The Lower Mekong Initiative - Sustainable Infrastructure Partnership (LMI-SIP) Phase 2, funded by the US Department of State (DOS), Bureau of Oceans and International Environmental and Scientific Affairs (OES), and implemented by Pact. The LMI-SIP Phase II, 2018 – 2022 has been redesigned to enhance regional development cooperation to adequately inform development policies and practices on large scale infrastructure development through practical partnerships among existing programs and institutions within the Lower Mekong Region that consists of Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam. Facilitation of Mekong Water Data Initiative (MWDI) and donor coordination component is also a highlight of LMI-SIP, aiming to strengthen regional water data management capacity, and synergize knowledge and expertise of the United States Government agencies with that of the Friends of the Lower Mekong (FLM) that include Australia, Japan, the Republic of Korea, New Zealand, the European Union, the Asian Development Bank, and the World Bank.
This assignment is part of SIP’s capacity building component that exploring new and advanced modeling tools and utilizing satellite data to facilitate and strengthen capacity of water resource management in the Lower Mekong region. Selected tools and analyzed data will be disseminated to stakeholders through MekongWater.org (http://www.mekongwater.org/), SIP official website, SIP Facebook page, training workshops, to name by a few, as see appropriated.
The Consultant will work directly with SIP and Pact team whom include SIP Senior Program Officer, Program Director, and Senior Program Specialist, and in consultation with other partners such as the US Department of State (DOS), the Mekong River Commission (MRC), Lower Mekong national water related agencies, US Army Corps of Engineers (USACE), K-Water, Eyes on Earth, to name but a few, to produce training modules and materials on advanced (NASA) SWAT modeling based tools, and deliver series training, and provide guidance towards future development of weekly satellite-based flood monitoring and forecast data for Mekong, Irrawaddy, and Salween Basin which all details are elucidated in the section III. Tasks and Deliverables below.
The tasks and deliverable of the Consultant are:
Least but not limited to, the developed course modules and training materials should include free SWAT software, satellite data access and mapping tools, and relevant materials, training guidelines and manuals, and presentations, etc.
*Due to the Covid-19 pandemic, it is expected that the first two trainings will be facilitated virtually in 2020-2021, and the third one through a face-to-face training workshop, held in the one of the Lower Mekong countries in late 2021 or early 2022.
Deliverables and number of working days are pre-identified in the table 1 below.
