The M&E Consultant will be responsible for supporting the ATLAS  team in designing and implementing the monitoring and evaluation system to measure government’s capacity to better address child labor and forced labor by strengthening the Thailand labor and criminal legal frameworks, improve the enforcement of the legal framework, and improve the monitoring and evaluation activities of the Attaining Lasting Change for Better Enforcement of Labor and Criminal Law to Address Child Labor/Forced Labor/Human Trafficking (ATLAS) Project. This is a global program funded by the US Department of Labor (USDOL) and aims to increase the capacity of host governments to reduce child labor through the following three outcomes: (1) strengthened labor and/or criminal legal framework concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and, (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.


 Tasks and Deliverables:

The M&E consultant will work in collaboration with the home office M&E Officer and country team to support the design of a robust project monitoring system for tracking and measuring the government’s capacity to address child labor and forced labor and meets USDOL’s standards.


  • Designing monitoring tools, setting up the data flow system, data quality control, and reporting.
  • Design of strategies and approaches contextualized and aligned to stakeholders needs and priorities and contribute to develop Project Monitoring Plan and indicators.
  • As required, assist specific ministries staff to strengthen and maintain data systems, collect/report on investigations, prosecutions, convictions and sentencing, and assess and address systems gaps;
  • Monitor the results of the program’s activities and contribute to periodic evaluations/assessments of specific interventions; contribute to dissemination of results to internal and external audiences.
  • Provide technical assistance to development M&E database systems.
  • Assess the achievement of Key Performance Indicators (KPIs) and work with M&E team to design Quality Improvement (QI) strategies.


QUALIFICATIONS: Successful candidates will have solid experience designing monitoring donor-funded programs a wide variety of stakeholders. Specific experience and specialization in at least two of the following is required: child labor, and forced labor, legal reform, policy advocacy, child protection and referral mechanisms, public education/awareness (including work with the media), and/or government capacity building.


EDUCATION: Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or bachelor’s plus and advanced certificate in M&E, statistics, or economics preferred.


Technical: Minimum of four years’ professional experience in a M&E position responsible for designing M&E systems, database, indicators and tools.


Work Experience:

  • Experience in developing M&E systems and performance indicators, including capacity building indicators, target setting, reporting, and database management.
  • Experience in designing and coordinating surveys.
  • Experience developing and refining data collection tools.
  • Experience managing and providing ongoing training to staff and key stakeholders on data collection, M&E, etc.
  • Experience with data quality control.



  • Knowledge of the major evaluation methodologies and data collection and analysis methodologies.
  • Fluency in oral and written Thai and English languages, is required.
  • Excellent written and oral communication skills.
  • Familiarity with database and statistical applications such as SPSS, SAS, or STATA, is preferred.
