The EU Project Officer is responsible for the supervision and financial and administrative management of an EU-funded project which is focussed on the peaceful transformation of the conflict in the Deep South of Thailand. It is focused on the future development of two initiatives which are closely interconnected, the “Insider Peacebuileder´s Platform” (IPP) and the “Peace Resource Center” (PRC).
The project is scheduled for three years from January 2015 to December 2017. It is planned to be extended by another three years till 2020. The EU Project Manager will become a member of the overall Management Team of the IPP and PRC work cluster and reports to the PRC´s Chief Manager. S/he will supervise an EU Finance Officer and other staff in charge of administrative issues.
The place of work can be either Bangkok or Pattani. In both cases some travelling to and in the three most Southern provinces is required. The position is only open for Thai citizens.
The Terms of Reference comprise the following tasks and responsibilities:
- Manages the implementation of the EU funded project in close collaboration with the overall Management Team.
- Develops (respectively makes use of) a comprehensive understanding of all rules and regulations the EU Delegation in Thailand applies to the correct financial and procedural administration of its project funding.
- Supervises the correct implementation of the EU-funded activities according to the contract signed with the EU Delegation in Thailand.
- Ensures the correct documentation of the financial and procedural administration and writes the narrative and financial reports.
- Supervises respectively organizes the internal interim audits.
- Engages with the external audit company for the expenditure verification and the final audit.
- Contributes to an effective and good working culture within the management and administrative team.
- Contributes to a comprehensive and effective fund-raising policy which will include apart from the EU also other from other donors.
- Contributes to the further organizational and financial development of the IPP and PRC initiatives in collaboration with the IPP/PRC Management Team.
Requirements:
- BA or higher degree in social sciences, accounting or finance with a minimum of three years of practical experiences in managing and supervising projects.
- Good command of English in speaking and writing.
- Interest in contributing to a peaceful settlement of the conflict in the Deep South of Thailand.
- Thai citizenship.
