Project Advisor - Extended Producer Responsibility (EPR) in plastic packaging
The project “Marine litter prevention through reduction, sustainable design and recycling of plastic packaging (MA-RE-DESIGN)” is financed by the German Environmental Ministry (BMUV) Grant Programme against Marine Litter, and will be implemented by GIZ, in collaboration with UNEP, WWF Germany and WWF Thailand. It aims at reducing plastic waste leakage into the sea, which is achieved through reducing and better managing plastic waste. The project combines activities on local, national and regional level, while enhancing the capacities of stakeholders along the plastic value chain, including the private sector. Overall, this setup creates long-lasting impact, benefitting policy decision makers, key stakeholders as well as the population in Thailand and beyond. On national level, the project focusses on 1) strategies to avoid and replace single-use plastic packaging and on 2) solutions to enhance packaging waste management through, for example, an Extended Producer Responsibility (EPR) system. Local action is managed by WWF and concentrates on reducing plastic pollution in two municipalities near biodiversity hotspots, which will then serve as replicable examples for other regions. For coherent prevention actions on regional level, the project fosters knowledge exchange with other Asian countries through the UNEP COBSEA. The project will be managed from Bangkok and will work very closely the project partner PCD, in collaboration with DMCR, as well as with the COBSEA mechanism.
To contribute to a successful implementation of project activities GIZ is currently seeking an Senior Advisor:
Responsibilities and Tasks:
The Senior Advisor will support all activities in accordance with the workplan of the project. He / She will in particular be responsible for:
Responsibilities
- managing an area of responsibility that forms part of the project objectives, team agreements and/or agreements with the line manager, focusing on Solutions to enhance packaging waste management through Extended Producer Responsibility (EPR)), particularly:
- Policy recommendations for creating a legal framework on EPR for packaging.
- Exchange amongst private sector stakeholders on EPR for packaging and on establishing a Producer Responsibility Organisation (PRO).
- Trainings about EPR for packaging at national and local level.
- assisting project initiatives to provide professional advice to and cooperate with a broad range of target groups
- innovation and knowledge management
He / She will in particular perform the following tasks:

Advising the partner institutions
The advisor
- contributes to preparing and implementing the coordination process, joint project activities and work at national and local level
- deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project’s area of activity
- develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
- advises governmental partners and other national institutions on policy processes
Networking and cooperation
The advisor
- screens and mobilizes relevant stakeholders (public, private, civil society), supports cooperation, regular contact and dialogue with partners, cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
- ensures proper visibility of the project in Thailand
Knowledge management
The advisor
- ensures knowledge transfer to project information and participates in the dissemination of results, experiences and best practices;
- draws up presentation documents
- monitors activities and regularly report/ exchange with the team, written updates when necessary; inputs to progress reports to BMUV
- assists with research activities and studies on political issues related to marine litter and its challenges
Coordination tasks
The advisor
- assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
- coordinates relevant project activities at local level in consultation with the line manager and in cooperation with the partner organisations, both as regards implementation and preparing organisational aspects
- compiles the relevant information for joint activities and assignments
- handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
- coordinates the elaboration and implementation of a work plan in Thailand with partners;
- steers the contracting of national short-term consultants and service suppliers (develop TOR and manage contracts with external experts, ensure timely service delivery and review deliverables provided by external experts)
- organizes and facilitates steering committee meetings and other meetings
Qualifications:
We are looking for a candidate who preferably possesses the following qualifications and experiences (or the equivalent thereof):
- University/Master degree in the area of environmental/ natural resources science/ management, economics, political science, development cooperation or similar, or related field
- At least 8 years of professional work experience and at least 3 years in a comparable position, ideally with experience related to environmental management, waste management, circular economy and sustainable consumption and production/ green economy, (plastic) waste reduction and recycling, marine litter and marine protection
- Professional experience in Extended Producer Responsibility (EPR) would be absolutely beneficial.
- Professional experience in project management and coordination ideally within international development cooperation.
- Professional experience working and coordinating with 1) government agencies at the national and subnational level or city administrations in Thailand AND/OR 2) private industry.
- Professional experience in policy advice in related thematic areas and ability to work with a wide variety of stakeholders (high-level political representatives, local state and non-state representatives); negotiating and diplomatic skills
- Professional experience in designing, organizing and facilitating trainings, workshops and conferences; proven experience in network management, multi-stakeholder dialogues
- Good knowledge of relevant stakeholders in the sector
- Excellent command of written and spoken English and Thai
- Very good presentation and communication skills
- Proactive and positive attitude and ability to self-motivate
- Willingness to upskill as required by the tasks to be performed; corresponding measures are agreed with management
- Interest and ability to work in a cross-cultural context and team
- Strong working capacity, autonomy, flexibility, organisation, responsiveness
- Readiness to travel within Thailand, subject to project requirements
Duty station and timeframe:
The position will be based in GIZ’s Project Office in Bangkok.
This will be a fixed-term contract, starting as soon as possible and running until 30 September 2025.
