Midterm Evaluation of Cambodia Civsam programme


Background and context
Diakonia is an international Faith Based Development Organization rooted in two churches in Sweden, the Swedish Alliance Mission and the Uniting Church in Sweden. The organization currently works through local offices in 24 countries in Africa, Latin America, Middle East and Asia by supporting local partners. Diakonia’s vision is a Just, Equal and Sustainable world. Our mission and goal is to change unfair political, economic, social and cultural structures that cause poverty, oppression, inequality and violence.


Diakonia focuses on 6 thematic/intervention areas namely Human Rights, Democracy, Gender Equality, Social & Economic Justice, Conflict and Justice and Emergency Response and Disaster Resilience.


Diakonia currently has a grant of around 150 MSEK yearly from Sida CIVSAM, and with a five-year contract 2016-2020. The CIVSAM grant includes 25 programs, mostly country based but also two regional and one global. As a part of the mid-term review process, Diakonia wishes to analyse the grant, through the process of gaining more in-depth understanding of a few programs. Based on the evaluation, we hope to draw conclusions that could be used to implement the grant for the coming two years, as well as perspectives that could be used when elaborating a new application to Civsam in 2021.

 

Purpose of the Evaluation
The purpose is to establish how the Civsam programs have been planned and implemented during the first three years, in order to advise the future implementation and priorities for the Civsam programs within the general development context.
 

Objectives and scope of the evaluation
The objective is to assess the relevance effectiveness and sustainable impact of Civsam programs with lessons learned. The evaluation will focus on Diakonia’s role, choice of focus, applied methods and ways of working to provide practical recommendations to Diakonia on how to improve our implementation. By looking at Civsam programs, we hope that the evaluation will assist us to see commonalities and differences in the planning and
implementation, which would assist in drawing more general conclusions on what have worked and not.


Scope of the evaluation
Diakonia Asia is implementing Civsam projects in 5 countries in Asia with 71 partners. This evaluation will cover 6 projects implemented by Diakonia Cambodia partners.

 

Relevance:
Overall focus: Is Diakonia implementing a relevant and strategic program in line with Diakonia’s vision and mission?
The evaluation should analyse this question broadly and specifically take into consideration the following aspects;

  • Analyse the program composition (e.g. type of partners and the level that they work at) and if the strategic program direction (as defined in the result framework) is relevant in the context, addresses the strategic needs of rights holders and societal problems.
  • Analyse if/how Diakonia and partners have adapted/adjusted programs, projects and activities to reflect changes in the context. Also, analyse if contextual factors (e.g. shrinking space, conflicts and disasters) have been reflected in the program risk analysis.
  • Analyse if the program is in line with the Sida Strategy for support to Swedish organizations in Civil Society 2016-2020.

 

Effectiveness:

Overall focus: Is the program effectively achieving its planned results?
The evaluation should analyse this question broadly and specifically take into consideration the following aspects;

  • Analyse the progress towards the achievement of results as defined in the result framework, and analyse if the results are likely to be achieved in the end of the period. Also analyse what are the major factors influencing the achievement or nonachievement of the results and activities, especially considering Diakonia’s role/added value.
  • Analyse how Diakonia’s strategy for change and Rights Based Approach has been used in the program planning and implementation and how this have influenced the results.
  • Analyse the choice and reasons for giving project, program or core funding in relation to the program objectives and Diakonia’s strive to strengthen our partner organizations.
  • Analyse how the Diakonia staff composition, roles and staffing levels is sufficient or not for the qualitative follow-up/strengthening of partner’s organizational development, program results and financial and administrative compliance.

 

Sustainable:

Overall focus: Determine if the interventions contribute to positive or negative changes, directly or indirectly, intended or unintended?
The evaluation should analyse this question broadly and specifically take into consideration the following aspects;

  • Analyse if Diakonia’s capacity building was developed to meet the needs and strategic interests of the partners and promote sustainability
  • Analyse if changes have addressed Diakonias’ goals and sustainable development strategy as planned?
  • Describe key factors that will require attention in order to improve the programme outcomes and the potential for replication of the approach?
  • Identify lessons learned from the 3 years programme implementation and provide recommendations for guiding Diakonia for future improvement and priorities.

 

Approach and methods for data collection and analysis

It is expected that the consultants describe and justify an appropriate approach/methodology and methods for data collection in the tender. These should be based on the evaluation questions. The tender should include a cost effective ambition level. The consultants should take into consideration appropriate measures for collecting data in cases where sensitive or confidential issues are addressed, and avoid presenting information that
may be harmful to some stakeholder groups.

 

Organisation of evaluation management
This Evaluation is commissioned by Diakonia Regional office. The intended user is Diakonia; country, regional and head offices but also Diakonia’s partners. At a later stage Diakonia will share the report with Sida Civsam.

 

Time schedule and deliverables
It is expected that a time and work plan is presented in the tender. The evaluation should start in November and the final report should be delivered by 15 January 2020. The following meetings are regarded as a compulsory:

  • Individual online start-up meeting with the Regional office and the Diakonia Country offices.
  • Briefing workshop should take place with Diakonia’s country offices before the evaluation start.
  • Each country visit should include a workshop (1 day workshop) with all partners to collect information, or online interviews.
  • At the end of the field work (at least 2 field visits) the consultant should present preliminary findings to the Diakonia country office for feedback.
  • Interviews with a range of stakeholders at country level with a stake in Diakonia programs.
  • Presentation of final report to Diakonia’s regional and Country offices.

The final report shall be written in English and professionally proof read. The final report should have a clear structure and follow the report format agreed with Diakonia. An executive summary of maximum 3 pages shall be included. Conclusions shall be substantiated by findings and analysis and it should be possible to follow the line of reasoning. Recommendations and lessons learned should flow logically from conclusions. Recommendations shall be specific and directed to relevant stakeholders. The report shall be no more than 30 pages excluding annexes. The consultants shall submit the final report through e-mail to the contact person at Diakonia’s Asia regional office.

 

Qualifications
The Evaluation may be conducted by a single consultant or a team with the following qualifications:

  • Competence and experience in reviews and evaluations, quality assessment and results-based management in developing countries.
  • Experience of evaluating and/or working with crosscutting issues such as gender, conflict and environment/climate change.
  • Experience of evaluation work of Civil Society in Asia.
  • Experience of working with Rights Based approach

One person shall be assigned as team leader with the overall responsibility for the review. The team leader shall have experience of leading review/evaluation assignments. A CV shall be included for each team member and contain full description of the consultant’s qualifications and professional work experience.
The consultants must be independent from the review object and activities, and have no stake in the outcome of the review.

 

Budget
The budget available is maximum 15,000USD, which is included 15% percent of VAT and other cost related to the consultancy services such as travel, accommodation, insurance, food,…etc.


Roles and responsibilities
The contact person at the Regional Office is Ankin Ljungman, the Asia Regional director. The contact person should be consulted if any problems arise during the evaluation process.

The consultant will organize travel and accommodation. Assistance will be given by the Diakonia country office upon request for logistics around partner visits, booking interviews, preparing visits, background material etc.

 

Terms and conditions
The consultant is responsible for any travel insurances.

Cost of travel and accommodation will be covered by the consultant and included in the submitted budget.

The consultant is required to sign and follow Diakonia’s Code of Conduct. The consultant should also follow the Diakonia Child Safeguarding Policy if children are involved in some way during the evaluation.

 

Mode of application
The tender shall be sent per e-mail to Tipnaree Setphisut (tipnaree.setphisut@diakonia.se) with a copy to Ankin Ljungman (ankin.ljungman@diakonia.se) by September 30, 2019. This should include;

  • CV of all involved consultants.
  • Testimonials and sample reports of similar assignments taken in the recent past.
  • Understanding of ToR and a detailed suggestion of research methods and its rationale.
  • Draft work plan and budget
  • Certify on honour that the consultants are not in any of the following circumstances; in bankruptcy, has been found guilty of a grave professional misconduct (violation of applicable laws/regulations or ethical standards of their profession), have been found in breach of its obligation relation to payment of taxes or social security contributions in accordance with applicable laws and/or lack of compliance with main obligations in the performance of a contract financed by Sida support.
