Consultancy to Review and Revise/Develop
SEAOHUN Operational Policies and Procedures
BACKGROUND
Established in 2011 with support of the U.S. Agency for International Development (USAID), the Southeast Asia One Health University Network (SEAOHUN)’s vision is to become a regional network of social and intellectual excellence on One health working to reduce infectious disease threats by fostering academic partnerships with government, national and regional stakeholders in Southeast Asia to advance the development of One Health workforce in Southeast Asia.
SEAOHUN was founded by 10 universities and 14 faculties of the four independent country networks in Indonesia, Malaysia, Thailand, and Vietnam that are collaborating to build the next generation of skillful and competent One Health professionals to combat new, emerging and re-emerging infectious diseases. In seven years, SEAOHUN has expanded its membership to comprise 67 universities, 139 faculties and government agencies from the four-member countries. Additionally, SEAOHUN expanded its source of funding form only the USAID to Korea International Cooperation Agency (KOICA) in 2017 through the One Health Workforce and U.S. Department of State (DOS) in 2018 and expanded its One Health workforce activities beyond the four-member countries to Cambodia, Lao PDR, and Myanmar.
SEAOHUN collaborates with each country network to enhance the capacity of the current and future workforce in using One Health approaches to prevent, detect and respond to infectious disease threats. The four One Health University networks (OHUNs) are Indonesia One Health University Network (INDOHUN), Malaysia One Health University Network (MyOHUN), Thailand One Health University Network (THOHUN), and Vietnam One Health University Network (VOHUN).
SEAOHUN’s program includes, but is not limited to, supporting student and staff exchange, curriculum development, strengthening and developing teaching methodologies, and developing research capacity building and innovative projects that provide evidence-based One Health data and outcomes for advocacy with government and other collaborating partner agencies. In 2012, the SEAOHUN agreed to establish a foundation to support and assure the long-term sustainability of the Network. SEAOHUN officially registered as a Foundation in Thailand in August 2014 with two governing Boards and its secretariat office located at Faculty of Veterinary Medicine, Chiang Mai University, Thailand. The Executive Board comprises of 17 members from member universities, country networks, donors and partners. The Foundation Board comprises of 5 Thai members – one from each founding country. The Foundation Board oversees and fulfills the Secretariat’s legal status and requirements in Thailand.
OBJECTIVES
The overall objective of this consultancy is to review the existing operational policies and manuals of SEAOHUN Foundation and revise/develop the policies and manuals including forms to be in line with international best practices and Thai government legislation and regulations for optimal and transparent operations of a regional not-for-profit foundation. Currently, SEAOHUN has the following documents: a) Staff manual, b) Finance manual, c) Procurement manual, and d) Code of conduct manual. The revised and/or newly developed policies and manuals should incorporate comments emanating from SEAOHUN staff members and third-party assessments.
Scope of work
Carry out an assessment of the existing operational procedures and practices and identify gaps and areas which may require improvement and strengthening. Specific work may include, but not limited to:

The consultancy will be expected to deliver, at the minimum, the following outputs:
TIMELINE and TRAVELS
The deliverables are expected to complete no later than 31 May 2019. The consultant(s) is initially required to travel to Chiang Mai to have meetings with SEAOHUN staff at the Secretariat office. All the other work can be performed remotely.
REPORTING
The consultant(s) will report directly to the Executive Director of SEAOHUN Secretariat and/or Chairperson of SEAOHUN.
PAYMENT
Payment in tranches: Deliverable #1 (30%), #2 (40%), and #3 (30%).

Please submit the applications early as we reserve the right to contract with the best applicant at the first round of review.
