Job Description: Child Safeguarding Program Officer
The Child Safeguarding Program Officer is responsible for these key tasks:
- Deliver and continuously innovate a community engagement program to support understanding and proper use of the Code of Conduct for Child Safeguarding of the Church of Christ in Thailand (CCT) for all CCT communities: churches, schools and dormitories, universities, hospitals, children’s homes and boarding houses.
- Ensure effective use of assessment, monitoring and evaluation tools to support community progress in implementing the agreed Code of Conduct for Child Safeguarding.
To accomplish these tasks the Program Officer works with CCT Office of Child Protection (OCP) colleagues and is accountable to the CCT Child Safeguarding Committee duly formed to oversee consistent and sustained follow-through on the agreed Code of Conduct.
The Program Officer also coordinates engagement with the various CCT communities, the OCP team and CCT Child Safeguarding Committee members, as relevant, to facilitate community engagement for agreed CCT Code of Conduct for Child Safeguarding roll-out and monitoring.
NOTE: Each CCT community includes and/or affects children (< 18 years old) and adults.
Summary of Deliverables
- Work with other Program Officers and CCT OCP staff to accomplish the key activities:
- Where the project is active:
- Coordinate with CCT communities to follow-up regularly on program activities, particularly those that promote progress toward (i) finalized local Codes of Conduct; (ii) fully functional Child Safeguarding Committees and (iii) Code of Conduct compliance monitoring and reporting protocols.
- Report regularly on agreed Indicators for objective Monitoring and Evaluation
- Organize workshops and conferences in support of project progress and lead or facilitate teaching-learning-sharing sessions as relevant
- Where the project is not yet started:
- Gather information on the child safeguarding and child development situation in CCT communities
- Lead/facilitate information-sharing sessions about child development and safeguarding, and about the Code of Conduct initiative
- Together with colleagues, draft reports and stories in English for sharing with CWS colleagues worldwide.
- Monthly human interest stories for the CWS Asia Review and website
- Biennial and annual reports to CWS Regional Director for sharing with CWS US colleagues
Profile / Accountability
- The Program Officer is a CWS-paid local (Thai national) employee seconded to the CCT specifically to support roll-out of the Code of Conduct for Child Safeguarding program.
- For ongoing program design, implementation, monitoring and evaluation, etc., the Program Officer reports to the CCT OCP Project Manager. As a CWS employee, the Program Officer reports for high level accountability to the CWS Asia Regional Director.
- Master’s degree (coursework completed) in child development, education or a related field
- Demonstrated (certification, experience) child protection/safeguarding knowledge and expertise
- Documented experience in designing and delivering community engagement initiatives, e.g., participatory action planning; leadership and facilitation of participatory (interactive) education and training programs (courses, workshops, seminars, etc.)
- Experience teaching-training children, teenagers and adults with a range of learning requirements, abilities and expectations
- Have practical and theoretical knowledge and understanding of modern child development with a focus on holistically understood wellbeing and protection
- Be a self-starter who is able to work independently, and also be an effective team member
- Demonstrate positive verbal and non-verbal communication skills – particularly for effective education / training programs with a variety of learners (young children, adolescents, adults) with differing abilities and needs to understand holistic child safeguarding
- Have strong time management skills, particularly for a work schedule that requires evening/weekend work
- Be willing and able to travel to communities throughout Thailand and to stay for multi-day training activities, and project monitoring
- Have solid computer/IT skills (Word, Excel, PowerPoint, e-mail communication)
- Have strong English writing skills
- Understand the basic history, mission and values of the Church of Christ in Thailand and of Church World Service (CWS)
