเทศไทยยังมีปัญหาที่สำคัญมากเกี่ยวกับทุ่นระเบิดและวัตถุระเบิดที่ตกค้างจากสงครามอื่นๆ มีการปนเปื้อนของทุ่นระเบิดตามพื้นที่แนวชายแดนไทย-กัมพูชา และไทย-ลาวอย่างรุนแรงเป็นบริเวณกว้าง จากความพยายามในการสำรวจครั้งอดีตมีการระบุพื้นที่ขนาดใหญ่ที่คาดว่าจะมีทุ่นระเบิด แต่พื้นที่ดังกล่าวมีขนาดใหญ่เกินไปและไม่สามารถกำหนดขอบเขตการปนเปื้อนได้อย่างสมเหตุสมผล ปัญหาทุ่นระเบิดในประเทศไทยยังไม่มีระบุอย่างชัดเจน   

 

การสำรวจนี้ จะได้รับผลมาจากการสำรวจตามหลักฐานที่ไม่เป็นทางเทคนิค ซึ่งจะทำให้ได้ผลสำรวจที่ดียิ่งขึ้นจากการสำรวจทางเทคนิคร่วมด้วย ทั้งนี้ เพื่อสามารถให้ข้อมูลที่ถูกต้องมากยิ่งขึ้น การสำรวจจะช่วยปลดปล่อยพื้นที่ ซึ่งในปัจจุบัน ความกลัวจากภัยทุ่นระเบิด / วัตถุระเบิดที่ตกค้างจากสงคราม กีดขวางการเริ่มดำเนินการเตรียมดินสำหรับเพาะปลูก และการพัฒนา / ธุรกิจอื่นๆ

คุณสมบัติ

หัวหน้าชุดสำรวจรับผิดชอบการบริหารจัดการและการนำทีมสำรวจขั้นพื้นฐาน โดยใช้การสำรวจแบบที่เป็นเชิงเทคนิคและไม่เป็นเชิงเทคนิค ตามระเบียบปฏิบัติประจำขององค์การฯ (ตามมาตรฐานปฏิบัติการทุ่นระเบิดแห่งชาติ) เน้นการสำรวจที่ไม่เป็นเชิงเทคนิคเป็นหลัก วางแผนการใช้ทรัพยากรภาคสนามให้เกิดประสิทธิภาพสูงสุด ดูแลวินัยและความปลอดภัยของทีมภาคสนามอย่างเคร่งครัด ธรรมชาติของงานประกอบด้วยการผสมผสานกันระหว่างงานทางกายที่ท้าทายแต่ให้ผลตอบแทนในภาคสนามและความเข้าใจในเชิงเทคนิค รวมทั้งการรายงานข้อมูลต่างๆ ตำแหน่งนี้ปฏิบัติงานในพื้นที่ปฏิบัติงานในจังหวัดต่างๆ ในประเทศไทย ตามความต้องการของโครงการ

ประสบการณ์และทักษะที่เกี่ยวข้องมีดังนี้

• หญิงหรือชาย สัญชาติไทย อายุมากกว่า 21 ปี ถ้าเป็นชายต้องผ่านการเกณฑ์ทหารแล้ว
• การศึกษาขั้นพื้นฐาน (ระดับมัธยมศึกษาปีที่ 3 หรือเทียบเท่า) หรือการศึกษาในสาขาที่เกี่ยวข้อง
• มีประสบการณ์ทำงานและผ่านหลักสูตรการปฏิบัติการทุ่นระเบิดเพื่อมนุษยธรรมหลักสูตรใดหลักสูตรหนึ่งของศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ หรือหลักสูตรทหาร/ตำรวจที่เทียบเท่า และความเป็นผู้นำ รวมทั้งถ้ามีประสบการณ์ด้านการทำลายวัตถุระเบิด (EOD) และการสำรวจกวาดล้างทุ่นระเบิดจะดีมาก
• สามารถทำงานที่ต้องใช้แรงกายและบางครั้งในพื้นที่ยากลำบาก
• มีความรับผิดชอบและมีวินัยระดับสูงมาก สามารถปฏิบัติตามกฎขององค์การฯ และมาตรฐานการปฏิบัติ (SOP) ได้
• มีความสามารถในการบริหารจัดการชุดปฏิบัติการสำรวจ มีจิตวิทยาในการทำงานร่วมกับเพื่อนร่วมงานและภาคีที่มีความแตกต่างกัน และสามารถสร้างขวัญและกำลังใจของทีมได้ดี
• เปิดกว้างสำหรับสิ่งใหม่ๆ และสภาพแวดล้อมที่ท้าทาย
• สามารถสื่อสารและมีทักษะด้านความสัมพันธ์ต่อบุคคลอื่นๆ ที่ดี และสามารถที่จะทำงานตามกำหนดเวลา รวมทั้งปฏิบัติงานเป็นทีมภายใต้ความกดดัน สามารถจะพักอาศัยร่วมกับเพื่อนร่วมงานเป็นกลุ่มในสถานที่ที่จัดไว้ให้ได้
• ใช้คอมพิวเตอร์ได้ และมีประสบการณ์ในด้านการได้มาซึ่งข้อมูล มีทักษะในการรวบรวมและวิเคราะห์ข้อมูล

• มีใบอนุญาตขับรถยนต์

 

ความรับผิดชอบ

• นำชุดดำเนินกิจกรรมสำรวจที่ไม่เป็นทางเทคนิค และทางเทคนิคตามที่วางแผนโดยผู้จัดการปฏิบัติการภาคสนาม ตามมาตรฐานการปฏิบัติขององค์การฯ ในประเทศไทย ยึดถือตามมาตรฐานปฏิบัติการทุ่นระเบิดแห่งชาติ ของประเทศไทย
• ดูแลการตรวจสอบ บำรุงรักษา และใช้งานอุปกรณ์ตรวจค้นและเก็บกู้ทุ่นระเบิด
• ดูแลรับผิดชอบและมีสวนร่วมในการวางแผนและการรายงานการปลดปล่อยพื้นที่ประจำสัปดาห์และประจำเดือน
• ปฏิบัติหน้าที่อื่นๆ ที่เหมาะสมที่นำไปสู่การดำเนินโครงการอย่างปลอดภัยและมีประสิทธิภาพ ตามรายละเอียดโดยผู้อำนวยการโครงการ

EMPLOYMENT ANNOUNCEMENT

 

Norwegian People’s Aid (NPA) is a humanitarian Non-Governmental Organisation (NGO) rooted in the Norwegian Labour Movement. We work with International Development Partnerships, Humanitarian Disarmament (HD), Rescue Service and First Aid, and Asylum and Integration. NPA Thailand is currently working in partnership and support to the Thailand Mine Action Centre (TMAC). In 2018, NPA is implementing the “Establishing of the Baseline of Mine/ERW Contamination in Ubonratchathani and Trat provinces Thailand” project in joint-operations with the Humanitarian Mine Action Unit 3 and 2.

                                                                                                                                                                                                                                                      

Thailand has a considerable problem of mines and other explosive remnants of war (ERW). Vast areas along the Thai - Cambodian border and Thai – Laos border are severely contaminated. Past survey efforts have in part identified the larger areas that could be mined but these areas are inflated and fail to represent a realistic scope of contamination.  The landmine problem in Thailand thus remains poorly defined.

 

This Survey is in effect an evidence-based non-technical survey (NTS) that may be enhanced with components of technical survey (TS) to provide greater accuracy where necessary. The survey will free up land where fear from mines/ERW currently impedes cultivation and other development/business initiatives.

We are currently looking for a Deminer / Survey operator to work in our Baseline Survey Teams in Thailand.

 

Position:  Field Team Leader 1 position

Department/Project/Country: Humanitarian Disarmament (HD) / NPA HD Programme / Thailand

Immediate Superior:  Field supervisor / Operations Officer

Starting Date:  As soon as possible

 

Qualifications:

The NTS Team Leader is responsible to lead and manage a team of surveyors/operators in conducting technical and non-technical survey activities in operations according to the NPA Land Release SOP in Thailand (based on the National Mine Action Standards of Thailand – NMAS). The nature of work is a combination of challenging but rewarding physical works, and a good understanding of basic technical issues and recorded data reporting. The position is based in operational provinces in Thailand as dictated by the operational needs of the programme. Relevant experience and skills would encompass the following:

• Female or male, Thai nationality with an age over 21 years old, if male, completion of military services required
• Basic education (M.3 or equivalent to Grade 9) or education in relevant field
• Previous work experience and relevant national humanitarian demining institution certification; or equivalent military/ police certification and leadership with EOD and mine action experience preferred (minimum of 2 years)
• Ability to perform physical work on the ground in sometimes difficult terrain
• Ability to manage field survey team and have psychology of working with different colleagues and partners along with the ability to motivate staff.
• Responsible individuals with a very high degree of discipline to strictly follow Organisational Policies and Standard Operating Procedures.
• Open to new and challenging environments
• Good communication and interpersonal skills with ability to meet deadlines and work as a team under pressure, able to stay with the group in a based-camp, shared team accommodations
• Computer literacy and experience in data acquisition, collection and analysis skill are required
• Excellent health
• Driving licence is preferred

 

Responsibilities:

• Perform and lead non-technical and technical survey team activities as planned by the Operations Manager according to the NPA Land Release Standard of Procedure (SOP) in Thailand (based on the National Mine Action Standards of Thailand – NMAS).
• Oversee the checking, maintenance and operation of demining/ survey team equipment and safety, as well as team deployment on tasks and while in the base camp environment.
• Oversee and contribute to weekly and monthly planning and reporting of EBS/land release activities following NPA reporting system.
• Any other reasonable task, conducive to the safe and efficient running of the programme, as detailed by the Country Director.
