Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
With support from the Government of Canada, through its Anti-Crime Capacity Building Program (ACCBP), the International Organization for Migration (IOM) is implementing a region-wide programme to combat human smuggling in Asia, covering Thailand and Sri Lanka. IOM Thailand’s project - “Strengthening Border Management and Intelligence Capacity of Thai Government Officials” was established in 2012 and is currently in Phase IV of implementation, running from April 2019 until March 2022.
During the last three phases, IOM Thailand has been working closely with numerous partners under Royal Thai Police (RTP) which include Thai Immigration Bureau (TIB), Tourist Police Bureau, Anti-Trafficking in Persons Division, and police instructors from the Royal Police Cadet Academy (RPCA) to strengthen migration and border management covering land and air borders. Under the implementation of Phase IV, IOM thus plans to expand its partnership with Marine Police Division (MPD) of the Royal Thai Police, aiming to strengthen the capacity of marine police to combat smuggling of migrants (SoM) and secure sea maritime borders more effectively and efficiently.
The trainer expert is required to develop training agenda and materials, and lead four 3-day trainingsin Thailand in order to achieved the expected outcome of the Project which is improved border management through harmonized trainings to law enforcement officials along maritime borders.
Overall, trainer expert is responsible for the following major tasks:
The training component is divided into 2 parts, the first part is concepts and legal terms of transnational organized crime including the concept of smuggling of migrants and trafficking in persons focusing on these 3 topics:

Target Participants
Target participants are 100 – 112 Marine Police officers (no more than 28 participants per batch) who have duty stations at maritime border throughout Thailand, and mix of ranking from Inspector to Squad Leader
Deliverables
Performance Indicators for Evaluation of ResultsTimely submission of all deliverables Satisfactory delivery of the training courses evaluated by training participants and IOM staff.
