Context:

Under the direct supervision of the Project Officer of the Emergency and Post-Crisis Unit (EPC) and the Project Officer of the Community Stabilization Unit (CSU), the successful candidate will assist in 1) implementing emergency health care and delivery of material and service support for minority groups from Myanmar and other vulnerable migrants detained at Immigration Detention Centres (IDCs), Shelters for Children and Families, and Welfare Protection Centres for Victims of Trafficking in Thailand as well as 2) implementing and coordinating all project activities in Phang Nga in the context of the EU-funded project “Promoting stability, well-being and harmony for Myanmar Muslims and host communities in Thailand” (DCI-ASIE/2015/369-583).

 

Core Functions / Responsibilities:

Particularly, he/she will carry out the following duties:

 

Under the EPC Project Officer, 

 

  1. Coordinate with the Bangkok project team in assisting the day-to-day implementation of material and service support to the beneficiaries and other vulnerable migrants in accordance with assessed humanitarian needs, with a focus on Phang Nga province.

 

  1. Regularly visit Ranong and Suratthani provinces to provide material and service support in terms of health assistance, nutrition, non-food items and water, sanitation, and hygiene, in coordination with the project team in Bangkok.

 

  1. Assist the project team in liaising with relevant stakeholders, including the Royal Thai Government counterparts, UN agencies, NGOs, and CBOs, to coordinate on-going interventions between the actors at the provincial level.

 

  1. Submit payment requests, receipts, etc. to Project Assistants in Bangkok in regards to the financial implementation requirements. Draft expenditure report based on cash transactions on a regular basis.

 

  1. Report regularly to the Project Officer in Bangkok on the progress of material and service support implementation, humanitarian needs, upcoming challenges, as well as on meeting outcomes and discussions with local counterparts.

 

  1. Perform such other duties as may be required. 

 

 

Under the CSU Project Officer,

  1. Assist in implementing project activities in Phang Nga in order to meet project objectives as well as the preparation and implementation of the Annual Workplans in the target communities, in close coordination with one (1) Field Community Worker and one (1) Junior Field Community Worker.

 

  1. Assist in drafting the Monthly Activity Plan, Monthly expenditure report/forecast of the next month and Quarterly Field Report for Phang Nga along with updated Indicator Tracking Table.

 

  1. Assist the administrative and financial procedures for meetings/workshops with local government officials, community leaders, religious leaders, NGOs and community-based organisations as well as community outreach activities to ensure smooth implementation of the project.

 

  1. Update the Community Profile on quarterly basis, from the data collected by the Field Community Worker and Junior Field Community Worker.

 

  1. Undertake duty travels in Phang Nga province as necessary to prepare, implement and monitor project activities in the field, including outreach and information campaigns, to ensure timely implementation of project activities in line with the Project’s Annual Workplans.

 

  1. Perform such other duties as may be assigned by the Project Officer.

 

 

Required Qualifications and Experience

  • University Degree in Law, International Relations, Business Management Political Science, Social Science, or relevant field with at least 2 years of experience in relevant areas
  • At least 2 years of experience in administrative field
  • Experience in migration issues for non-governmental organizations international governmental organizations or government institutions
  • Good writing and communication skills
  • Computer literate

 

 

Languages

  • Fluency in English and Thai.
