BACKGROUND AND CONTEXT

With the ratification of the United Nations Convention on the Rights of the Child (CRC) in 1990, Save the Children globally has undertaken child rights’ analyses to guide its’ strategic planning. In the late 1990s, these analyses, referred to as a Child Rights Situational Analysis (CRSA), became a central part of Save the Children's planning cycle.

The CRSA process generates information and knowledge that enables Save the Children to determine how it can best contribute to the achievement of a nation's goals for its children and to position itself in relation to other actors. The CRSA methodology includes a combination of activities including orientation meetings with core program staff to define objectives and methodologies, a desk review of secondary data, and consultations with partners and key informants with a particular focus on children.

For the current strategic cycle, Save the Children Thailand is aiming to engage with external consultant primarily to update the existing CRSA report issued in 2021. Recognizing that existing report provides in depth elaboration on topics of child protection and educaton, as well as overview of civil rights and freedoms, health and nutrition and general overview of legal framework that upholds the rights of children, it is intention of this revision to ensure relevan sections are updated and expanded through the set of specific topics to be elaborated on. The detailed overview of the topics is to be shared within the study questions.

To support this process, Save the Children Thailand is seeking an external consultant to lead on the process of update and revision of the 2021 CRSA and develop an updated report that will be used to inform the development of its 2025-2027 Country Strategic Plan. The objective of the consultant will be to identify and examine available secondary data, synthethise the findings within specific topics and integrate them within the existing report. In addition, the consultant will update relevant data points in the existing report and ensure that there is adequate level of coherence of newly introduced report sections. Finally, the consultant will based on available information provide programming recommendations to advance the status of child rights in Thailand, as well as identify knowledge and information gaps to serve as basis for the country office learning agenda. To accomplish these objectives Save the Children Thailand proposes key deilverables and timelines with intention to complete the overall task not later than April 30, 2024. Based on consultant availability, consultations with core team and anticipated level of effort, the timelines and detailed deliverables will be updated and aligned to the detailed implementation plan.

Scope of Study

Purpose, Objectives and Scope

This study is being conducted at the beginning of the new 3-year strategic cycle. It will build upon the Child Rights Situation Analysis from 2021. The existing report will serve as basis for further updates and is attached as Annex 1 t this TOR.

 

The primary purpose of the study is to provide essential updates to the 2021 CRSA and enable programmatic idecision making for Save the Children Thailand within key dimension of child wellbeing.

The study main objectives are:

  • Provide essential updates to the existing thematic areas within the 2021 CRSA including review and integration of relevant secondary evidence from the 2021-2023 period
  • Conduct secondary research on key expansion topics and identified CRSA gaps and integrate findings and conclusions
  • In coordination with SCT technical team, provide programmatic recommendations for the 2025-2027 strategic cycle, including knowledge gaps for the learning agenda

The study team will be required to undertake consultation with the SC study Project Manager and the study CRSA Core Group at the commencement of the project in order to further refine the Study questions.

Intended Audience and Use of the Study

Primary intended audience of the study is Save the Children Thailand team that is expected to utilize updated CRSA to conduct country strategic planning process.

Having in mind findings of the updated CRSA, it is not intended for further sharing in the original format. However, depending on findings within specific topics identified for the deep dive, further communication materials, policy briefs and calls to action can be developed within the strategy communication plan.

Key Study Questions

Following the three-tier selection process for the CRSA implementation, the core team has identified following key questions and thematic areas to be included in the assessment:

  1. What are the key changes in the general context of Thailand that could affect the child rights in the country? Are there particular impacts of new political context, regional and ASEAN dynamics, major eternal influences or internal power/conflict dynamics? 
  2. What are major changes in the legal framework of child rights that influence the ability of government and non-government stakeholders to uphold child rights? Particulart focus should be given to
    1. Role of Child Human Rights Defenders and governments positioning towards the children’s movement
    2. Drivers of structural violence against children  including ajor political and religious drivers that could asymmetrically affect the children depending on their ethnicity, age, gender and SOGIESC
    3. Effects of the shrinking civic space to child rights programming both in terms of existing challenges and opportunities for the future
    4. What are the key elements of rights programming of LGBTIQ+ population in international mechanisms and particular effects to the children of diverse SOGIESC
  3. What changes have been introduced in legal and practical sense in terms of education opportunities, with specific focus on ethnic education and education in emergencies alongside the Thai-Myanmar border? Are there changes to pathways for higher level education or developments that could indicate opportunities for more equitable access to higher education vocational trainings for both underprivileged Thai youth and migrant children and youth?
  4. How does new government Child Protection strategies impact the children in country according to their diverse challenges? What are particular risks and solutions from the standpoint of digital and online safety?
    1. Deep Dive: What is the current situation of mental health and psycho-social wellbeing for children and youth? How it manifests across different groups of youth and their diverse characteristics in terms of age, gender, SOGIESC, etc.
  5. How does macro-economic developments and Thai labour market advancements reflect on the ability of under-privileged youth to access decent jobs? What are specific barriers in legal framework for migrant and refugee youth and how these affect their exposure to different risks including human trafficking, exploitation and abuse.
    1. Deep Dive: How does Thai government determination to pursue sustainable economy platform and bio-circular-green economy model affects the opportunities for youth to engage in green jobs? What barriers prevent under-privileged youth to access these jobs?
  6. In which ways and to which extent the effects of climate change affect children? What are particular risks that children are exposed to that stem from changing climate patterns? How is the right to healthy environment for children treated within Thailand’s commitments and to which extent is it coherent with the practical actions taken by government and non-government actors? How is business sector affected by the climate change regulation?
    1. Deep Dive: What are specific climate considerations in regional context? How is Thailand positioned in climate change action in regional terms? What specific shared risks connect the countries in the Mekong region and how these affect children in Thailand and other countries? What specific opportunities are emerging from these shared characteristics and which joint efforts could/are being undertaken to address it?

Inclusion note: Please note that each of the key study questions above should be observed from inclusive standpoint and with understanding of how the current status of child rights, specific thematic topics and challenges faced are experienced by diverse groups of children. In particular, it is expectation of SCT to be able to understand specific perspectives of children of different age, gender, ability, ethnicity, as well as of children of diverse SOGIESC in each of the presented key questions. Should it be needed, specific consultations can be planned to ensure that these are included adeqately. In doing so, adequate attention is to be given sensitivities and specific characteristics of these groups or their representatives.

Understanding of Requirements and Experience

To be considered, the consultant of the consultancy team members together must have demonstrated skills, expertise and experience in:

  • University degree in social sciences (sociology, anthropology, etc.), Economics / Statistics or other fields relevant for consultancy
  • Conducting ethical and inclusive studies involving children and child participatory techniques – previous experience on conducting CRSA studies for Save the Children will be considered an asset
  • Conducting ethical and inclusive studies involving marginalised, deprived and/or vulnerable groups in culturally appropriate and sensitive ways
  • Managing and coordinating a range of government, non-government, community groups and academic stakeholders
  • At least 6 years of professional experience in social development or children's rights issues
  • Proven experience in designing methodologies for research, authoring short analytical papers on social issues, conducting situation analyses or other types of relevant research
  • [if conducting some/all KII interviews and consultations, proven experience of conducting KII interviews/consultations with children]
  • Ability to work in a team and effective communication
  • Good knowledge of legal instruments regarding children's rights, child protection and thematic issues of SCI (Save the Children International)
  • Strong written and verbal skills in communicating technical and/ or complex findings to non-specialist audiences (especially report writing and presentation skills)
  • Mastery in writing in English
