Consultant for Review and Develop the Road Safety & Helmet Curriculum/Guidelinefor the Office of the Private Education Commission (OPEC) and
the Office of the Basic Education Commission (OBEC)
Background
According to the World Health Organization, road traffic accidents are responsible for more than 1.2 million deaths globally each year, with motorcycle accidents accounting for nearly a quarter of these deaths. In 2012, 14,059 people were killed on roads in Thailand, resulting in a road death rate of 36.2 per 100,000 people. Road accidents are the 2nd leading cause of death of Thai children. Most children travel on motorcycles daily, and while Thai law mandates helmet use for motorcyclists, only an estimated 7% of children wear helmets.
To inspire behavioral change towards new social norms, Save the Children Thailand has launched a nation-wide campaign to increase child helmet use and decrease motorcycle death and injury among Thai children called The 7% Project.

Overview
To inspire behavioural change towards new social norms, Save the Children has been working closely with teacher and student helmet ambassadors to inspire agents of change on road safety practices in schools and communities. Save the Children selects and trains Teacher Helmet Ambassadors (THAs), who play a crucial role in leading helmet safety initiatives and promoting behaviour change among peers.
Save the Children’s Behavioural Influence (BI) toolkit is using to provide training for THAs. The toolkit features a guidebook, flipchart and teaching and learning media. The goal of the toolkit is to equip teachers with tools and knowledge, combining the traditional way of giving children information about why, when and how to use a helmet when traveling to and from school with fun and engaging learning activities. The toolkit is essentially a guide for road safety practitioners who will implement the helmet safety program and work with the helmet safety ambassadors.
Purpose of the consultancy
This curriculum/guideline will support and advocate the OPEC and the OBEC to integrate the road safety and helmet safety knowledge into their educational systems nationwide.

Child Safeguarding and Child Protection concept should be a part of this curriculum c. Collect all teaching plans, teaching method |

Reporting and Documentation
The consultant will be supervised and overseen by Save the Children’s Child Health & Safety Programme Coordinator and the Child Health & Safety Specialist and will be required to work with other staff in the Road Safety Project, A.P. Honda, the OPEC/OBEC curriculum specialists and with the school teachers, and students if needed.
Reflection meeting with the team is required for improving the road safety and helmet safety curriculum/guideline and for recoding the best practices.
The progress update on curriculum development is required to submit to Save the Children’s Child Health & Safety Programme Coordinator.

Professional fees:
The consultant is requested to submit the quotation and detailed budget. The financial competitiveness of the fee will be considered in the selection process.
Term of payment:
The consultant shall issue an invoice as per the following schedule, with payments made based on satisfactory deliverables during the invoicing period. Three-percent withholding tax will be deducted from the workshop consultant.

This Terms of Reference may be amended, varied or modified in writing after consultation and agreement by Save the Children’s Advisory Group members.
