Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
ORGANIZATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.
The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

2. RESPONSIBILITIES AND ACCOUNTABILITIES
Under the supervision of the Transnational Crime & Technology Programme Manager, the Research Consultant will research and analyse trends related to human trafficking-facilitated cyber scams to produce two research papers that will be presented by the researcher at an RSO Thematic Dialogue. Graphic design and editing services will be provided by the RSO. Draft briefs should be submitted to the RSO at least 14 days prior to deadlines to allow time for feedback, editing and approval processes.
The Consultant will submit the following deliverables:
- Policy Brief #1. Jointly with the RSO Transnational Crime and Technology Team, develop a policy brief investigating human trafficking related communications between organised crime groups on public social media channels and communication platforms. The policy brief will be 7-10 pages in length and provide a set of concise policy recommendations aimed at Bali Process Member States. (To be finalized by 3 November 2023)
- Policy Brief #2. Jointly with the RSO Transnational Crime and Technology Team, develop a policy brief analysing human trafficking related job advertisements on job search platforms, including identifying features of trafficking related posts and trends related to where these job ads are being posted. The policy brief will be 7-10 pages in length and provide a set of concise policy recommendations aimed at Bali Process Member States. (To be finalized by 8 December 2023)
- Presentation. Presentation of the two policy briefs at an RSO Thematic Dialogue (date to be set in consultation with the consultant following completion of the two policy briefs, to be held prior to 16 February 2024).
3. REQUIRED QUALIFICATION AND EXPERIENCE
Education:
- University degree or similar relevant credential in development studies, cyber security, security studies or public administration from an accredited academic institution
- A graduate-level degree in a relevant subject is required.
Experience:
- A minimum of 8 years of relevant professional experience is required.
- Proven experience in the research and publication of materials around cyber scam operations in Southeast Asia.
- Proven understanding of the cyber scams issue, including knowledge of the use of social media and communication platforms for the recruitment of trafficking victims.
Prior work experience regionally or at the national level within a Bali Process Member State will be viewed favourably.
Skills:
- Demonstrated knowledge of regional migration and border management trends, migration and technology and/or transnational crime.
- Excellent written communication skills, with proven editing skills and strong attention to detail.
- Ability to work in a multi-cultural environment, with a strong capacity for teamwork and coordination.
- Excellent organisational and time management skills and a demonstrated ability to work independently, and to prioritise and complete work in a timely manner.
- Ability to perform a variety of administrative tasks.
Languages:
- Fluency in English and Mandarin (oral and written) is required.
- Knowledge of Thai and other Bali Process Member State languages (oral and written) would be an advantage.
