The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192 member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC has a Strategy 2030 – Local action, Global reach, which embodies our longstanding vision, to ensure that the Red Cross and Red Crescent remains a dynamic global network of organisations that are fit for purpose and always there to accompany people and communities. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

 

The IFRC has its Headquarters in Geneva, Switzerland and five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

 

This role sits within the IFRC Country Cluster Delegation (CCD) based in Bangkok, covering the four countries of Cambodia, Lao PDR, Thailand and Viet Nam. The CCD also provides secretariat support to the Southeast Asia Red Cross Red Crescent Networks and represents IFRC with the United Nations ESCAP and other regional organizations based in Bangkok. This role also works closely with the IFRC Delegation in Jakarta, as the focal point for coordination with the Association of Southeast Asian Nations (ASEAN) secretariat.

 

Job purpose

The Youth and Volunteering Senior Officer, Southeast Asia provides institutional, technical, strategic and operational support in Youth and Volunteering to the four (4) Red Cross and Red Crescent Societies covered by CCD Bangkok (Cambodia, Laos, Thailand and Viet Nam) plus ad-hoc support to the other National Societies of Southeast Asia. The role also provides Secretariat support to the Southeast Asia Youth Network as well as supports the youth and volunteering technical focal points of IFRC Asia Pacific Regional Office in implementing the agreed workplan and engaging strategically with the ASEAN Secretariat in coordination with the IFRC Delegation in Jakarta. The Youth and Volunteering Senior Officer works as part of a global youth and volunteering thematic team and in particular with the Asia Pacific regional youth and volunteering coordinators, based in Kuala Lumpur to contribute to regional and global strategies and plans. The Youth and Volunteering Senior Officer is also dedicated to providing part-time technical support to the Asia Pacific Regional Delegation of the Italian Red Cross.

 

Job duties and responsibilities

Technical support to National Societies

  • Support national societies with their institutional strengthening in youth and volunteering, including development of relevant policies and procedures, volunteering funds and formalising frameworks for inclusion of youth and volunteering.
  • Support national societies to implement global and regional commitments related to youth and volunteering, including from the Manila Call for Action targets
  • Support societies to engage formally with their relevant government departments to progress youth and volunteering as part of their auxiliary role
  • Conduct trainings and workshops on Youth and Volunteering, as requested, with particular focus on scaling-up the Youth as Agents of Behaviour Change initiative and the related curricula based on behavioural change in the broadened Comprehensive School Safety Framework.
  • Support National Societies in management of volunteers, with particular focus on digitalization, new ways/tools to attract and retain volunteers and complying with their Duty of Care for Volunteers, ensuring the safety and security of volunteers is safeguarded in all activities
  • Act as the IFRC secretariat focal point for the well-functioning of the Red Cross Red Crescent Southeast Asia Youth Network (SEAYN).

 

External engagement

  • Supports CCD Jakarta and the regional youth and volunteering coordinators in developing a close working relationship with ASEAN Secretariat Education, Youth and Sports Division (EYSD) and other ASEAN sectoral bodies whenever relevant to foster opportunities for joint programmes and activities to contribute to building community resilience through youth engagement
  • Support the regional youth coordinator with engagement in the Asia Pacific Coalition for School Safety
  • Provides technical support to the Support Services and Partnerships Coordinator and the regional youth and volunteering coordinators in engaging with external organisations in SEA on youth and volunteering

 

Programme delivery

  • Oversee the implementation of any Southeast Asia call for proposals for youth and volunteering grants
  • Submit timely and accurate reports and contribute to the IFRC CCD delegation plans
  • Recruit and manage youth and volunteering interns as required
  • Provides technical support to the monitoring, evaluation and reporting of the programmes managed by the Asia Pacific Regional Delegation of the Italian Red Cross

  • Salary: Grade 6 THB 55,110 - 67,356
