The ICRC Regional Delegation in Bangkok seeks to fill the following position:

 

HR Officer -  Talent Acquisition, 100%, based in Bangkok

 

We are looking for a spirited team player with a can-do attitude to join our dynamic team.

 

 

ICRC Bangkok Regional Delegation is seeking to appoint a talented and experienced HR Talent Acquisition Officer, reporting to Regional HR Manager. The Talent Acquisition Officer is responsible for staff administration with a delegation or sub-delegation. S/he provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations. S/he is in charge of Talent Acquisition, organization and follow-up of beginning and end of employment as well as part of HR administration.

 

GENERIC ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Ensures that staff-management policies are applied correctly;
  • Carries out administrative follow-up on HR-related issues;
  • Acts as a focal point for general HR-management issues;
  • Monitors and ensures compliance with local labour laws and staff regulations.

SPECIFIC FUNCTIONAL RESPONSIBILITES:

 

Talent Acquisition

  • Revises and updates Recruitment Policy on a yearly basis;
  • Leads the start-to-end recruitment process by providing administrative support to a hiring manager such as job posting, the first pre-selection (long-list candidate), interview (if required) and reference checks;
  • Provides advice and supports hiring managers on recruitment process for employees and non-employees (consultants and interns);
  • Arranges interview short-listed candidates i.e. scheduling the interview, equipment, contacting candidates and interview panel;
  • Administrates required applicable tools for selection process, interviews guides, and applicable tests for the region i.e. English Test, Soft skills Test, etc.;
  • Acts as a focal point for candidates during the recruitment process and makes the offer according ICRC compensation policy;
  • Arranges the pre-employment medical check-up appointment with a hospital for a successful candidate;
  • Ensures smooth onboarding of new employees by assisting Line Managers to establish onboarding and induction plans;
  • Maintains and ensures the up-to-date job descriptions.

Beginning of Employment

  • Prepares employment contracts for new resident staff;
  • Gets contract, Job Description, Staff regulations and Code of Conduct acknowledged and/or signed;
  • Creates profiles in HRspace (profile management);
  • Coordinates with insurance company to ensure inscription and coverage within health insurance plan;
  • Creates physical HR file and files standard documents;
  • Coordinates with Welcome department to organize briefings with relevant Departments;
  • Makes sure that new employees receive ICRC ID card.

End of Employment

  • Gives reference information to other organizations and companies upon request;
  • Monitors ages of Delegation employees and ensures retirement age is not surpassed;
  • Checks whether any preferences (from ICRC or employee) for early retirement and follows up;
  • Ensures employees are informed about their retirement 12 months in advance and informs about the the pension system;
  • Prepares working certificates for employees leaving the ICRC;
  • Gets back keys, computers, ICRC ID card, insurance cards, etc. from employees;
  • Coordinates with ICT to hand back the computer as well as close or deactivate all relevant software accesses;
  • Termination of the contract in HRspace indicating end date, indicating exit reasons, etc.;

HR Administration

  • Responsible for contract management. Ensures that employment contracts are renewed or extended on time;
  • Makes sure that employees files are accurate, complete and annually audited;
  • Former employees’ files are properly stored in the Delegation archive and sent to GVA following guidelines;
  • Ensures that ICRC identity cards are renewed according to internal procedures.

REQUIREMENTS AND EXPERIENCE:

  • University studies in HR Management. Alternatively, Business Administration studies with advanced studies in HR Management or any HR related field.
  • Optimally a minimum of 3-5 years’ experience in HR position (as a file holder) in an organization / company similar in size and complexity;
  • Fluent in written and spoken English; Fluent with IT application and tools.
  • Robust interpersonal and communication skills, English proficiency;
  • Generalist HR profile needed with strategic view but very importantly also knowing HR departments classical tasks and admin fundamentals;
