Migration Programme Officer (MUAH-PO) Position

 

Brief Programme Description

The Migration Programme (Migrants United and Act for Human Rights – MUAH) aims to ensure women migrants enjoy substantive equality and are able to make informed choices about migration. The programme focuses on increasing capacities, voices and leadership of women migrants by conducting feminist organising training, Feminist Participatory Action Research (FPAR), strategic advocacy and supporting networks for collective migrants movement building, including the United for Foreign Domestic Workers’ Rights (UFDWR). 

Selection Criteria for the Migration (MUAH) PO

  1. Demonstrated commitment to the promotion of women’s human rights in Asia and the Pacific. Experience in working with a movement-based organisation such as feminist movements,  indigenous peoples, farmers, migrants, workers, fisherfolk, Dalits, LBTQI, or other movements is an asset;
  2. Experience and knowledge of (feminist),  participatory action research with grassroots organisations and their communities;
  3. In-depth understanding of the political, economic and socio-cultural environments in the region and its impact on women’s human rights, especially the realities of women in migration ;
  4. Knowledge of international human rights, women, migration  and development issues in Asia and the Pacific;
  5. A degree in social and political  sciences; law, human rights, development or women’s studies;
  6. Minimum of five years’ experience in migration, development or women's rights work at the national, regional or international level;
  7. High level of project management skills including programme planning, implementation, monitoring and evaluation;
  8. Experience in sub-grant management is an asset;
  9. Demonstrated ability to work with a diverse, membership-driven network and its’ allies;
  10. Excellent command of English language, both oral and written; demonstrated ability to write for movements, submissions  as well as programme reports and project proposals;
  11. Good interpersonal skills, with the ability to network in a multicultural environment and to develop strong professional relationships with members and other stakeholders;
  12. Proficient ICT, writing and editing skills including the ability to coordinate publication work from programme content to production work in various forms and media;
  13. Must be able to travel overseas as required.

Key Tasks

The Migration (MUAH) Programme Officer (MUAH-PO) is expected to do high-level programme management and coordination with a team including members of the Programme Organising Committee; ensure reporting and accountability to members and donors according to APWLD’s financial policies and guidelines. Leads in advocacy, network building and coordination for APWLD members and partners.

Programme Management: Ensure the high level programme management coordination to effectively plan, implement monitor and evaluate programme activities according to the programme’s  annual work plan and APWLD’s overall strategic plan.

  1. Conducts monitoring and evaluation of the Migration (MUAH) programme activities;
  2. Writes and submits programme reports for members and donor agencies;
  3. Assists in the preparation of project proposals and budgetary requirements for donor agencies;
  4. Assists the Finance Officer with the preparation of financial reports related to their programmes;
  5. Works with the communications officer and members to develop publications & education materials related to their programmes;
  6. Mentor and supervise interns, volunteers and support staff for programme and staff’s professional development.

Reporting and Accountability:  maintain accountability to its members and donors by ensuring quarterly, annual and respective financial reporting requirements according to APWLD policies and guidelines.

  1. Writes and submits annual and programme reports for members and donor agencies;
  2. Reviews and budget spending and performance of the programme with the Finance Officer as part of basic financial management;

Network Coordination:  guided by APWLD’ overarching organisational objectives the programme officer provides leadership or secretariat support to key networks, alliances and coalitions as part of its overall commitment to feminist movement building

  1. Coordinates capacity building activities and networking of members and partners engaging with regional as well as international mechanisms to advance migrant women’s rights;
  2. Provides coordination functions to external networks that APWLD may support and lead;
  3. Liaises with focal people, organising committees and members engaged with the programme work;
  4. Maintains regular and secure communication amongst network members (including email, skype, telephone calls, quarterly bulletins, etc.).

Advocacy: plans and implements advocacy targets of the programme as guided by APWLDs overall objectives and grounded in its commitment for feminist and social movement building for developement justice

  1. Facilitates the development of common advocacy positions and collaborative activities to advance the rights of women migrants;
  2. Supports members to make strategic interventions in regional and international advocacy arenas on women’s human rights, particularly in the context of women and migration;
  3. Support alternative spaces that amplify grassroots especially migrant women’s realities through regional and international advocacy spaces.

Programme Description for the Grounding the Global Programme and Selection Criteria for the Officer (GG-PO) Position

The Grounding the Global (GG) Programme is integral in creating, defending and transforming international and regional policy making spaces to amplify the voices of grassroots women and movements from Asia and the Pacific.  Advocacy is one of the core strategies of the programme that monitors the development of regional and international mechanisms and policies and identify strategic advocacy opportunities for APWLD members and partners that advance women’s human rights, women’s organising power and advocate for Feminist Development Justice. 

Selection Criteria

The Grounding the Global Programme Officer (GG-PO) is expected to do high-level programme management and coordination with a team including members of the Programme Organising Committee; ensure reporting and accountability to members and donors according to APWLD’s financial policies and guidelines. As advocacy is one of the core strategies for the programme it works and its’ work is cross-cutting and intersectional as it monitors and secures key advocacy spaces, leads in advocacy, network building and coordination for APWLD members and partners. The Grounding the Global Programme is also part of APWLD’s internal Urgent Response team, that is required to assess, plan and carry out urgent response support to members and allies.

Programme Management:  Ensures the high level programme management coordination to effectively plan, implement monitor and evaluate programme activities according to the programme’s  annual work plan and APWLD’s overall strategic plan.

  1. Management of the programme workplan and budget, according to APWLD’s strategic plan, financial policies and guidelines
  2. Proposes realistic and achievable targets and outputs in the annual work plan as well as in multi-year, five-year strategic plan, and in donor proposals;
  3. Assists in the preparation of project proposals and budgetary requirements for donor agencies;
  4. Ensure the cohesion of the annual narrative workplan and budget with the overall strategic plan of APWLD and that these within the reporting and financial guidelines
  5. Develop of concept notes, thematic papers and submissions, by leading the writing process or by coordinating contributions and ensuring intersectional feminist analysis throughout;
  6. Coordinate logistical arrangements for all programme activities, such as booking venues, facilitating travel arrangements, ensuring accurate immigration and visa requirements and other participants needs;
  7. Ensure the thorough visual, substantive documentation of the programme’s major activities and ensure that summary evaluation feeds into these reports
  8. Facilitate the publication of key knowledge tools and resources that may be led by the GG programme or done in collaboration with other programmes
  9. Ensure that the narrative reports capture the depth of the work and effectively summarise key impacts, in line with APWLD’s Theory of Change

Remuneration for both Programme Officer Positions

Salary range commences at THB 51,750.00 (equivalent of USD 1,500) per month. Other benefits include contributions to an employment pension fund, social security and health insurance; housing allowance and relocation allowances for staff required to relocate to Chiang Mai, Thailand.

This is a full-time position with a 2-year contract (renewable).  A probationary period of four months applies.
