Norwegian People’s Aid (NPA) is a humanitarian Non-Governmental Organisation (NGO) rooted in the Norwegian Labour Movement. We work with International Development Partnerships, Humanitarian Disarmament (HD), Rescue Service and First Aid, and Asylum and Integration. For Department of Mine Action and Disarmament, since wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Mine Action and Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has more than 22 Mine Action and Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

We are currently looking for Finance Officer (FO) to be based in Bangkok, Thailand.

 

Position:  Finance Officer (FO) 1 position

 

Department / Project / Country: Department of Mine Action and Disarmament (DMAD) / Thailand to cover for Palau and Solomon Islands

 

Intermediate Superior / Line Manager:  NPA Thailand Finance Manager

 

Starting Date:  As soon as possible

 

Qualifications:

Based in Bangkok, the Finance Officer is responsible for the financial accounting and reporting for projects in Palau and Solomon Islands. The position reports to the Country Director of Thailand Programme under supervision of the NPA Thailand Finance Manager.

 

All responsibilities and reporting have to be carried out in accordance with the strategic objectives of NPA, the Regulation for Delegation of Authorisation and other relevant procedures and guidelines in the Quality Management System, as well as approved local guidelines, regulations and issued memos, and donor rules and regulations.

 

The position is based in Bangkok, Thailand, with travel to Palau and Solomon Islands and regional countries as required.

 

Must have:

  • Relevant higher education
  • Experience in similar finance position
  • Working knowledge of accounting system/s
  • Good understanding of ICT-systems and experience with MS Office applications, including advanced user level in excel
  • Experience with capacity development of staff
  • Written and verbal proficiency in English

 

Desirable:

  • Experience in working with donors, such as US, DFID, EU
  • Experience managing multiple grants
  • Experience working for INGOs or international organizations

 

Personal Competencies:

  • Structured, accurate and efficient
  • Good communication and interpersonal skills
  • Ability to cope under pressure and flexible to handle changing priorities
  • Ability to work independently with minimum supervision

 

General responsibilities:

  • Overall responsibility to maintain financial records for NPA Palau and Solomon Island Programme’s finance works including accounting, auditing, monitoring activities and daily running of the financial operation.

 

Specific duties:

  • Daily postings in Agresso of Palau and Solomon Islands vouchers and keep the accounts updated at all times.
  • Responsible for quality assurance of received vouchers before booking.
  • Ensure Delegation of Authorization and bank signatory lists (online approvers) are up-to-date and relevant for Palau and Solomon Islands.
  • Review monthly postings in Agresso to verify that they are booked according to project budgets and follow NPA and donor regulations.
  • In collaboration with Finance Staff in Palau and Solomon Islands, work out and monitor filing systems for all the original vouchers and supporting documentation in both respective countries, including numbering of vouchers, labelling, master list of folders and electronic repository for scanned documents.
  • Conduct monthly closing including currency revaluation, HO admin and NICRA bookings
  • Monthly reconciliation of the balance accounts and upload to SharePoint within the set deadline
  • Produce monthly project BVA reports with GL transaction lists to PM and CD.
  • Produce quarterly USDoD and PMWRA reports for review by HO Finance Controller and PM/CD.
  • Liaise closely on technical and compliance issues with the HO Financial Controller.
  • Train and assist Finance staff in Palau and Solomon Islands on a day to day basis as needed.
  • Participate in the planning and budget process of new proposals.
  • Be able to travel to Palau and Solomon Island to follow up financial works, and to support and develop national staff members when required.
