5. POSITION TITLE: OPH Development Assistance Specialist (Development Outreach and Communications and Knowledge Management)

6. MARKET VALUE: THB 962,247 – 1,683,939 per annum equivalent to FSN-10
 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.

7. PERIOD OF PERFORMANCE: Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.

9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.

10. SECURITY LEVEL REQUIRED: The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.

11. STATEMENT OF DUTIES 

11.1. General Statement of Purpose of the Contract

The Development Assistance Specialist (Development Outreach and Communications and Knowledge Management (DOC/KM) Specialist) is located in the Office of Public Health (OPH), USAID/RDMA. The incumbent monitors performance, documents and communicates results, supports Contracting Officer’s Representatives (CORs)/Agreement Officer’s Representatives (AORs) and Activity Managers in the timely completion of an array of RDMA and client missions’ specific health documentation which is critical to achieving the Asia region’s strategic global health objectives. S/he covers both activity documentation, outreach and communication function for client missions and knowledge management duties that serve to advance HIV and other health programs across the region.

11.2   Statement of Duties to be Performed

A. HEALTH PROGRAM DOCUMENTATION AND COMMUNICATIONS: (40%)
• Drafts, translates and maintains facts sheets, responsibility matrixes, brochures and public information on HIV and OPH health programs and other information sheets and ensure they are updated on an annual basis and posted on the USAID internal and external websites.
• Assists OPH technical staff in drafting and preparing action memos, briefing documents, talking points, correspondence and other materials for all health team documentation products. Works in close cooperation within OPH and health teams in client missions to develop a system for planning and tracking the progress of regional health portfolio deliverables.
• Ensures consistent quality of the PEPFAR Quarterly Oversight, Accountability and Response Team (POART) presentation slides including coverage of key qualitative and quantitative data, targets such as the end of year results (APR), expenditure and accounting information, and achievement of first, second and third 90 objectives are clearly addressed.
• Supports the OPH and client missions’ HIV Team Leaders in the development of the annual Regional Operational Plan (ROP) and ROP presentation slides. Works with client missions to ensure that all sections of the ROP are prepared in a consistent and timely manner and met annual ROP guidance.
• Manages electronic and hard copy filing systems for communications of the HIV team and health office based on USG and USAID record retention regulations.
• Works with the health team members and users on various data visualization tools to create unique data visualization graphics including dashboards for health team presentations and documents.
• Supports activity managers in drafting speeches, remarks, talking points, background briefers and scene-setters for media engagement or participation of the U.S. Ambassador, the RDMA Mission Director or his or her designee when their participation is requested at a health event.
• Plays a substantive role in monitoring and reporting on developments of implementing partners (IPs), monitors and analyzes reports, prepares written analyses, evaluates pertinent issues, and provides information to staff within and outside the OPH.

B. PROJECT MANAGEMENT AND OUTREACH SERVICES: (40%)
•  Serves as alternate COR/AOR during the absence of project activity staff.
• Supports CORs/AORs/Activity Managers and the Regional Office of Acquisition and Assistance (ROAA) team in the management, monitoring, amendment or smooth closure of program/project/activity implementation, and manages HIV-specific information in specialized PEPFAR, U.S. Government (USG) and non-USG databases.
• Completes documents related to program planning, implementation, and management, including memoranda, letters, Global Acquisition and Assistance System (GLAAS) documents, performance reports, trip reports, analyses and operational plan updates for client missions.
• Drafts and develops all project related non-technical documentation for client missions to support technical specialists, particularly in non-presence and small client missions.
• Leads health team documentation and communication activities assuring results and informative data and materials disseminated to the Office of the Global AIDS Coordinator (O/GAC), Global Health’s Bureau, Office of HIV/AIDS (OHA) and other HIV and health stakeholders.
• Drafts and prepares action memos, briefing documents, talking points, correspondence and other materials for all health team documentation products. Ensures they are updated on an annual basis and posted on the USAID internal and external websites.
• Supports activity managers in drafting speeches, remarks, talking points, background briefers and scene-setters for media engagement or participation of the U.S. Ambassador, the RDMA Mission Director or his or her designee when their participation is requested at an event.
• Coordinates and ensures technical on-boarding and the availability of up-to-date background materials for new RMDA health team members and HIV staff across the region.
• Participates in field trips both within Thailand and in client missions to support client missions with key activity implementation actions as necessary. This may include providing office coverage during peak periods of work (ROP, POART preparation, designs or activity amendments).
• Attends and documents major OPH technical and administrative meetings with the Client Mission or RDMA Program Offices and client and RDMA implementing partners meetings (IPs) and ensures that decisions agreed to in the meetings are upheld and that deadlines are met; and prepares oral and written summaries on request.
• Liaises with the OPH staff, the Program Office (PRO) in RDMA and OHA, malaria and health security communications teams on public messaging for PEPFAR and other health programs and guides HIV and other health implementing partners in developing appropriate public information materials to ensure consistent messaging from OPH staff and partners.

C. KNOWLEDGE MANAGEMENT: (20%)
• Conducts research, facts checking and data collection on health program knowledge products and material produced by the team.
• Designs and maintains a complete up-to-date inventory of all USAID Asia Region technical reports and products including a photo and video library of HIV and Health activities and disseminates materials as deemed appropriate.
• Develops and maintains a sector-wide information portal to capture the program documentation and communications for the major health projects across the region.
• Updates and maintains an event planning tracker for OPH in close coordination with PRO’s Documentation team.
• Works with CORs, AORs and Activity Managers in OPH, client missions and USAID/Washington (USAID/W) to organize health related field trips, conferences, and seminars. Ensure maximum participation by target audiences, provides translation and interpretation as needed.
• Contributes to quality assurance of knowledge products.
• Contributes to newsletters and website updates, in cooperation with other designated colleagues in the team.
• Organizes events and platforms for knowledge exchange and multi-stakeholders consultations (both online and in-person).
• Coordinates invitations to participants, liaising with speakers and participants for travel organization (if required), liaising with partners, contributing to the agenda, as well as supporting post event communication such as reports, newsletters, event page content.

The contractor is eligible or temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

11.3. Supervisory Relationship
The incumbent reports directly to the Development Assistance Specialist (Regional Program Operation Team Leader) or his/her designee.

11.4. Supervisory Controls
Full supervision of other USAID staff is not contemplated.

12. PHYSICAL DEMANDS:  The work requested does not involve undue physical demands.


II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: Bachelor’s degree in journalism, communications, marketing, public health or related field is required.

2. Experience: Minimum of five (5) years professional experience in communicating data and other information concisely to the public using a variety of platforms including social media in providing support and/or assistance to health-related programs in international organization, government, or non-government organization (NGO) is required. Experience should have included collection, analysis, evaluation, and presentation of information as well as to plans and organizes events and in-service training.

3. Language: Level IV – Fluent in speaking/reading/writing in Thai and English (a valid TOEIC score of 855 or USAID-administered English Level IV is required)

III. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. Application Rating System
The application rating system factors are used to determine the competitive ranking of qualified offerors in comparison to other offerors. offerors must demonstrate the rating factors outlined below within their application and/or resume, as they are evaluated strictly by the information provided. The rating factors are as follows:

1. Education (10 points):
Additional points will be given for education above bachelor’s degree in communications, journalism, marketing, public health or related field.

2. Experience (30 points):
Additional points will be given for relevant experience above the minimum requirement of 5 years of experience working in highly relevant fields such as public relations, outreach, or communication for development agencies/organizations.

3. Knowledge (20 points):
● Demonstrated knowledge of issues related to HIV/AIDS or other health sector program interventions in Thailand.
● Demonstrated knowledge of statistics, marketing, communications, and popular social media platforms in Asia.
● Demonstrated knowledge of business correspondence, database management, and project management.
● Demonstrated knowledge of the maintenance of a regional organizational portal for multiple client countries where specialized health sector knowledge is stored.

4. Skills and Abilities (40 points):
● Demonstrated an ability to communicate health information in an objective, transparent, accurate, and concise oral and written forms in print materials, websites and dashboards.
● Demonstrated an ability to craft health information messages in various media formats such as press release, speech, talking points, fact sheets) targeting a variety of audiences.
● Demonstrated an ability to communicate health team messages using social media platforms that are popular in Thailand and client missions.
● Demonstrated an ability to edit both languages (Thai and English) to produce final products in good journalistic style. Ability to communicate highly effectively in written and oral forms.
● Demonstrated an ability to work independently and perform at a high level with minimal supervision as well as working as a part of multicultural team.
● Demonstrated an ability to establish and maintain effective working relationships with a variety of internal and external points of contact.
● Demonstrated an ability to capture knowledge from formal and informal channels and translate it into useful technical content.
● Demonstrated an excellent attention to details and the ability to track and meet deadlines.
● Demonstrated strong interpersonal skills and the ability to work collaboratively as part of a multicultural team.

● Demonstrated an ability to learn USAID software programs and the ability to help other team members in Thailand and client missions with these programs.

SELECTION PROCESS: 

To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the offeror to provide all pertinent information.

Applications will be initially screened and scored in accordance with evaluation factors and points mentioned in Section III, item 1-3. Offerors in a competitive range will be given a recruitment test. Offerors with passing marks from the recruitment test and either 1) a valid TOEIC score or 2) USAID-administered English Level IV mentioned in Section II, item 3, will be invited for an interview. The recruitment test and the interview will be structured around the evaluation factors mentioned above. The successful offeror will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an offeror.
