There are rapidly growing numbers of forcibly displaced people in the world and durable solutions such as resettlement and return are not sustainable. Most displaced people are therefore subject to long-term displacement in countries that are unwilling or unable to integrate them. 1.Position Summary

The Regional Manager is responsible for developing and implementing the regional strategies of HOST International in Thailand, Myanmar, Cambodia and Vietnam.

This position will be based in Bangkok, Thailand and will lead HOST’s innovative operational and policy work related to community based protection including alternative to detention (ATD) and protection of children and other vulnerable migrants.

The role provides overall technical and strategic leadership ensuring high quality delivery of the different components, including supporting the supervision, development and training of staff, engagement and collaboration with key stakeholders, donors and beneficiaries.

Reporting to HOST’s Deputy CEO, this position will contribute to the identification of opportunities for funding and new projects that align with HOST’s mission whilst ensuring that practice remains consistent with HOST values, mission, standards and policies.

2.Key Responsibilities

Strategic Leadership

The Regional Manager will represent HOST International in relevant internal and external forums, ensuring adequate visibility, and promotion of HOST programs. This will include positioning HOST as a regional leader in community based protection through capacity building and case management models.

Provide strategic leadership in advancing HOST’s work with the aim of preventing and reducing the impact of long term displacement and promoting humane and inclusive approaches to immigration policy and practice. This will involve working with local communities, engaging in constructive advocacy and building trusting and respectful relationships with governments, civil society and other key stakeholders.

Lead the design, implementation and business viability of HOST programs aimed at asylum seekers, refugee communities and local communities and will provide overall leadership to the HOST staff and volunteers based in Thailand and surrounding countries as needed.

  • Develop and implement regional strategies and workplans to deliver community based protection, in partnership with members and other stakeholders, and in line with the HOST’s Strategic Plan.

  • Provide guidance to the team and national stakeholders on the development and implementation of national-level best practice.

  • Engage in strategic advocacy with governments at national, regional and, where appropriate, global levels

  • Communicate regionally the outcomes of the work and connect with key stakeholders across South East Asia.

 

Technical Expertise

  • Maintain an up-to-date understanding of national, regional and global developments on detention and alternatives to detention

  • Provide technical advice to internal and external stakeholders, including governments and other national and regional stakeholders on the design and implementation of ATD and other protection initiatives

  • Contribute to development of policy, training and communications materials to support advocacy, in collaboration with partners and colleagues

  • Lead HOST’s commitment to evaluation and monitoring and evidence based practice.

 

Managing staff and projects

  • Design, deliver and source training and support to enable HOST local staff to remain competent and capable of implementing HOSTs operational and strategic objectives;

  • Create opportunities for experience sharing and learning with the team in order to strengthen cooperation and collaboration across diverse operational sites;

  • Develop and update work plans, recording key activities and outcomes

  • Lead the completion of donor monitoring reports for projects and contribute to organization-wide monitoring activities

  • Supervise staff, consultants or interns as needed

  • Contribute to client and community engagement activities that promote the work of HOST and seek regular feedback on services;

  • Contribute to the development of service planning, delivery, codesign with the communities we work with, monitoring and evaluation, to enable the HOST International team to deliver quality, best practice and innovative services within program timelines and KPIs;

  • Identify opportunities for donors and/or new protection interventions and support in assessments and developments of new project proposals; and

  • Contribute to internal and external reporting requirements, as identified by HOST Management.

3.Selection Criteria

3.1Essential

  • Tertiary qualification in social work, social or political science, humanitarian aid/response, international development, law, psychology or other related field;

  • Demonstrated experience in strategic leadership, stakeholders engagement and in particular constructive engagement with high level government delegates;

  • A minimum of 5 years’ experience in within the humanitarian sector including community based protection and refugee, asylum seekers, immigrants and stateless person in Thailand or South East Asia;

  • In depth knowledge and understanding of key humanitarian principles and protection minimum standards;

  • Demonstrated experience working in a professional capacity with culturally and linguistically diverse and/or Refugee backgrounds;

  • Strong analytical and negotiation skills with demonstrated ability to prioritise, work to deadlines and manage complexity.

  • Experience in engaging in constructive advocacy with policy makers, whether at the national, regional or global level

  • Experience working collaboratively and effectively with other civil society networks and individuals, particularly communities impacted by immigration detention

  • Experience in organizing and leading multi-stakeholder workshops and meetings

  • Experience with fundraising strategies and donor relationship management

  • Ability to undertake travel in the region and internationally if required

  • Ability to work remotely, flexible hours and effectively in an international team

  • Effective communication skills in English (written and oral) is required. The ability to speak, write and communicate in official Thai language is essential.

  • Demonstrated skills and competence in use of Microsoft Office and online data systems.

3.2Desirable

  • Experience working in Myanmar, Cambodia or Vietnam;

  • Expertise in innovation and human centred design

4.Expectations of HOST Employees

In addition to the duties listed above, all HOST staff are expected to:

  • Respect and abide by HOST’s vision, mission and values, ensuring that their conduct is consistent with the HOST Code of Conduct and is fully compliant with the provisions of HOST policies and procedures;

  • Carry out general administrative functions related to their role and to the effective and efficient functioning of HOST including the timely and accurate management of case files, relevant databases, and all service delivery communications and data;

  • Participate in induction training relating to policy and procedures, workplace health and safety and HOST administrative systems;

  • Comply with all other reasonable and legal directions of the Senior Manager or relevant Executive as required;

  • Communicate concepts, information and arguments efficiently in personal and group contexts and across all organizational levels;

  • When representing HOST at internal and external events, ensure appropriate conduct and professional representation at all times;

  • Demonstrate high ethical standards and professionalism and visible support and promotion for corporate outcomes and corporate values;

  • Ensure all relevant information, including policies and procedures, are effectively communicated to staff;

  • Perform other duties commensurate with skills and experience as required;

  • Compliance with HOST International’s Social Media Policy.

4.1Position requirements:

  • Applicants must have the right to work in Thailand;

  • All applicants must undertake relevant National Police Check and suitably to work with children and vulnerable groups and not have any convictions including fraud, assault or serious theft. Any convictions should be declared up front and will be discussed confidentially upon receipt of the criminal record check;

Core Competencies are a critical part of HOST’s Organisational Culture and set the minimum expected standard of behaviour for everyone at HOST.

7.Workplace Health and Safety (WHS)

All staff are required to take reasonable care for their own health and safety and that of other personnel who may be affected by their conduct. 

WHS responsibilities are applicable to positions as outlined in the HOST WHS policy.

These include general staff responsibilities as well as additional responsibilities that apply for Managers, Supervisors and other Personnel.
