Project Summary:

RTI International is seeking Technical and Operations Manager candidates for the USAID/Burma Higher Education System Strengthening (BHESS) Activity —that will be implemented through September 2027. The project field office and staff will be based out of Bangkok, Thailand. BHESS intends to utilize a locally led development approach to strengthen the non-state higher education sector in Burma by supporting alternative post-secondary education providers and ethnic Community/Junior Colleges. 

Job Summary:

The Technical and Operations Manager will function as the BHESS Team Leader who will be the main technical lead and oversee the office’s operations. They will be responsible for creating the connections between Burma higher education institutes and Thai or other Regional Universities.  They will be the in-country liaison with USAID/Burma. They will manage and supervise the BHESS 7-person field team (consisting of 4 full-time staff and 3 part-time coaches).

Essential Duties:

  • Hold primary responsibility for BHESS’s performance, budget management, and technical activity management.
  • Lead planning, oversight and coordination of all project activities and personnel, operational and technical.
  • Ensure all project deliverables exceed expectations and are managed within budget.
  • Manage client relations and serves as primary liaison with USAID and stakeholders regarding overall policy, resource mobilization and allocation, joint initiatives and coordination of project management and planning.
  • Ensure internal integration of project activities through 1) the annual work plan and budgeting process; 2) creating/maintaining an effective project management team; 3) overseeing an effective monitoring and evaluation system.
  • Provide leadership and oversight for areas such as Finance, Operations, Reporting, Grants, Fund Management and Human Resources.
  • Consult with RTI Asia Regional Office and business partners per policy and practice.
  • Coordinate with RTI Home Office Management Team to ensure smooth project implementation.
  • Coordinate with RTI Home Office Management Team in securing the required Client approval on awarding grants.
  • Oversee the grants program implementation and served as the Technical Lead.
  • Responsible for ensuring all staff receive adequate security and operational support and that Standard Operating Procedures are implemented.
  • Ensure management systems are operational to track expenditures and monitor same against the Program work plan and budget, according to both company policy and client standards/regulations
  • Responsible for developing and implementing practices to ensure a high level of staff morale and retention.
  • Manage BHESS’s communication strategy and activities including coordinating the development of communication materials and tools such as success stories, lessons learned, and activity reports as well as ensuring USAID’s branding and marking guidelines are adhered to
  • Manage and oversee Human Resources for the BHESS team with support from the Operation and HR Officer.

 

Minimum Required Education & Experience

Bachelor's degree and 15 years of experience, master's degree and 12 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience.

 

Skills & Abilities

Below are skills and abilities required to perform the essential duties of this job.

  • Experience in managing the finances and administration of an organization, preferably on managing a donor-funded program, required
  • Experience working in the education sector in higher education, teacher training, basic education, and/or education systems strengthening, strongly preferred
  • Experience with grants preferred
  • Experience developing communication materials preferred
  • Experience in monitoring and evaluation and reporting against project indicators, preferred
  • Strong skills in project and administrative management
  • Proven knowledge and experience managing an international project, preferably on a donor-funded program.
  • Demonstrated managerial skills with strong leadership skills across various levels of staff.  
  • Strong ability to work across technical and operational areas
  • Exceptional knowledge of MS Word, Outlook, PowerPoint, Excel
  • Strong verbal and written English communication skills 
  • Ability to work hands-on, independently, and within a team 
  • Strong communication and interpersonal skills and ability to work in a team-oriented setting 
  • Ability to obtain proper security clearances as required by contract and prevailing law
  • Possess excellent organizational and analytical skills with strong attention to detail
  • Experience with USAID and/or knowledge of USAID rules and regulations require
  • Experience working in Burma or with Burmese ethnic education providers required
  • Availability to travel within Thailand if/when necessary.
