Expected travel:                     Regular travel (>25%) necessary to project sites within Thailand, and periodic regional travel as required.

 

Organization Background:

The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity. With more than a century of experience, long-term commitments in dozens of landscapes, presence in more than 60 nations, and experience helping to establish over 150 protected areas across the globe, WCS has amassed the biological knowledge, cultural understanding and partnerships to ensure that vibrant, wild places and wildlife thrive alongside local communities. Working with local communities and organizations, that knowledge is applied to address species, habitat and ecosystem management issues critical to improving the quality of life of poor rural people whose livelihoods depend on the direct utilization of natural resources.

 

Thailand Program Overview:

WCS Thailand has worked across three PA complexes in Thailand - the Western Forest Complex (WEFCOM), the Dong Phayayen-Khao Yai Forest Complex (DPKY) and Kaeng Krachan National Park (KKNP) - since 2005. WCS works closely with the Department of National Parks, Wildlife and Plant Conservation (DNP) to build capacity on major interventions to reduce threats to key species, focusing on tigers and elephants. The most important intervention to reduce poaching threats and recover wildlife populations has been the SMART (Spatial Monitoring and Reporting Tool) patrol system together with intensive morale boosting approaches for park rangers. DNP has adopted SMART for nation-wide protected areas and WCS has played an important role on providing technical support. WCS also supports long-term capacity building for Forestry students at Kasetsart University, as 70% of students graduated from this institute are joining DNP and other agencies as forest and wildlife managers, so as to sustain the positive quality of future conservation professionals. Through this successful approach over more than 16 years the number of tigers caught on camera traps in the Huai Kha Khaeng - Thung Yai wildlife sanctuaries core of WEFCOM has increased from 40 to 100 individuals, together with many other endangered species. The approach in WEFCOM is the main approach WCS has used for all project sites in Thailand.

 

Position Objectives:

  • Overall strategy, planning and management for continued development of  the WCS Thailand program, ensuring that it both reflects the goals of WCS, at its core, a site-based, species based and cross-cutting strategy, which promotes linkages across thematic sectors through collaboration with Government ministries, civil society, and other technical and financial partners working in the environmental sector;
  • Effective functioning of financial and administrative matters, including budgeting processes and adequate internal control between the WCS Greater Mekong Regional office and the Thailand country office.
  • Engagement with Government agencies, multilateral and bilateral agencies, as well as private organizations, to align support (policy, financial, organizational and technical) for WCS strategic priorities in Thailand. 

 

Principal Responsibilities:

  • Establish WCS Thailand Program priorities, strategy, and approaches.  Implement and support existing and established projects; develop and implement new projects and country initiatives as appropriate.
  • Hire, manage and build capacity building of WCS Thailand staff in their projects; promote teamwork and national leadership.
  • Act as the legal representative of WCS in Thailand, with responsibility for liaison between WCS and the Government of Thailand, and ensuring all activities are in accordance with the relevant local laws and regulations.
  • Coordinate liason between WCS and local partners, WCS and other international NGOs and agencies active in Thailand, and between WCS Thailand and other parts of WCS.
  • Contribute to enlarging and upholding the Society’s policies, including Diversity, Equity and Inclusion policies, towards equal employment opportunities for women, minorities, veterans, the handicapped and other protected groups.
  • Attend relevant national and regional meetings, workshops, strategy sessions, government events, etc.
  • Oversee the production of reports and other required documents (e.g., workplans, implementation plans, activity reports, and financial reports) for WCS and donors on schedule.
  • In collaboration with other relevant WCS staff raise financial support for projects.  Develop proposals and participate in fund-raising activities; maintain contact with donors and ensure timely reporting with funding sources.
  • Promote wildlife conservation in Thailand with relevant government agencies, donors and other non-governmental organizations through meetings, speaking engagements, media interviews, writing, and general communications. 
  • Provide oversight of program and staff risk management, security, logistics and operations.

 

Minimum Requirements:

  • A Ph.D or Master’s degree in a field related to the conservation of biological diversity or natural resource management.
  • Minimum of five years’ program management experience in conservation, preferably in a Thailand or regional context.
  • Fluency, spoken and written, in both Thai and English languages is essential.
  • Excellent interpersonal and communication skills.
  • Ability to work in a range of cultural contexts, and across organizational borders.
