The Asian Disaster Preparedness Center (ADPC), established in 1986, is an Inter-Governmental Organization with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with the South, South East and East Asia being the primary sub-regions. ADPC has more than 31 years of working experience in Asia along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparations and follow up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination and catalytic facilitation and partnership to sub-regional mechanisms. ADPC Human Resources and Administration Department is looking for a Human Resources Management Officer to oversee and administer the employees’ perfect rewards and smart benefits. S/he will assess personnel needs and draft targeted programs that will increase performance, organizational trust and satisfaction. The goal is to attract, retain and motivate high quality employees while reducing turnover and enhancing our ADPC’s profile as best place to work. |

Statement of Intent: The Human Resources Management Officer will be responsible to assist the Chief of Human Resources and Administration (HRA) Department on compensation and benefits related matters of staff and of ADPC. Note: It is not the intent of this Position Description to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibility. |

Required Qualifications/ Selection Criteria: - Bachelor degree in human resources, business administration or finance and or any related fields; - Extensive knowledge of HRIS and MS Office; - Must possess excellent oral and written communication skills and fluency in Thai and English; - Accuracy in recording and keeping documents; - People-oriented , ability to establish and maintain effective working relationships with people of different nationalities, religions and cultural background; - Possess attitude of “Can Do” and fast learner; - Excellent interpersonal skill with courteous manner; - Excellent in communication skills and ability to flex own communication style; - Flexible and able to cope well with change; - Adequate knowledge of current labor rules and regulations; - Familiarity with various types of incentives and benefits; - Strong quantitative and analytical skills; - Prior experience in HR practices and compensation cycle management will be an advantage; - Working knowledge of job evaluation and job analysis systems is a plus; - Previous experience with organizational psychology and labor market surveys. |

Duties and Responsibilities: Under the overall supervision of Chief of HRA, the incumbent will perform the following duties: - Define a fair, equitable and competitive total compensation and benefits package that fits and is aligned to ADPC’s strategy and goals; - Develop a consistent compensation philosophy in line with work culture and organizational objectives; - Ensure that compensation practices are in compliance with current legislation (pay equity, human rights, etc.); - Use various methods and techniques and make data based decisions on direct financial, indirect financial and nonfinancial compensations; - Assess employees needs by conducting organizational psychology surveys to find out what motivates and engages employees; - Prepare job descriptions, job analysis, job evaluations and job classifications; - Participate in salary and labor market surveys to determine prevailing pay rates and benefits; - Conduct ongoing research into emerging trends, issues and best practices; - Research and make recommendations on insurance plans; - Monitor the payroll interface to ensure compliance and data integrity; - Manage third-party HR vendor resources such as brokers and consultants; - Typically responsible for accurate data collection and analysis, as well as maintaining accurate employee records; - Perform related duties that may be assigned by Chief of HRA from time to time.
Additional Responsibilities: - Manage consultancy related matters; - Keep record of both individual consultant and firm. The record shall be consultant database, consultant’s performance, etc.; - Provide guidance to hiring department on consultancy rate (if needed); - Update consultancy rate for each particular assignment; - Provide guidance on type of consultancy contract/ agreement/ etc. - Prepare and issue consultancy contract ensuring that it complies with current legislation. |

Reporting Relationship: - Reports directly to the Chief of HRA; - Works closely with other staff of HRA department and of ADPC. |

Contract Duration: One (1) year with possibility of extension
