The International Federation of Red Cross and Red Crescent Societies (IFRC) seeks to appoint a:
Title: Consultant for implementation and analysis of a baseline survey in Nepal
Reports to: Quality and Learning Senior Delegate, American Red Cross
Purpose:
Nepal is one of the 20 most disaster-prone countries in the world. It is ranked 11th in terms of risk from earthquake, 30th in terms of risk from flood, and a study conducted by the World Bank classified Nepal as one of the global “hot-spots” for natural disaster. An increased occurrence of localized disaster events and mounting losses in terms of life and environmental degradation are major development challenges in all the proposed districts. Many communities struggle with low household income and lack access to WASH facilities in addition to the coping capacity to manage harmful effects of disaster and climate change, which diminish livelihood opportunities. The population is also at risk of epidemic due to limited understanding about proper hygiene practices.
American Red Cross has partnered with the Nepal Red Cross Society to better prepare communities for disasters and increase their resilience to disastrous events through the 4-year (July 2014-June 2018) “Program for Developing Community Resilience in Nepal (RINA)”.
The main goal of the program is to develop safer, healthier, and more resilient communities in Nepal and enhance NRCS capacity. To achieve community resilience to cope with disasters, shocks and stresses, the specific project interventions will be defined by communities themselves in community action plans based on findings from an integrated participatory assessment, which will be conducted in quarter one of the fiscal year. The program will also focus on strengthening NRCS headquarters, district chapters, and sub-chapters to implement the resilience program and enhance their readiness to respond capacity.

To create opportunities for vulnerable communities to build resilience through integrated programming in coordination with other agencies.

To enhance the capacity of NRCS headquarters and targeted district chapters to design and implement effective resilience programs.

The following sections will describe details for the household and volunteer survey. Differences in details between the two surveys will be noted where appropriate; otherwise, if not indicated, then the information is the same for both surveys.
1.1. Survey objective(s)
To collect data to serve as a baseline against which to measure change in key variables. There will be two surveys:
1) Household survey
2) Volunteer survey (no sampling necessary; interview all NRCS volunteers, approx. 60 volunteers) to focus on knowledge related to project intervention.

1.3. Geographic scope
The geographic scope of the survey will be the same as that of the program. The survey will be conducted in following VDC/wards
Nuwakot: Kaule and Lachyang VDC
Rasuwa: Thulogaun and Bhorle
Makwanpur: Hetauda Municipality wards number 8 and 11.
1.4. Target population
For the Household survey, the target population is composed of all adults between the ages of 18-60 years old living in the project areas.
For the volunteer survey, the target population is all volunteers who are involved in the resilience project. The total number of volunteers involved is estimated at approximately 60.
1.5. Sampling frame(s) & coverage
Household survey: The sampling frame for the selection of HH will be all households of Village Development Committees (VDCs) and wards in program area as explained in section 3.3. The sampling unit will be at the household level. One eligible adult in each household will be selected for an interview.
Volunteer survey: The sampling frame for the volunteer survey is a list of all volunteers involved in the RINA project. There will be no sampling necessary for the volunteer survey. NRCS will help in locating volunteers and possibly assemble to few places for logistics simplicity.

No specific indicator was chosen as a basis for sample size calculation. A proportion was assumed, and baseline and endline values were chosen to give a maximum sample size

3.4. Sample size
An unadjusted sample size was estimated at 306 Households. Households will be directly sampled, therefore no design effect is necessary (DF=1). The adjusted sample size is 350 households (306 x 1.15), with 15% no-response per strata. The total sample size is 700 HH and approx. 60 volunteers for the study. The finite population correction is applied.
3.5. Stratification
The population is stratified by type of community, rural (Nuwakot and Rasuwa) vs. urban (Hetauda Municipality of Makwanpur).
3.6. Selection of respondents in final stage
Household listing will not be necessary; however the methodology for selecting households at the final stage will be systematic random sampling.
1. Respondents (one adult member) should be selected by systematic sampling (sampling interval= total number of HH/sample size), sampling should be without replacement.
2. Weighting may not be required if the non-response fairly distributed in each community, the final decision will be taken after data collection is over.

Required qualifications of consultant/firm
1. Demonstrated experience and expertise in the design and management of complex household surveys in developing countries
2. Demonstrated experience in training persons in survey interviewing and mobile data collection
3. Demonstrated experience in questionnaire development with mobile platforms
4. Demonstrated experience in mobile data collection within developing countries
5. Demonstrated experience in analyzing data from stratified, clustered, multistage surveys with disproportionate selection probabilities (including calculating weights, adjusting analysis for complex design and estimating variance using linearization and/or replication techniques)
6. Experience of survey work with similar purpose, mode and populations strongly preferred
7. Professional work experience in Nepal preferred
8. Fluency in English required; fluency in Nepali an advantage

• Any prior experience with mobile data collection
• Names, qualifications and experiences of all staff to be involved with the survey (name of data collectors, supervisors are NOT required at this point)
• Plan for monitoring field work and for maintaining data quality
• Detailed budget
