About FHI 360
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Funded by the U.S. Agency for International Development (USAID), FHI 360 manages the “Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES)” Project in more than 28 countries throughout the world, including Thailand. LINKAGES in Thailand focuses on interventions to reduce HIV transmission among key populations, predominantly among men who have sex with men (MSM) and transgenders (TG). Most interventions are implemented through community-based organizations (CBOs) and include RRTTPR interventions such as peer-driven outreach, use of social media, HIV testing in community clinic settings, pre-exposure prophylaxis (PrEP) provision, and increasingly, HIV treatment in community-based clinic settings. The costing study summarized here is partially supported by the LINKAGES Project.
Background
To continuing operational and technical support to local community-based organizations, one of the key priorities of the LINKAGES project is also to assist Thailand for smooth transition from the GFATM under PEPFAR Incentive Funding PIF. This include full participations in National Committees on GFATM and PIF integration which are directly assigned by the Director-General of the Department of Disease Control (DDC), the Ministry of Public Health to provide consultation and inputs in the four key areas; Innovation, optimization, and scale, Domestic financing, HMIS, and CBO capacity building and accreditation. The LINKAGES Thailand project plans to provide human resource support to the Thailand Country Coordination Mechanism (CCM) for the CCM Secretariat position, who will be responsible for coordination of GFATM and PIF funding to ensure concrete integration with the national AIDS programs and other donors’ grants.
Responsibilities:
The consultant will work with MOPH, USAID, Raks Thai Foundation, FHI 360/LINKAGES, TRCARC and PCM to ensure systematic monitoring of program implementation at national and provincial level through identification of responsible units and team, plans for program monitoring as well as dissemination of progress information.
The consultant will support the coordination and integration of eCascade and Real Time Cohort Monitoring (RTCM) system to strengthen HIV cascade data collection which enable stakeholders both national and local government and community-based organization to use cascade data for programmatic improvement, determination of cost efficiency, and reporting performance to NHSO.
The consultant will provide coordination and facilitating in setting up meetings, consultations, policy discussion for LINKAGES and national and local stakeholders including MoPH, NHSO, DDC, PHO etc. to gather inputs and commitment as well as documenting strategies related to sustainable health financing for CBOs in the effort to end AIDS.

Period of Performance
The projected level of effort is approximately 60 working days, between December 2018 –February 2019 but these dates will be negotiated with the chosen consultants depending on the actual scope of work.
