Position: OVOC Consortium Lead / Hub Coordinator
Assignment duration: Fixed-Term 1 year Contract with possibility of contract extension
Duty station: Bangkok, Thailand
JOB Purpose:
In 2021, Plan International in partnership with four Co-applicant CSOs: Article 19, the Feminist Dalit Organisation (FEDO), Phayao Youth News Agency (PYNA), and Thailand Youth Institute (TYI) (collectively with Plan: the OVOC Consortium). successfully secured a grant from the European Union with the overall objective to support and empower civil society in protecting and promoting democracy, human rights and fundamental freedoms worldwide by ensuring that young people and especially women and girls in target communities in Bangladesh, Nepal and Thailand (also the broader Asian region) enjoy fundamental human rights and are actively engaged in improving their lives and communities through inclusive, effective, pluralistic and representative civic participation with a focus on inclusive civic space. Inclusive civic space plays a central role in our action.
Our Voices Our Choices: Women and Youth for Democratic Space (OVOC) aims to address the needs and constraints of youth and women in all their diversity including Dalits, LGBTIQ+, persons with disabilities and other excluded groups, as they are often overlooked, suppressed and underestimated, and are not taking part in decision making. The genuine engagement of these often excluded youth/women groups empowers civil society to play a key role in democratic policy implementation at all levels. This, as well as their advocacy and ability to hold duty bearers to account, improves compliance with international human rights policies and law. The project intends to strengthen an enabling environment for youth/women-led civil society participation and engagement in the Asian region. It aims to facilitate CSOs and youth networks as independent actors who hold their governments to account, and to amplify the outcomes they seek in their societies.
Under the Project, Plan International Thailand will host the position of the Consortium Lead/ Hub Coordinator.
TYPICAL RESPONSIBILITIES:
Overall
- Provide overall smooth coordination and accountability for the successful delivery of the OVOC project as a whole including,
- start-up workshop,
- consolidating donor reports and audits,
- monitoring progress and coordinating with PMERL staff in-country,
- financial compliance at country levels,
- ensuring safeguarding compliance,
- coordinating the project communication and visibility strategy,
- and leading and convening virtual meetings of the OVOC Steering Committee and Consortium Coordination Team.
- Ensure implementing OVOC partners share a common and clear understanding on the project issues and purpose, especially on human rights, civic spaces, youth participation, safeguarding of Human rights defenders and the accountability mechanism of human rights and global agreements with an emphasis on gender equality, gender transformative programming;
Project Delivery and management
- Ensure overall project workplanning is carried out in each OVOC participating country, initiating timely start up, project monitoring and closure, coordinating closely with all OVOC participating countries and through the OVOC Consortium;
- Ensure progress against project targets are achieved (including financial) as per the timeline and the outputs are contributing to the desired outcome;
- Lead OVOC Steering Committee and OVOC Consortium Coordination team meetings;
- Line manage Deputy Hub Lead and OVOC Admin and Finance Assistant
- Manage reporting lines with OVOC Project Managers/Specialists from Thailand, Nepal and Bangladesh and OVOC Regional Advocacy Lead;
- Actively facilitate with the OVOC Consortium Coordination Team, the transition of the Hub to CSO ownership after the project is completed.
Project monitoring and learning
- Ensure timely baseline in each country and a PMEL group with representatives of all partners will be established to facilitate the baseline and tracking/ monitoring of progress throughout the action.
- Monitor execution of flex funding by the OVOC Consortium;
- Organize and facilitate annual review meetings, including exchange and learning sessions in one of the three countries.
- Ensure successful rollout of endline study is carried out, reflecting on the achieved results, approach, partnership structure, (financial) compliance, PMEL, sustainability and exit strategy.
- Travel (COVID-19 permitting) to all three OVOC participating countries to conduct monitoring visits, collect learnings, and best practices for exchange.
Project narrative and financial reporting and compliance
- Coordinate with other support functions (i.e. Programme, Finance, PMEL) in each of the OVOC countries to ensure donor contractual compliance under this project;
- Ensure timely and quality donor reporting as per donor requirements, coordinating closely with all OVOC participating countries through the OVOC Consortium;
- Coordinate audit reports to be conducted in each country by each partner, as well as an overall annual audit facilitated by the financial staff at Plan International Netherlands;
- Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures;
OVOC Influencing and advocacy
- Coordinate the Hub Co-Creation Group, supported by the Deputy Hub Lead, ensuring the establishment of the Hub, supported by the OVOC Consortium and by the Hub Steering Committee;
- Work closely and support with OVOC Regional Advocacy Specialist in coordinating with regional bodies such as the ASEAN, AICHR, SAARC, etc. to build relationships for influencing and advocacy initiatives;
- Perform relevant administrative tasks such as operations, budget planning and monitoring.
Visibility and Communications
- Development of overall project communications and visibility plan, ensuring that donor guidelines are followed across all OVOC participating countries.
ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:
Essential
- Advanced university degree in development, gender, politics, human rights or a relevant field;
- Proven track record of INGO/NGO project management in complex humanitarian settings and environment;
- Solid understanding of human rights situation affecting youth and especially girls in the Asia Pacific region;
- Strong working knowledge and use relevant software (MS Office) and other platforms for effective management;
- Ability to facilitate workshops (online / face to face) as part of multi-country coordination role;
- Excellent and proven donor narrative and financial reporting skills;
- Strong understanding of development and civil society sectors in the Asia Pacific region;
- Experience of working with international coalitions and civil society networks;
- Demonstrated skills in conducting capacity building initiatives for local partners in strategic, influencing and advocacy programming;
- Demonstrated youth and youth group engagement skills;
- Strong support and commitment to children’s rights, gender equality, and social inclusion
- Excellent knowledge of spoken and written English essential;
- Thai nationality or work permit in Thailand preferred;
Desirable
- Demonstrated understanding of Asian socio-political contexts, especially in Thailand, Nepal and Bangladesh contexts;
- Compliance regulations and policies for EU-funded projects;
- Financial management of NGOs;
