Position:  Communication for Development Officer - Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish)

Duty station: Bangkok

Contract duration: 5 months with possible of 1-year extension

 

JOB BACKGROUND:  Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish) Project is an effort to reduce forced labor and human trafficking in the recruitment of women and men in the fishing and seafood processing sectors in Thailand to support the Department of Labor (DOL) Bureau of International Labor Affairs’ (ILAB) Office of Child Labor, Forced Labor and Human Trafficking (OCFT). FAIR Fish will be led by Plan, an international NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL), including with fishers and seafood processors in Thailand, Cambodia, the Philippines, and Indonesia. 

FAIR Fish is a four-year project, starting on 1 January 2019 and ending on 31 December 2022. Funding for this project is provided by the United States Department of Labor (USDOL) under cooperative agreement IL-32819-18-75-K.

The Communication for Development (C4D) Officer for the FAIR Fish Project will implement the project’s Communication for Development Strategy, communication plan, and other advocacy activities related to the FAIR Fish Project. He/She will work closely with the FAIR Fish Project Director, Business Engagement Officer, and Research, Monitoring and Learning Specialist in the project’s effort to achieve expected outcome indicators, particularly those under Outcome 1 (Improved understanding of the nature of forced labor and human trafficking in the recruitment of workers.), and Outcome 4 (Increased action on promoting responsible recruitment policies and practices among private sector actors). 

The C4D Officer will be under the direct supervision of the FAIR Fish Project Director. This position is based in Bangkok with 30% travel requirements. He/She is expected to travel to the project’s implementation sites mainly in Bangkok and nearby provinces, and Rayong province to produce communication materials according to the project’s plans. The holder of this position will be offered a fixed-term renewable contract.

 

Core role and responsibilities:

  • To design, produce and supervise the production of printed and audio-visual communication materials according to the FAIR Fish Project’s Communication for Development Strategy, communication plan, and the donor’s requirement;
  • To publicize and disseminate FAIR Fish communication materials via appropriate communication channels, such as web portal, mobile application, social media, radio or SMS;
  • To ensure FAIR Fish communication materials reach targeted audience as specified in the project’s expected outputs and outcomes;
  • To draft content for mass media and the FAIR Fish Facebook Fanpage;
  • To draft success stories about the project for publication;
  • To ensure the production process of all communication materials are in compliance with Plan International’s Child Protection and Safeguarding Policy;
  • To ensure all communication materials published and distributed by the FAIR Fish Project and implementing partners are in compliance with the communication protocol of Plan International and the US Department of Labor;
  • To coordinate with Plan International Thailand’s Communication Specialist and other communication staff of Plan International related to FAIR Fish communication activities; 
  • To produce media products as parts of reports and deliverables from the project in printed and digital formats, and
  • To perform other tasks as assigned by the FAIR Fish Project Director.

 

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

 

Qualifications and experience

Essential:

  • Bachelor’s Degree in Communication, Media Design, or Public Relations
  • Minimum 3 years of experience in working in the same or similar position
  • Demonstrated knowledge and familiarity with public and media campaigns
  • Demonstrated knowledge and skills on information, education and communication materials development and production.

Desirable:

  • Experienced in designing and producing information, education and communication materials for community awareness as well as for public campaigns
  • Have good network with production houses or similar entities
  • Have experience working on public campaigns and/or community awareness raising
  • Fluent in English
  • Experience working with Thai NGOs
  • Experience working on projects funded by US government is a plus
