Main Purpose

The L&D manager provides strategic and functional expertise and advice in learning & development, with the aim to plan and apply processes and activities that foster the development of a diverse and competent workforce to achieve the missions’ operational goals effectively.

Accountabilities

 

  1. With the support of the HR Coordinator and in collaboration with the coordination, responsible to define, develop, promote, apply, follow up and advise on the learning and development strategy of the mission -  with the aim to develop DWBT staff (and external collaborators, where relevant) to achieve the mission’s operational objectives effectively.
  2. Contribute to developing advanced, innovative and useful L&D solutions and initiatives for the global workforce that enable continuity and transfer within and across the missions and other DWBT entities and local partners, i.e. talent development, securing a variety of L&D applications – including coaching & mentoring - adequate onboarding, etc.
  3. Advise and support coordinators, managers and supervisors to create supportive learning environments and apply appropriate learning and development processes, tools and best practices, including how to identify and address learning needs, gaps and opportunities.
  4. Influence stakeholders by building buy-in for the most appropriate learning and development approach for specific situations in accordance with mission and OC-level L&D and OPS strategies.
  5. Proactively plan and lead the learning and development annual planning and budget process based on learning needs analyses and strategic operational and organizational objectives.
  6. Proactively seek to increase access to learning and development opportunities for all employees of the missions – including identifying synergy/exchanges/collaboration with other DWBT sections and other local institutions.
  7. Plan, develop and follow up on mission-wide or project-specific staff learning and development activities by identifying and addressing learning needs and opportunities that maximize staff development to achieve operational objectives.
  8. Advise employees and coordinators, managers and supervisors in the mission on application of individual development and potential growth paths for themselves and their direct reports.
  9. Provide expertise and support to all coordinators/supervisors/activity managers on how to implement PMS (tool , method, setting up objectives, follow up of action plan and best practices) with the aim to evaluate and develop competencies of the staff they supervise.

DWBT Section/Context Specific Accountabilities

OCBA Specific Accountabilities:

  • Develop and implement the OCBA induction program in the mission, including securing induction and onboarding guidelines and processes in collaboration with hiring line managers
  • Monitor and follow up the application of learning within the mission while developing tools and securing impact analysis to enhance the process
  • Develop, promote, and support the induction plan and/or development plans for specific groups of staff within the mission
  • Travel regularly to projects to support planning, implementation, and follow up of L&D activities, to advise on future learning and development processes & programs, and to secure connection to operational objectives
  • Support team leaders in using the tools for development and carrier management, objective and direction setting, learning needs assessment, etc.
  • Support hiring team leaders in recruitment to secure that recruitment policies, strategies, procedures and tools are used effectively.
  • Carries out learning needs assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to L&D/ capacity building challenges. Liaises directly with the staff to identify the learning needs, support L&D plans & solutions, and prioritization of requests.
  • Facilitating L&D cooperation with other DWBI& DWBT offices , identifying and reaching synergies.
  • Regarding L&D aspect of recruitment: Providing tools for recruitment and training HR team in using them. Supporting technical referents in preparation of recruitment tests.
  • Responsible for the relevant and updated Pre-Boarding Packet, sent to new-joiners. Insuring quality and suitability of On-Boarding Briefings and processes. 
  • In collaboration with HRCO Coordinating "Back Up Strategy" and facilitating “Individual Back Up Plans”.
  • Supervising the system for planning and follow up of all L&D related travelling. Working pro-actively with the approved detachment/swap list. Facilitating reports from trainings, conferences, detachments, swaps, shadowings and L&D related field visits, focusing on restitution sessions and other training possibilities for sharing knowledge in teams.
  • Responsible for the process of supporting, planning, recording and follow-up of internal training and workshops, continually improving quality and impact of internal learning.
  • Promoting on-line learning, especially the learning portal TEMBO.
  • Acting as the librarian for SharePoint Library of the mission.
  • Support projects in trainings to and with our partners staffs once need is identified, with planning, methodology and organization

OCBA Specific Accountabilities (Learning Unit):

  • Coordinate the annual strategic Learning Needs Assessment in the frame of the Annual Plan to define L&D solutions and strategies based on needs. Support the prioritization, planning and budgeting of learning solutions to build the Country Learning Plan.
  • Ensure the Country Learning Plan follow-up and Mid-Year-Review
  • Support team leaders in learning needs assessment processes and tools and in defining, planning, and monitoring the most appropriated learning and development solutions and strategies.
  • Closely support planning, implementing and follow-up of L&D activities to advise on future L&D processes & programs and to secure connection to operational objectives by regularly travelling to the projects and by promoting a close ongoing communication.
  • Liaise directly with the Projects to ensure continuous update about the context, the challenges, and the opportunities teams face.
  • Promote diversity in learning and development solutions and alternatives following EEE or 70-20-10 Models.
  • Promote online learning, especially the learning management system Tembo and/or other portals.
  • Promote accessibility of learning to all staff (Learning Stations, internet connection, …)
  • Develop and implement the OCBA induction program, including securing induction and onboarding guidelines and processes in collaboration with hiring line managers. Support the implementation strategy of the Welcome to DWBT (including ToF).
  • Lead the process of supporting, planning, designing and in delivering training by providing advisory support and training of trainers/facilitators workshops to ensure quality of internal training.
  • Monitor and follow up the application of learning within the mission while developing transfer of learning into workplace processes and tools.
  • Support and, if needed, implement learning activities for team leaders in performance management processes and system: setting objectives and providing direction, supporting, evaluation and follow-up of the teams and individuals.
  • Support and promote individual learning plans for the staff.
  • Support and promote development plans for specific groups of staff within the Country
  • Support team leaders in talent detection and in planning career management strategies.
  • Supervise the system for planning and follow up of all L&D related travelling. Work pro-actively with the approved detachment/swap list. Facilitate reports from trainings, conferences, detachments, swaps, shadowing and L&D related field visits, focusing on restitution sessions and other training possibilities for sharing knowledge within the teams.
  • Facilitate L&D cooperation with other DWBI& DWBT offices, identifying and reaching synergies.
  • Act as the librarian for SharePoint Library of the mission.
  • Monitor the recording of all training and workshops promoted in the Country to ensure the traceability and historic
  • Develop / Update the L&D Policy in the Country

Requirements

Education

Degree in the field of HR, learning and development, organizational development, psychology. We will consider any other degree accompanied by relevant experience.

Experience

  • Working experience of at least two years in a learning and development position.
  • Desirable previous experience in DWBT or other NGO in developing countries.

Languages                      

  • Essential mission working language (English)

HR & Benefits

  • Salary: 64,328THB gross per month and 13th Month Salary
  • One-year fixed term contract with the possibility of renewal, with 3 month-probation period
