Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Job Overview/Summary:
IRC provides primary health care and environmental health services in several refugee camps in Thailand. Primary health care services work to maintain low morbidity and mortality rates, while increasing the capacity of refugee-trained health care workers to provide curative and preventive treatment. IRC provide clinical services in the camps, including reproductive health services and neonatal care. Clinical services include out-patient department (OPD) and in-patient department (IPD) care; laboratories supporting IPD/OPD and reproductive health clinics; pharmacy services for essential drugs; community health education, and mental health care. Environmental health services aim to create a healthy living environment for refugees living in the camps through the provision of quality water and sanitation facilities, leading efforts to improve access to chlorinated water, sanitation, and hygiene in the camps. The IRC Thailand Emergency Health Response is designed to be adapted to the context and health need of the affected population in the Temporary Safety Area (TSA) and holding area through partner organizations in place necessary internal mechanisms and coordination at the provincial and national levels.
The Behavioral Change Communication (BCC) Consultant will technically support the IRC Refugee Health Program and Emergency Health Program in the Thai Myanmar Border Area. The overall aim of this position is to enhance health-related knowledge, attitudes, and practices among the refugee population through effective and context-specific BCC strategies.
Location: The consultant may work remotely with occasional travel to the refugee camps along the Thai Myanmar Border Area as needed
Key Responsibilities:
BCC Strategy Development:
Collaborate with focal from the different projects (Primary Health Care, Reproductive and Child Health, Environmental health, Community Health, Malaria project, Research for Health in Humanitarian Crisis (R2HC), Mental Health and Psychosocial Support, and Emergency Health Response) of the IRC Health program to understand the target audience and health communication objectives.
Develop a comprehensive BCC strategy aligned with the cultural context and health priorities of the refugee population along the Thai Myanmar Border Area.
Material Development:
By reviewing existing IEC materials, technical advice in creation of culturally sensitive and linguistically appropriate health communication materials, including brochures, posters, videos, and other resources and materials are tailored to address key health concerns and promote behavior change.
Training and Capacity Building:
Conduct training sessions or develop training materials for program staff (Community Health, Environmental Health, Reproductive and Child Health, MPHSS etc.), camp-based staff, and other stakeholders on effective BCC techniques.
Build the capacity of local partners (CBOs/CSOs, Ethnic Health Organizations) to implement and sustain BCC activities independently.
Risk Communication and Community Engagement
Facilitate community assessments, consultations, and focus group discussions to obtain insights and feedback for BCC content development.
Feedback Response Mechanism:
Review and identify appropriate communication channels such as feedback response mechanisms to reach the target population effectively.
Monitoring and Evaluation:
Assess the effectiveness of communication materials and adjust strategies based on feedback.
Coordination and Reporting:
Provide regular progress reports and contribute to project meetings as required

Payment rate and schedule The payment will be paid once the contractor submits the final printable version of each deliverable to responsible Senior Health Managers/Health Coordinator/Senior Health Coordinator under the condition that all details tasks & structures have been approved. IRC withhold for taxes 3% as required by law and shall provide withholding certificates to the contractor. IRC will support accommodation and travel costs for field visits.

Qualifications
Educational Background:
Minimum Education: A master's degree or advanced degree in a relevant field such as public health, health informative, communication, social sciences, or a related discipline is required.
Professional Experience:
Experience in BCC: Demonstrated experience in developing and implementing BCC strategies on health promotion, particularly in refugee or marginalized communities and skills in developing culturally and context specific sensitive and appropriate communication materials, including brochures, posters, and other resources.
Cultural Competence: Understanding of the cultural context of the Thai Myanmar Border Area and experience working with diverse populations, including refugees and Adherence to ethical guidelines, confidentiality requirements, and sensitivity.
Health Communication Expertise: Expertise in health communication principles, behavior change theories, and communication strategy development.
Training and Capacity Building: Experience in conducting training sessions and building the capacity of local partners, community health workers, and other stakeholders.
Language Proficiency: Fluency in English is a must and proficiency in Karen or Burmese is an asset.
Community Participation: Ability to facilitate community consultations, focus group discussions, and engage with community leaders to ensure BCC strategies are culturally sensitive and responsive to community needs.
Research Skills: Ability to conduct research and analysis to understand the health-related behaviors and needs of the refugee and displaced population.
Monitoring and Evaluation: Experience in developing indicators and tools for monitoring the impact of BCC activities, as well as assessing the effectiveness of communication materials.
Flexibility and Adaptability: A willingness to adapt strategies based on feedback, engage in continuous improvement, and work collaboratively with the project team and community stakeholders.
