Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
The Finance & Admin Manager reports directly to the Senior Finance Manager at Chiang Mai, Thailand and is responsible for overseeing the Finance and admin teams. This role involves managing the day-to-day operations of these two teams and ensuring efficient coordination and execution of their respective responsibilities.
The position will be based in Chiang Mai with frequent travel to other project areas within Thailand as necessary.
Primary Responsibilities
- Supervise the support team and lead the operations functions of finance and admin team under the guidance of the Sr. Finance Manager
- Support the Sr. Finance Manager to maintain and improve the program’s financial systems and policies in line with CPI organizational standards and donor requirements
- Ensure that the sub-partners financial reports and financial management are administered according to the terms in the grant agreement and donor regulations
- Conduct monitoring visits to partners, review their financials and ensure the financial data are reliable, consistent, accurate and in compliance with donor requirements
- Work closely with the Sr. Finance Manager to support monitoring and tracking of sub-grant financial management and cash flow status
- Manage the cash flow and financials of office operation process of in consultation with the Thailand Deputy Finance Director and report to the Sr. Finance Manager
Regular Responsibilities
- Ensure compliance and continuously monitor and report supervisor on the control gaps/risk in the financial management of the project
- Liaise with external auditors and take the lead in communication with consortium members, organization and sub-recipients on monitoring and audit processes
- Build positive and sustainable relationship with partners and ensure that effective and appropriate communication mechanisms are in place among the team members
- Support the Sr. Finance Manger by providing technical inputs in financial management, budget proposal development and organizational development initiatives of CPI as well as partners
- Provide technical guidance to the grant processes of sub-sub recipients
- Work closely with Sr. Finance Manager and other program leads to review the budget proposals/revisions submitted by the partners as well as coordinate with program and finance focal to assist in the preparation of calls for proposal, evaluation and selection of proposals, and budget negotiation with the sub-awardees
- Assist the Sr. Finance Manager to prepare the BvA for the whole project as necessary
Partner Support
- Provide hands-on training to CPI’s sub grantees on financial guidelines, financial reporting system and ensure proper application of the system in project implementation
- Perform monitoring visit to project sites of sub grantees and evaluate their financial system to identify gaps. Seek mutual improvements for sound financial and grants management system and report to Sr. Finance Manager accordingly
- Review and follow-up of action taken to remedy any variance in actual vs. budget financial data of sub grantees, ensure compliance with the grants agreement and support to manage the proper close-out of the awards
- Provide technical inputs and actively participate in developing capacity building plan and organizational development initiatives
- Maintain regular communications with sub-grantee staff to provide feedback, “on the pulse” knowledge about grants and to support donor compliance
Operations and Administration
- Assist in recruiting finance staff members and ensure the support team is properly structured and work plans are developed to deliver the set objectives
- Supervise Admin Coordinator & Finance Assistant on daily office management, administrative and logistical support required for Chiang Mai office
- Liaise and work closely with HR-Admin Manager for visa or work permit arrangement and as necessary for Chiang Mai office
- Set annual performance objectives, evaluation and coaching direct supervisees under the guidance of Sr. Finance Manager to build strong leadership in respective technical areas
Organization Representation
- Organize and facilitate meetings, workshops and other discussion forums to establish dialogue on Finance and to learn from findings for continual improvement
- Represent CPI at partner and donor meetings and events
- Any other duties assigned by the supervisor
Essential Skills
- Formal qualification in accounting is asset (at least Bachelor degree)
- Master’s degree in Accounting, Finance, Commerce. ACCA, CPA or CIMA qualified is preferred
- At least 3-5 years’ experience in related position with accounting and project financial management experience
- Fluent in written and spoken English and Myanmar language
- Knowledge of Thai language & context will be an advantage
- Advance knowledge of excel, as well as understanding of word-processing, and PowerPoint
- Exposure to NGO work is plus
- Knowledge and experience in the use of accounting software, mainly Sun system
- Excellent organizational, planning, and interpersonal skills
- Experience of working in multicultural, low-resource setting
- Ability to communicate technical information to both technical and non-technical audiences
- Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
