Background
The AWARE2 project, a three-year project funded by JP Morgan Chase (JPM) and implemented by the Education Development Center (EDC), seeks to narrow the skills-gap for entry-level workers in ICT and ICT-using sectors in South East Asia. Implemented in Indonesia, the Philippines, and in Thailand, the project’s key activities are intended to improve instruction of work-readiness and develop secondary school students’ soft and technical skills. To achieve these objectives, AWARE2 implements trainings-of-trainers (TOTs) with secondary school teachers to improve their ability to teach work readiness skills in a learner-centered way. In addition, teachers receive support to connect their students with in-person and virtual work-based learning (WBL/VWBL) activities, and students benefit from using digital skills in these WBL experiences as well as in bootcamps designed to activate work readiness and digital skills side by side.
In order to measure the value of its programming for employers, EDC is building a tool—the Employee Quality Index (EQI)—to implement with employers of AWARE2 graduates. The tool will allow AWARE2 to measure the benefits that accrue to an employer when they hire an AWARE2 graduate as compared to other entry-level employees.
The development and implementation of the EQI will take place across three phases, taking place between October 2018 – June 2019. The scope of work for research/data collection is defined below across each phase.
Scope of Work
AWARE2 will hire researchers/data collectors (hereafter referred to as ‘data collectors’) for this project in Indonesia, Philippines and Thailand with relevant qualifications. Each data collector will participate in the following qualitative and quantitative data collection activities:
Phase 1: Tool Development (With Industry Partners)
Phase 2: Tool Refinement: Establishment of Industry Standards (With Industry Partners/Employers)
Phase 3: Tool Piloting: Comparison of AWARE2 Grads to Standards (With AWARE2 Employers)
The expected activities for data collectors include the following, and will likely take between 30-40 days of working time per data collector between October 2018 and June 2019.

Costing
EDC anticipates awarding a firm fixed price contract for the services described in the Statement of Work. EDC may award one or more contracts resulting from this request to the bidder(s) whose qualifications best meet the considerations in the SOW. EDC may also (a) reject any or all quotations, (b) accept other than the lowest quotation, or (c) accept more than one quotation. EDC may award a contract without discussions with bidders.
The award amount is a flat rate which includes all costs for the scope of work, including the time and effort to carry out tasks, and associated costs to meet with, call or travel to industry partners and employers. The total amount for the award for each data collector is expected as $2,700, or $8,100 for an organization (proposing a team of 3 data collectors). Payment will be made in 5 installments upon receipt and approval of deliverables, per the payment schedule noted above.
The scope of work is open to individual data collectors, or organizations that would manage a team of data collectors. All proposed personnel should meet all required qualifications to carry out the work.
