Temporary Finance and Grant Compliance Assistant – Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish)

Assignment type: Temporary (1 month)

JOB BACKGROUND:  

 

The Temporary Finance and Grant Compliance Assistant for the FAIR Fish project will support the project’s Finance and Grant Compliance Officer (FGO) in ensuring that costs recovery in the FAIR Fish Project by Plan International Thailand, particularly apportioned costs, are allowable , reasonable, allocable and properly supported. He/She will work closely with the FAIR Fish FGO and Plan International Thailand’s Finance Department in ensuring that donor compliance requirements are met, and Plan’s policies and procedures are followed. This position is based in Bangkok without travel requirements. The temporary Finance and Grant Compliance Assistant will report directly to the FAIR Fish Project Director.

 

JOB PURPOSE:

 

  • To review pre-prepared list of payment vouchers on apportioned costs charged to the FAIR Fish Project, from July 2019 to June 2020 (FY20) to ensure:
    • The cost is allowable, reasonable, allocable per the US government’s rules and regulations;
    • The cost benefits Plan Thailand as a whole and is not attributable to one or a group of projects. A fair share of the cost was charged to the project;
    • The cost is supported by documentation in accordance with Plan Thailand’s policies.
    • Prepare a list of apportioned costs that that were not charged correctly, recalculate the costs and prepare adjustments to be posted in SAP, and submit to the FAIR Fish FGO and Country Office Finance staff for review and approval.
    • For those costs that do not have sufficient supporting documentation, create a list of missing documentation and work with the FGO and other Country Office staff to obtain missing documentation.
  • To have a detailed knowledge of project and compliance requirements and to disseminate the information to the project team;
  • To perform other tasks as assigned by the FAIR Fish Project Director

 

Qualifications and experience

  • Citizen of Thailand
  • Professional level proficiency in English and Thai Language: spoken and written
  • Bachelor degree in finance, accounting, or other relevant fields.
  • At least three years’ experience in accounting or internal controls;
  • Previous experience with and knowledge of USG rules and regulations is essential;
  • Knowledge of partnership and contractual agreement compliance;
  • Experience working in Thai NGOs is an advantage.
  • Problem solving skills
  • Good human relations skills
  • Computer: Microsoft Word, Excel, and accounting software. Experience with SAP is a plus
  • Detail-oriented
