 Plan Asia’s Stopping Exploitation through Accessible Schooling(and/or Services) (SEAS of Change) Project

Location: Bangkok, Thailand

Plan Asia’s SEAS of Change Project is a multinational initiative between Plan Cambodia, Thailand, Sweden, Finland and Plan Asia Regional Office developed to address the issues related to exploitation, abuses, violations, hazardous work and limited access to social services and education faced by migrant workers and their children. The project aims at contributing to a fishing industry that is free from hazardous exploitative child labor and offer decent work opportunities for all, particularly migrant populations. The project seeks to look at the critical entry points along the fishing supply chain and develop a multi-pronged approach comprised of four strategic principles, including education participation, livelihood promotion, access to social services and corporate engagement, to contribute to fortifying it against the issues.  Plan will also work with both producer communities in Thailand and consumer societies in Sweden and Finland, along with intermediary buyers and labor brokers in order to achieve the project’s goal.

This position will lead the team and support project implementing partners to effectively and efficiently implement the project interventions and achieve the overall goal of the project as outlined in the project document. The project manager will also contribute to the further development of the project and will represent Plan Thailand on child labor rights protection and promotion at national and international forums.  

 

The project manager must have significant experience working with external actors and key stakeholders in the fishing supply chain including the Thai Government, corporations, the ILO and civil society.  He/she will maintain the relationship with corporations through constant communication about the project and an inclusive discussion about the project design and implementation to promote ethical initiatives/practices in their workplace and provide supports to other project interventions. He/she will also work closely with the project implementing partners to ensure that they are able to effectively and efficiently implement the project interventions and achieve the overall goal of the project as outlined in the project document.   The project manager will be responsible for supervising the Project Coordinator.

 

The manager will be under direct supervision of  Program Director and will work closely with  representatives from Plan Offices including Sweden, Finland and Asia Regional

Responsibilities:

Project Implementation

Develop the annual project action plan and ensure that the project is delivered according to the plan and donor requirements.

Prepare the detailed project budget and continuous monitoring of expenditures throughout the project period.  .   

Strategically identify risks and risk mitigation actions to ensure successful project implementation. 

Provide oversight, coaching, technical support and leadership to the SEAS of Change Supply Chain Coordinator and ensure that he/she applies appropriate project implementation strategies and approaches to achieve project outcomes indicated in the project documents.

Closely work with the selected partners to train/technical advice/facilitate them the project framework, work procedure, standard, polices, and other related conditions in order to build capacity, deliver the efficient/effective result, and achieve the project goal and objectives.

 

Communication

Collaborate with Cambodia Project Manager through information sharing on project progress and lessons learned to ensure the cohesive implementation of the project interventions. 

Communicate with program team and resource mobilization team effectively; respond donor’s query, coordinate their field visit and monitor the project to be implemented with quality during and after the project implementation.

 

Monitoring and Evaluation

Monitor the progress of the project, actual vs. plan (objectives, activities and expenditures), through analyzing relevant data systematically collected over the lifetime of the project.

Support the design and oversee the implementation of Plan’s curriculum and projects evaluation including partner performance for project development and take part in the preparation of evaluation in coordination with the concerned staff of both within Plan and the partners.

 

Advocacy:

Identify, establish, maintain and promote strong partnership with governmental organization, non-profit organizations and for-profit organizations to ensure effective project implementation. Engage and take a leading role in policy dialogue and advocacy with government sectors at all levels on child labour protection in the Thai fishing industry.

Propose evidence-based solutions for supply chain engagement favoring children and communities.

 

Qualifications:

Bachelor or Master degree in social sciences, child protection, social development, law or any related field

Minimum 5 years experience of managing large projects in child labor, particularly in fishing industry, and at least 3 years experience at the management level.

Experience in delivering donor contracted programs and/or services.  In particular, experience of dealing multiple donors with complex grant program and on employment and livelihoods.

Expert oversight of complex project in migration, child labour and human trafficking in Sub-Mekong Region especially concerning cross-border issues between Cambodia and Thailand is essential..

Previous experience in child labour, migration and trafficking is required.

Facilitation skills:  group discussion and other participatory tools & techniques for situation analysis

Program management: situation analysis; planning; monitoring; and assessment/evaluation

Training, coaching, and communication skills

Fluency in English and Thai Language: oral and written.

Computer:  Microsoft Word, Excel, Internet and Power Point
