Position title: Mekong Flooded Forest (MFF) Landscape Manager 
Reports to: Conservation Programme Manager, WWF Cambodia 
Supervises: 1) Community Engagement Manager, 2) Protected Areas and Law Enforcement Manager, 3) Biodiversity Monitoring and Research Manager, 4) Scale-Up Programme Manager, 5) Government Liaison Coordinator 

Level: Manager 

 

1. MISSION OF THE DEPARTMENT

WWF has a long-established presence in the Mekong region, including Vietnam, Cambodia, Laos, Thailand, and Myanmar, with a strong track record of conservation delivery over the last 20 years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional. In Cambodia, WWF is operating in two priority landscapes, namely the Mekong Flooded Forest (MFF) Landscape and Easter Plaint landscape. Since 2005, WWF-Cambodia has had a strong presence in the MFF landscape, establishing productive partnership with both national and sub-national government officials. In addition, WWF- Cambodia has a proven track-record of success using a landscape approach for protected area management, biodiversity conservation, policy advocacy. WWF-Cambodia has focused its conservation efforts under the following  five pillars 1) Community engagement, 2) Protect area and law enforcement, 3) Biodiversity monitoring and research, 4) Public sector engagement, and 5) Private sector engagement. 

 

2. MAJOR FUNCTIONS 

The Landscape Manager plays a critical role in managing the operations and conservation programs of the landscape office, The manager leads the planning, monitoring, and implementation of the landscape conservation plan in coordination with the Conservation Director. S/he is responsible for maintaining good relationships with government departments, donors and WWF Network Offices. S/he is also responsible for the planning, management, financial, administrative, and fundraising aspects of all landscape level activities. S/he organizes project execution consistent with program objectives and WWF strategic plan by engaging multi-stakeholders and promoting conservation impact. 

 

3. MAJOR DUTIES AND RESPONSIBILITIES 

1. Works with the conservation director, the management team and relevant partners to create and implement the vision for the Landscape Program aligned with WWF Cambodia Strategic Plan. 
2. Ensure landscape programs quality managed to align with donors' requirements 
3. Playa lead role, in coordination with the Conservation director, in strategic planning, coordination, implementation, reporting, and management of the landscape; 

  • Provide inputs on the conservation needs and issues from the landscape to contribute to the delivery of the Strategic Plan matric deliveries. 
  • Define the directions of the action plan of the landscape in order to deliver the landscape Strategic Plan in line with the country conservation strategy. 
  • Provide leadership and overall direction for all activities and facilitate and support the delivery of the landscape's actions specified in the Action Plan Monitoring System (APMS). 
  • Communicate the action plans to all landscape teams for understanding and smooth implementation. 

4. Oversee the overall management of landscape budgets by working closely with thematic managers/project managers on budget coordination with accountabilities to the finance team 
for smooth work plan implementation.   
5. Oversee effective human resource management: 

  • Take an active role in the recruitment and selection of MFF staff consultants when required 
  • Supervise eight staff members, including Community Engagement Manager, Protected Areas and Law Enforcement Manager, Biodiversity Monitoring and Research Manager, Scale-Up Programme Manager, Rattan, and Bamboo Project Manager, Provincial Conservation Planning Coordinator, Senior Officer for Awareness Outreach and Education, Government Liaison Coordinator by reviewing individual work plans, managing performance, providing induction, training, coaching, and advice to ensure that they highly perform their set objectives. 
  • Work with the conservation director, ESSF manager, M&E manager and the HR Manager to identify training needs for the landscape as well as individual staff members 

6. Mobilizes resources for the landscape program: 

  • Work closely with the Conservation Director, Resource Mobilization Manager and program staff to raise funds for the landscape program. 
  • Lead landscape team, and works with the Conservation Director, Resource Mobilization Manager and the M&E to develop project proposal 
  • Mobilizes human resources including professional volunteers, experts, and capacity development opportunities for the landscape program. 
  • Ensure the compliance of with WWF’s Environmental Social Safeguards Policies: 
  • Lead the team to implement WWF safeguard policies 
  • Ensure all policies are aggregated with the project implementation
  • Ensure no significant complain from the stakeholders leading to affect the reputation of WWF and its programme 

7. Liaise with donors and network offices on project/program implementation and other coordination 
8. Take accountability for the landscape program by leading the development and regular review work plan of a consistent landscape program. 
9. Take responsibility for implementing Standard Operating Procedure (SOPs) to ensure that landscapes fully comply with WWF policies, procedures, and country law. 
10. Recommend to the Country Director and Conservation Program Director any changes required to develop or improve the organization on conservation strategy. 
11.  Ensure effective collaboration with the provincial governor, and related government offices for smooth implementation of the program/project

4. PROFILE 
Required Qualifications

● Master's degree in natural resources management, environmental or conservation management, bioregional planning, or in a relevant field  
● Five years of practical experience in leading and managing multiple conservation programs in Cambodia  
● Five years of experience in natural resource management 
● Proven experience in managing programs funded by various sources, including governments and aid agencies, and private sector donors with an annual budget of multi-millions USD.  
● Strong experience in people management 
● Experience of working in a multicultural environment and international organizations 
● Thorough understanding of socio-economic, conservation, and development issues in Cambodia  
● Knowledge of the policy/institutional context related to conservation and the government agencies, development partners, donor institutions, and the not-for-profit sector.  
● Excellent understanding of development partnerships, fundraising, donor strategies, functions, governmental and international relations 
● Knowledge of M&E systems 

● Must possess strong Project Management skills- planning, time management, coordination; People Management – coaching, mentoring, capability development, networking, building teams; and Financial Management – budgets, costing, cash flows, skills. 
● Excellent interpersonal, communication and diplomatic skills with the ability to manage and interact at all levels of an international, multicultural and multilingual organization. 
● Networking, coordination, and facilitation skills.

● Problem-solving and conflict resolution, and management 
● Monitoring and evaluation 
● Experience with strategy and program development, including successful fundraising.

● Experience in working in complex organizations and ability to lead and influence without formal authority.  Excellent interpersonal, communication, and diplomatic skills to manage and interact at all levels in an international, multicultural, and multilingual organization. 
● Possess strong negotiation, influencing, and communication skills. Has the ability to liaise with senior management staff, relevant staff in different functional areas, local communities, government agencies, governmental policy and decision-makers, the business community, media, donors, etc., all in a professional, positive manner. 
● Decision making skills with strong business acumen and drive for results; 
● Passionate about wildlife and conservation with the ability to galvanize the Network and the broader community around a shared agenda; 
● Experience with strategy and program development, including successful fundraising. 
● Good command of the English language, both oral and written communication skills

5. WORKING RELATIONSHIPS 

Internal

▪ Works under the supervision of and reports directly to the Conservation Program Director. Supervise thematic managers, Provincial Liaison Coordinator, consultants, or volunteers as needed. Coordinate works with Project Managers, other Managers, and Technical Advisors at regional and country levels and WWF Cambodia operations teams, and WWF's Network.   

External

 • Interacts with government agencies at national and provincial levels, private sector entities, civil society organizations, academic institutions, and development partners or donors.
