Position Summary:

Pact is seeking an experienced Program Officer to assist in the coordination and implementation of activities under the Mekong-US Partnership - Sustainable Infrastructure Partnership (SIP) Phase II and Mekong Connections programs. The programs jointly contribute toward improving the sustainability of water-food-energy nexus infrastructure, and water resource data management, and transboundary cooperation in the Lower Mekong region through activities coordinated with regional donors and multi-stakeholder organizations. The Program Officer will support activities which work with multiple stakeholders in the Lower Mekong region countries of Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam to identify capacity building opportunities for officials and related stakeholders on infrastructure and water resources-related topics, assist in the management of a small grants and fellowship program to support transboundary issues of water governance, health security, and wildlife trafficking; and coordinate activities and organize events. The Program Officer will be involved in project strategy and planning, meeting logistics, and other management activities. S/he may also work collaboratively with and support other project teams at Pact.

The ideal candidate will be outgoing, well organized, a team player, exhibit a high level of professionalism, and be knowledgeable about transboundary issues in the Lower Mekong region. Occasional regional travel to Lower Mekong countries is required with this position.

Key Responsibilities:

  • Support the implementation of training workshops, grant and fellowship research, and implement program activities as assigned, including, but not limited, to the following key areas:
    • Sustainable hydropower and energy development;
    • Water resources management i.e. flood management and forecast, water data management, water quality monitoring, and groundwater management;
    • Impact assessment tools i.e. environmental, social and cumulative impact assessment.
    • Socio-economic survey development and monitoring;
    • Health security, and
    • Combating conservation crimes, including wildlife and timber tra­cking.
  • Collaborate closely with other team members and partners in the development of donor deliverables and coordination.
  • Organize and manage operations, logistics, and administration of regional activities and events.
  • Participate in program monitoring, evaluating, and periodic progress reporting.
  • Identify the need and potential opportunities for additional technical support to help advance the overall project objectives.
  • Promote integration across Pact’s programs.
  • Perform other duties as assigned.

 

Basic Requirements:

  • A graduate degree (Master’s Degree or higher) in a relevant field of study.
  • Minimum 5 years of experience in partnership building, particularly in the environmental/natural resource management and/or health sector in Southeast Asia, or experience with projects of similar scope.
  • Experience managing the logistics and administration of large training events.
  • Proven ability to communicate, coordinate and effectively facilitate dialogue with diverse stakeholders, including government officials and others.
  • Strong English communication skills, both verbal and written.
  • Strong coordination skills.
  • Ability to serve as a strong team player.

Preferred Qualifications:

  • Proficiency in a local Mekong language.
  • Work experience with International NGOs or government sector
  • Knowledge of the political, social, cultural, environmental, health, and development context of the Lower Mekong region
  • Familiarity with online data platforms and social media relations
