Data Collector/Researcher Scope of Work: Thailand

 

Background

The AWARE2 project, a three-year project funded by JP Morgan Chase (JPM) and implemented by the Education Development Center (EDC), seeks to narrow the skills-gap for entry-level workers in ICT and ICT-using sectors in South East Asia. Implemented in Indonesia, the Philippines, and in Thailand, the project’s key activities are intended to improve instruction of work-readiness and develop secondary school students’ soft and technical skills. To achieve these objectives, AWARE2 implements trainings-of-trainers (TOTs) with secondary school teachers to improve their ability to teach work readiness skills in a learner-centered way. In addition, teachers receive support to connect their students with in-person and virtual work-based learning (WBL/VWBL) activities, and students benefit from using digital skills in these WBL experiences as well as in bootcamps designed to activate work readiness and digital skills side by side.

In order to measure the value of its programming for employers, EDC is building a tool—the Employee Quality Index (EQI)—to implement with employers of AWARE2 graduates. The tool will allow AWARE2 to measure the benefits that accrue to an employer when they hire an AWARE2 graduate as compared to other entry-level employees.  

The development and implementation of the EQI will take place across three phases, taking place between October 2018 – June 2019. The scope of work for research/data collection is defined below across each phase.

 

Scope of Work

AWARE2 will hire researchers/data collectors (hereafter referred to as ‘data collectors’) for this project in Indonesia, Philippines and Thailand with relevant qualifications. Each data collector will participate in the following qualitative and quantitative data collection activities:

Phase 1: Tool Development (With Industry Partners)

• Interviews with AWARE2 Industry Partners: In-person interviews will allow AWARE2 to establish a set of performance metrics to be measured in the employer tool. Each data collector will be expected to complete up to 15 interviews. Interviews will occur face-to-face in and around Chiang Mai, and include an introduction to the industry partner by AWARE2 staff when possible.
• Follow up KPI Survey with Industry Partners: Data collectors will carry out a follow-up survey with the same employers as above on Key Performance Indicator (KPI) selection. Follow-up surveys will occur by sending a link to the survey and following up over the phone.

Phase 2: Tool Refinement: Establishment of Industry Standards (With Industry Partners/Employers)

• Surveys with AWARE2 Industry Partners: Once we develop the EQI using data from Phase 1, industry partners will be asked to complete the survey about each of their entry-level employees. Each data collector will be expected to implement up to 45 surveys. Surveys will be implemented over the phone.

Phase 3: Tool Piloting: Comparison of AWARE2 Grads to Standards (With AWARE2 Employers)

• Surveys with AWARE2 Employers: Surveys will be implemented with AWARE2 graduates’ employers. One survey will be completed by an employer for each graduate that they employ. Each data collector will be expected to implement up to 60 surveys with employers. Interviews will occur over the phone.

The expected activities for data collectors include the following, and will likely take between 30-40 days of working time per data collector between October 2018 and June 2019.

Phase 1 (October 2018 – February 2019)

• Participation in a series of online or in-person trainings. Training will cover the development of the employer tool as well as the data collection protocols, processes, and technology. (3-4 days; October 2018)
• Desk research (3-4 days; October 2018)
• Interviews with AWARE2 industry partners
  • Communication with industry partners and firms to set up interview times. (1-2 days; October/November 2018)
  • Implementation of up to 15 face-to-face Interviews (4-6 days; November 2018)
  • Summarizing of up to 15 industry interviews (with transcription required for interviews where summaries do not provide enough detail). (3-5 days; November 2018)

Phase 2 (January – March 2019)

• Follow-up survey on KPI selection with same 15 industry partners:
  • Communication with industry partners and firms to set up survey times. (1 day; January 2019)
  • Implementation of up to 15 surveys by Survey Monkey with follow-up by phone (2 days; February 2019)
• Training for implementing tool (primarily online, with some in-person as needed) (1-2 days; March 2019)
• EQI Surveys with AWARE2 Industry Partners
  • Implementation of up to 45 surveys by Survey Monkey with follow-up by phone (2-4 days; March/April 2019)

Phase 3 (April – June 2019)

• Introduction to AWARE2 Schools and Teachers
  • Data collectors, accompanied by AWARE2 staff, will be introduced to AWARE2 teachers who, in some cases, already have relationships with AWARE2 employers and can aid in making introductions. (1 day; April 2019)
• Surveys with AWARE2 Employers
  • Communication with industry partners and firms to set up interview/survey times. (1-2 days; May 2019)
  • Implementation of up to 60 surveys by phone. (8-12 days; May-June 2019)

 

Quality Assurance

• Regular Check-Ins
  • Phone weekly or bi-weekly check-ins with AWARE2 US-based staff to discuss timeline, trouble-shoot, etc. (2-3 days)

 

Qualifications

Data collectors will be based in and around Chiang Mai. Each data collector must meet the following qualifications:

• Language skills: Fluency in English and Thai
• Experience and skill collecting qualitative data
• Experience and skill transcribing recorded interviews
• Experience and skill collecting quantitative data
• Background in education and youth research
• Experience in professional settings such ICT firms (strongly preferred)
• Professional comportment
• Good communication skills
• Willingness to engage with local and US-based AWARE2 staff.

Costing

EDC anticipates awarding a firm fixed price contract for the services described in the Statement of Work. EDC may award one or more contracts resulting from this request to the bidder(s) whose qualifications best meet the considerations in the SOW. EDC may also (a) reject any or all quotations, (b) accept other than the lowest quotation, or (c) accept more than one quotation. EDC may award a contract without discussions with bidders. 

The award amount is a flat rate which includes all costs for the scope of work, including the time and effort to carry out tasks, and associated costs to meet with, call or travel to industry partners and employers. The total amount for the award for each data collector is expected as $2,700, or $8,100 for an organization (proposing a team of 3 data collectors). Payment will be made in 5 installments upon receipt and approval of deliverables, per the payment schedule noted above.

The scope of work is open to individual data collectors, or organizations that would manage a team of data collectors. All proposed personnel should meet all required qualifications to carry out the work.
