Position Overview

Pact is recruiting a Senior AFOLU Advisor for a USAID project that aims to reduce greenhouse gas emissions by catalyzing private finance to upscale and drive investment in the agriculture, forestry, and other land-use sector toward low-emission yet profitable business models. The project supports countries in Asia to scale-up low-emission land management best practices through the development of a pipeline of investible projects and businesses in the sustainable landscapes sector, increased private sector investments into sustainable, low-emissions land management businesses, and improved capacity of sustainable landscapes stakeholders.

 

The Senior AFOLU Advisor will provide leadership and direction on climate smart agriculture, forestry, global climate change mitigation and adaptation, and low emissions development strategy issues related to sustainable landscapes. The Senior AFOLU Advisor should demonstrate sufficient professional experience to effectively provide technical leadership and direction for delivering technical assistance to companies designing and implementing sustainable landscapes activities that are profitable, enhance sustainable land management, and contribute to reducing emissions. He/she will contribute to ensuring successful functioning of project activities, including working with the Chief of Party and team members to ensure overall quality of project planning, production of annual work plans, operating budgets, etc. Occasional travel to Cambodia, Indonesia, Philippines and Vietnam is expected for this position.

 

Key Responsibilities

Pipeline development

  • Strategically plan and lead pipeline development process, including, but not limited to: evaluation, planning/implementing due diligence, drafting and negotiating of terms of references for memorandum of agreement, development of SOWs for technical assistance, and coordination with Financial Advisors to secure financing and deal structuring for the businesses in the pipeline.
  • Provide expert assistance and thought leadership to support business development and work with other technical staff to identify promising business models and enterprises in sustainable and economically viable agriculture, forestry, and other land use sectors.
  • Manage development of database of experts and supervise sustainable landscapes technical staff, consultants, and partners across Southeast Asia region to develop pipeline and deliver technical assistance.
  • Design in coordination with team members strategies, craft low- emission strategies for businesses using tailored tools and/or methodologies and technologies.

 

Partnership creation and coordination

  • Build productive partnerships with the potential to sustain and scale up low emission land use investments.
  • Support activities with internal and external partners to enable USAID Green Invest Asia to develop relationships and secure business opportunities with prospective partners. This may include, but is not limited to, support for the preparation of market research, knowledge products, and delivery of presentations in conferences.

 

 

Program management

  • Contribute to the preparation and submission of annual work plans and periodic progress reports and assist with monitoring relevant program indicators and evaluating program results.

 

Basic Requirements

  • Advanced degree in forestry, agriculture, natural resource management, environmental policy, natural resource economics, climate change mitigation or related field.
  • Minimum 10 years of professional experience in sustainable landscapes, natural resource management, forestry, value chain development, agriculture, REDD+ and carbon finance, low emissions development strategy, or related experience.
  • Demonstrated ability to work collaboratively with a broad range of partners, including government officials, private sector companies, financial institutions, and other key stakeholders.
  • Ability to travel to targeted Southeast Asian countries.
  • Sufficient relevant experience in Southeast Asia to perform effectively under complex national and regional operating environments.
  • Excellent written and oral communication.
  • Fluency in English.

 

 

Preferred Qualifications

  • Proficiency in a Southeast Asian regional language.
  • Experience developing partnerships with private sector actors
  • Knowledge of Southeast Asian environmental/natural resource policy and practice.
  • Minimum 7 years of professional experience in Southeast Asia.
  • Demonstrated competence in project management, with knowledge of USAID policies and procedures.
  • Prior experience working on programs in relevant areas such as sustainable natural resource management, sustainable landscapes, agriculture, private sector investment or related field.
