Consultant to develop creative designs for the online safety Campaign

Respect Ourselves, Accentuate Resilience Phase II (ROAR II Project)

Background and Context;

Globally, 1 in 5 girls and 1 in 13 boys have been sexually exploited or abused before reaching the age of 18. Some research suggests that online interaction is now so ubiquitous that it likely to feature in some form in almost all cases of child sexual exploitation and abuse (UNICEF 2021). Although using the internet for schoolwork and educational activities are common, the most popular online activities among young people are for entertainment or social interactions, primarily watching videos, using social media, and instant messaging. Lack of awareness of their child rights has resulted in only 47% of children saying they would not know where to get help if they or a friend were sexually assaulted or harassed (Disrupting Harm 2022). Parenting practices and cultural norms also contribute to the issue with only 17% of caregivers saying they would report to the police if their child experienced sexual harassment, abuse, or exploitation online (Disrupting Harm 2022). Stateless/undocumented indigenous and ethnic, migrant children and youth including those with diverse sexual orientation, gender identity, gender expression and sex characteristics (SOGIESC) in the rural areas of Chiang Mai and Chiang Rai in Thailand are at increased risk as they are hot spots for sex trafficking, child prostitution and online and offline exploitations. These children and young people are highly susceptible to online abuse and human trafficking, and often end up entering the labor market early, with some likely to be involved in the commercial sex industry (Trafficking in Thailand: The Demand Fuels Child Trafficking for Sexual Purposes, ECPAT 2021). With the support from Westpac Group’s Safer Children, Safer Communities program, Save the Children will scale up and expand the Respect Ourselves Accentuate Resilience (ROAR) model to two new geographical areas in the north of Thailand, Chiang Mai and Chiang Rai, both hotspots for offline and online sexual exploitation of children.

Save the Children will work closely with selected Thai government public schools in rural areas which have a diverse mixture of Thai, ethnic minority and stateless girls and boys (aged 12-17) to identify and adopt youth-led solutions to sexual exploitation of children. This will be done so through new partner, ECPAT Foundation Thailand (EF) and Child Online Protection Action Thailand (COPAT), as well as through empowering Ray of Youth, a youth-led partner organization from the ROAR pilot in Tak Province to become mentors to the youths in Chiang Mai and Chiang Rai Provinces.  

The support from Westpac Group’s Safer Children, Safer Communities program will also provide a bridge to sustainability for the youths from the existing ROAR project in Tak Province by allowing them to create more youth-led campaigns, as well as scale up efforts on advocacy at both the national and ASEAN level.

About ROAR II Project;

ROAR II worked to ensure stateless, migrant, and Thai youth (disaggregated by gender and disability) in Chiang Mai and Chiang Rai will be empowered as decision makers and leaders to protect all girls and boys from online sexual abuse and exploitation. This initiative will also raise their voices on solutions to inclusive policy implementation at the national and ASEAN level.

TARGET BENEFICIARIES: During 2023-24 Save the Children will work with 1,500 children and young people and 60 youth leaders to develop interventions to reach 30,000 people (25,000 children and young people and 5,000 adults) through 15 children and youth led campaigns in Chiang Mai and Chiang Rai through three phases:

PHASE 1: RESEARCH, Participatory Action Research (PAR) led by youth through evidence-based research and gender equality, disability, and social inclusion (GEDSI) approach for online safety solutions

PHASE 2: DEVELOPMENT, Children and youth inclusive of those with diverse SOGIESC have increased access to digital and offline solutions, tailored to their context and key risks, that they co-develop themselves.

PHASE 3: ADVOCACY, Local campaigns as well as national and regional advocacy strategies designed by children and youth inclusive of those with diverse SOGIESC lead to increased awareness on online safety and resilience and the adoption of online safety solutions and recommendations. 

Location; 8 Schools in Chiang Rai Province and 7 Schools in Chiang Mai Province.

Implementing Partner; ECPAT Foundation Thailand (มูลนิธิเพื่อยุติการแสวงหาประโยชน์ทางเพศจากเด็ก)

Purpose and scope of this service;

The purpose of this consultancy is to provide comprehensive artwork design services, based on the creative work developed by children in 15 schools focusing on promoting online safety in schools and communities in Chiang Mai and Chiang Rai, as well as through ECPAT Thailand and Save the Children Thailand social media platforms. The artwork will serve to engage and educate audiences on the importance of child online protection.

Purpose of artwork design;

All artwork designs will be used for the ROAR II campaign in schools, communities in Chiang Mai Chiang Rai, ECPAT Thailand social media, and Save the Children Thailand social media that align with the online safety campaign theme.

  • Ensure consistency in style and theme across all artwork designs.
  • Provide editable AI files for customization and PNG files for easy sharing.
  • Provide editable AI files for customization and PNG files for easy sharing and dissemination.
  • Design materials that are visually appealing and encourage engagement from event attendees, particularly in printed formats.

Audience and use of findings;

  • Primary target audience: from 15 schools (Chiang Mai 7, Chiang Rai 8)
  • 66 Youth Leaders (21 males, 34 female, 11 LGBTQ+, and 0 disability)
  • 30 teacher mentors (7 males, 20 females, 3 LGBTQ+, and 0 disability)
  • ECPAT Foundation Thailand and Save the Children Thailand
  • Targeted children, young people, their families, teachers and community leaders
  • Secondary target audiences:
    • The Department of Children and Young people (DCY) under Ministry of Social Development and Human Security, Ministry of Digital Economy and Society, Ministry of Education, Cyber Crimes Investigation Division under the Royal Thai Police, Office of the Attorney General and the ASEAN Regional Plan of Action on protecting children from all forms of online exploitation and abuse to advocate for integration into the policies
    • Save the Children Australia and the Australian NGO Cooperation Program (ANCP)
    • SCI to integrate findings and best practices into our programmes
  • Key stakeholders, including law enforcement representatives, Thailand Internet Crimes Against Children (TICAC), liaison officers working in Thailand and Southeast Asia

Scope;

Based on the creative work from children from 15 schools, the consultant will receive a briefing from the ROAR II project team and ECPAT to design the campaign materials.  There will be 5 Districts of Chiang Mai Province (Mueang Chiang Mai, Mae Rim, San Kamphaeng, San Sai, and Hang Dong) and 4 Districts of Chiang Rai Province (Mueang Chiang Rai, Mae Chan, Mae Sai, and Chiang Sann) with the schools name list are;

Timeframe; Within 3 months from June to August 2024.

Deliverables;

  1. Cartoon Set (15 characters): Design a set of cartoon characters in AI and PNG formats.
  2. Awareness Messages (10 – 15 messages): Create impactful memes and quotes in AI and PNG formats.
  3. One set of Booth Decor & Photo Props: Design engaging photo frames in AI and PNG formats.
  4. One set of Template Designs: Develop templates for PPT – online safety presentation, Word - leaflets, and social media cards (Facebook and IG) in AI and PNG formats.
  5. Sticker Line (10-15 characters): Create fun stickers in AI and PNG formats.
  6. Multimedia Clip (Optional): Produce a short promotional clip to increase campaign visibility.

For all artwork designs, the agency must submit both editable AI files and ready-to-share PNG files.

Distribution and usage;

  • The design characters, artworks, and assets will be shared with children and schools under the ROAR II Project, ECPAT, Save the Children, and the donor.
  • It should be noted that design assets may be used or adapted by recipients to promote child online protection projects or other child protection programs in schools, communities, and organizations.
  • The printing and production cost of such materials will be covered by agency.

Copy Rights

All artworks produced by the consultancy for Save the Children's ROAR II Project are the exclusive property of Save the Children Thailand and its affiliated organizations. Save the Children Thailand holds the right to collect, exhibit, disclose, reproduce, and publicize these artworks through various channels, both online and offline, including but not limited to websites, social media platforms, documents, articles, posters, and related activities. This also includes disseminating news to the media throughout the project period and potentially after the project's completion.

The consultancy is prohibited from using the final designs on any other platform without prior written approval from Save the Children Thailand.

Budget and Approximate Cost Breakdown;

  • All activities of this task (this includes the professional fee and admin/logistic cost)
  • Designed and published the campaigns in digital format.

Creative Agencies team;

To be considered, the creative agencies team members together must have demonstrated skills, expertise and experience in:

  • Proven experience designing and conducting high-quality campaigns.
  • Show a clear and mature style of design, demonstrating an understanding of the communication requirements of Save the Children.
  • Thai or international consultant who has experience working in Thailand with a work permit
  • Proven experience in designing data visualization, or campaign materials.
  • Ability to work independently and meet tight deadlines
  • Language proficiencies required include: Thai or English (optional)
  • Flexibility to travel (if needed)

Applications for the consultancy should include;

  • Expression of interest: stating the candidate's skill and experience suitable for the consultancy (max 2 pages)
  • Technical and financial proposal: Outline of research framework and methods, proposed timeframe, work plan, and budget (max 4 pages; applications over the limit will be automatically excluded).
  • CV of proposed individual/s
  • Provide at least 2 campaign samples in Thai or English led by the leading consultant on the assignment

Management of the consultancy;

The consultant will report to the ROAR II Project Coordinator, with management support from the ROAR II Project Officer, Advocacy and Campaigns Coordinator, Child Protection Technical Expert, Partner (ECPAT), and Shift Advisor who will provide inputs throughout the consultancy period.
