Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Monitoring, Evaluation, and Learning Specialist (MEL Specialist) for the USAID-funded Thailand Counter Trafficking in Persons (CTIP) program. The program falls under Winrock’s Civic Engagement and Social Equity (CESE) Unit within the Civil Society & Education (CSE) Group. The responsibilities, duties, and qualifications are described in the attached position description.

Position Description 


POSITION TITLE: MEL Specialist, USAID Thailand Counter Trafficking in Persons  

LOCATION: Bangkok, Thailand 

DEPARTMENT: Civic Engagement and Social Equity 

REPORTS TO: Chief of Party, USAID Thailand CTIP Program 



The Monitoring, Evaluation, and Learning Specialist will be responsible for managing all project monitoring, evaluation and learning (MEL) activities, including updating the existing MEL framework and tools, putting in place data quality assurance processes to ensure the timeliness and validity of data entry and analysis, and capacity strengthening for staff and partners. The MEL specialist will also contribute to USAID Thailand CTIP donor reporting and communication with other CTIP projects in the region.  



  • Manage a rigorous approach to monitoring and evaluation using up-to-date tools and approaches in order to monitor project performance toward specific goals and objectives. 
  • Oversee all aspects of the performance measurement for the project, including day-to-day tracking, reporting on activities, and data quality assurance.  
  • Ensure that all project staff and partners have a clear and shared understanding of the project  results framework, performance indicators, and data processes.  
  • Lead periodic project reviews to monitor the progress and adapt. 
  • Coordinate closely with USAID and the regional, Winrock-implemented USAID Asia CTIP program to link project data, research, and learning for both projects
  • Write quarterly MEL reports for review by the COP and support the reporting of project performance to the donor.  
  • Contribute to strategic discussions on the project learnings.  
  • Work with communications colleagues to ensure data and learnings are prepared for dissemination.  
  • Collaborate and liaise with USAID and any external evaluators to design and carry out  assessments or evaluations.  
  • Other duties as assigned. 




Education:    Advanced degree in economics, business, international relations, social science, political science, or related field. Degree in statistics and or related specialized training preferred. 




  • Minimum seven (7) years’ professional experience managing monitoring, data collection, data  analysis, tools in democracy, human rights, governance programming. 
  • Proven proficiency in statistical software such as STATA, SPSS, EPI info, or similar, specifically for analysis of large datasets.  
  • Demonstrated experience with quantitative and qualitative research methodologies. 
  • Strong skills in developing and utilizing results frameworks, logical frameworks, or similar tools for project design, monitoring and evaluation. 
  • Experience in using knowledge management software and databases. 
  • Knowledge of USAID reporting requirements preferred




  • Must be professionally proficient and fluent in written and spoken English. 
  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and 
  • presentation software (Microsoft PowerPoint). 
  • Knowledge of database and statistical applications such as SPSS, SAS or STATA or proven familiarity with open source big data analytics tools
