Program:

The Enhancing Equality in Energy for Southeast Asia activity (“E4SEA”) will identify challenges for gender equality in the energy sector in Southeast Asia and implement solutions to overcome them over the period August 2020 to August 2023. As a regional Activity, E4SEA covers Cambodia, Indonesia, Laos, the Philippines, Thailand and Vietnam, managed from a central office in Bangkok, Thailand. This is a is full-time position based in CORE’s office in Bangkok, Thailand.

 

Position Description:

CORE International is seeking a qualified Senior Communications and Outreach Specialist (“Specialist”) to support this three-year Activity. The Specialist will develop communication strategies and execute the communications and outreach functions as part of the Activity implementation. The Specialist will collaborate on all communications and outreach interventions with long- and short-term E4SEA team members and United States Agency for International Development (USAID) Communications officials. USAID is the funding agency for the E4SEA Activity. S/he will be responsible for planning, designing and executing specific aspects of the Activity’s communications and outreach efforts which inform and educate the public, media, and other specified audiences about the Activity and its accomplishments. S/he will design and execute outreach efforts that further increase the outcomes and impact of E4SEA by developing social media messaging and delivering the messages through multiple platforms, writing press releases and developing press kits, providing input to webinar content and supporting distribution of that content, maintaining the Activity’s video and photo library, and managing and delivering other communications and outreach efforts as defined in the Activity’s communication and outreach calendar.

 

The Specialist must have strong communication skills, be results oriented, with demonstrated abilities to engage in collaborative problem-solving, and be an excellent team player. The Specialist must have excellent writing, listening, networking and interpersonal skills. Strong presentation skills are also required.

 

The Specialist will be based in Bangkok, Thailand for the remaining duration of the Activity (January 2022 to August 2023).

 

Responsibilities and Reporting Requirements:

  • Formulate communication strategy for E4SEA and take the lead in executing the strategy

  • Develop communications and outreach activities and materials for target audiences and stakeholders, including policymakers, private sector leaders, university officials, and the public.

  • Work closely with the Monitoring, Evaluation and Learning (MEL) Specialist and other relevant team members to communicate and amplify E4SEA’s impacts and outcomes

  • Collaborate closely with team to enhance communication, collaboration, and learning​

  • Create talking points, briefing materials, briefing books, and information packets for presentations as needed

  • Draft press releases, press kits, media advisories, success stories, and outreach materials.

  • Develop social media content as requested, such as for Facebook, Twitter, Instagram, and YouTube

  • Oversee development of visual materials, including infographics and video content

  • Develop content for Activity events, including public workshops, conferences, internal presentations, training programs, and other events

  • Prepare materials for visits by high-level officials and assist with advance work for event planning including scheduling and material production

  • Manage online, print, and other communication campaigns to promote the Activity and the Activity’s results

  • Coordinate all work and deliverables with the USAID Activity Officers through the Activity’s manager

 

Qualifications, Education, Experience, and Skills:

  • Demonstrated strong experience in developing, implementing, and evaluating communication strategy, strategic communications, media relations, and marketing program

  • Strong experience in executing communication and outreach activities, developing impactful communication and outreach materials, and developing social media contents

  • Master’s degree with three years of experience working in strategic communications or related field, or Bachelor’s degree with 5 years of experience in strategic communications or related field

  • Demonstrated experience developing and executing a branding strategy

  • Ability to develop culturally and socially sensitive messaging and communicate it to a variety of audiences, including the general public, private sector, public sector, NGOs and other stakeholders and associations

  • Extensive experience writing, editing, and placing pieces in a variety of print and social media channels

  • Experience working for donors, development partners, and /or foreign governments is an asset.

  • Fluency in spoken and written English.

 

Due to COVID-19 restrictions a work at home policy is in place. However, daily reporting to the physical office in Bangkok will be a required once conditions and circumstances surrounding COVID-19 improve. Some regional travel may also be required once the COVID-19 situation improves.
