Operational Context:

The Senior Data Management Associate will function under the direct supervision of the Operational Data Management Officer (ODMO) and is an integral member of the Data, Identity Management and Analysis Unit (DIMA) within the Bureau.

 

UNHCR’s vision is that by 2025, UNHCR is a trusted leader on data and information related to refugees and other affected populations, thereby enabling actions that protect, include and empower. The DIMA will provide support and coordination to country operations within the region to facilitate registration, data and information management activities, including provision of regional statistical reporting and data analysis.

 

The Senior Data Management Associate will provide data management and logistical support to country operations in relation to UNHCR’s PRIMES tools.  PRIMES is the Population, Registration and Identity Management EcoSystem, the repository of personal data of UNHCR’s persons of concern. The Senior Data Management Associate will monitor PRIMES incidents and enhancement requests from the field and ensure timely and effective follow-up. The incumbent will also liaise closely with the PRIMES Support team in Headquarters and the field operations to ensure that updates, changes, training and guidance is provided to the field in an effective manner. In addition, the Senior Data Management Associate will provide direct support services related to registration and assistance data management, including development of views and dashboards from PRIMES for field operations and the Bureau.

Functional Statement:

  • The Office has reliable and up-to-date data on persons of concern.
  • Standard and ad-hoc reports are produced. Trends and patterns of data are analysed and interpreted.

 

Responsibility (process and functions undertaken to achieve results)

  • Ensure regular database back-ups and integrity of the databases through timely data entry and verifying accuracy and relevance of data on a regular basis.
  • Coordinate the data transfer of refugee records amongst camps.
  • May be required to collect GIS data, update maps and undertake field trips to project sites.
  • Ensure that the data which are mainly related to asylum seekers, refugees and persons of concern to UNHCR are correctly entered into the computer databases.
  • Develop and run the required reports from the databases used in the operation including ProGress database and assist in analysis/interpretation of data to identify patterns/trends.
  • Compile data and interpret the statistics for various reports.
  • Develop forms and tools for data collection and analysis.
  • Identify knowledge and hardware gaps of the operation in relation to all aspects of data management.
  • Perform any other duty as required.

  • Escalate issues to supervisor if the incident cannot be resolved within area of responsibility.
  • Have access to relevant data and records.
  • Supervise data collection and data entry support staff.

 

Essential Minimum Qualifications and Experience:

  • Completion of the Secondary Education with post-secondary training/certificate in information and communication technology or related field.
  • Minimum 11 years of previous job experience relevant to the function. If the applicant holds a completed university degree (which is not required for this position), the number of years of university education may be considered equal to the same number of years of work experience in reviewing the number of years of experience required for the post, provided that the degree has been completed and is directly relevant to the position.  The period of university level education shall count for no more than 50% of the required work experience and is only to be considered when comparing external candidates. 
  • Fluency in English and Thai.

 

Desirable Qualifications & Competencies:

  • Microsoft SQL Server (2005 or later) Certification.
  • Knowledge of Microsoft Access.
  • Completion of UNHCR learning programmes or specified training relevant to the functions of the position.
  • Knowledge of any other relevant UN or local language.
  • Previous experience working with UN/UNHCR.

An applicant who has internal status is a staff member holding an indefinite or fixed-term appointment in any duty station in the country. Former UNHCR General Service staff members, having held an indefinite or fixed-term appointment for an uninterrupted period of at least one year may apply for internally advertised vacancies at their previous grade or equivalent or one grade above, if the seniority requirements are met, for a period of two years following separation (if such criteria are not met, former staff members can still apply as external candidates).

 

External candidates: External candidates must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country.
