 5. POSITION TITLE: BHA Humanitarian Assistance Specialist, FSN-12

 6. MARKET VALUE:  THB 1,927,889 – THB 3,373,801 per annum equivalent to FSN-12 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.

 7. PERIOD OF PERFORMANCE:  Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

 8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.

 9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.

10. SECURITY LEVEL REQUIRED:  The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.

11. STATEMENT OF DUTIES

 11.1. General Statement of Purpose of the Contract

The Humanitarian Assistance (HA) Specialist ensures that BHA’s mandate is met and enhances its capability to manage complex portfolios and effectively respond to international crises and disasters. Under the guidance of a Regional Director (RD) or their designee, the Humanitarian Assistance (HA) Specialist will support the coordination and management of BHA disaster response, preparedness, mitigation, and training programs in the region of responsibility. In general, s/he supports the Asia region through the management of humanitarian and Disaster Risk Reduction (DRR) activities, assisting with program analysis, strategy development, and coordination with partners in the humanitarian community. In addition, the job holder provides remote support to the USAID Afghanistan Disaster Assistance Response Team (DART). While based in Bangkok, the job holder is expected to regularly travel within the region to connect with the BHA
team supporting the humanitarian operation in Afghanistan. The job holder works closely with a program team that may include Regional Directors (RDs), Deputy Regional Directors (DRDs), Regional Humanitarian Advisors (RHAs), Senior Humanitarian Advisors, Program Officers, Regional Team Leaders, Deputy Team Leaders, Humanitarian Assistance Officers (HAOs), and Program Assistants.

In the event that BHA responds to a natural disaster or complex emergency, the HA Specialist may deploy to the affected country, another country or Washington, D.C. to serve on DARTs or Response Management Teams (RMTs). Work on a response is highly complex, and requires specialized training, certifications, knowledge, skills, and abilities to effectively function in an unpredictable setting with competing priorities and minimal supervision from response leadership. Most responses are situated in challenging and non-traditional work environments with minimal support from traditional office work settings. While deployed on a response the job holder is expected to work at a much faster pace than in a typical office environment, often in insecure settings. Given that disasters can happen at any time and anywhere, the HA Specialist should be prepared to assist the BHA staff in the region to respond to a disaster at any time, seven days a week, and be prepared to deploy as necessary on 24 - 48 hours’ notice.

BHA’s emergency response operations are the public face of the U.S. Government (USG) in the media and interagency settings during disasters and are often subject to Congressional and Office of Inspector General interest. The HA Specialist is critical for the programmatic, operational, and administrative success in executing BHA’s mandate.

11.2. Statement of Duties to be Performed 

A. PORTFOLIO MANAGEMENT: (40%)

  • Works with BHA’s Washington-based and field-based program staff to develop program strategies for response and disaster risk reduction (DRR) activities across the region, overseeing day-to-day management of the portfolio and its budgets.
  • Supports team members in assessing emergency response and DRR needs in the region to ensure that BHA’s programs are appropriately responsive.
  • Travels, as permitted, to assess, evaluate, and monitor humanitarian conditions in the region, and make strategic recommendations for appropriate interventions.
  • Provides guidance on BHA’s regulations and policies on grants management, application process, technical sectors, and award implementation.
  • Serves as an Activity Manager on awards. An Activity Manager works with the DCbased Assistance Officer’s Representative or Contracting Officer’s Representative (AOR/COR) to review proposals, partner requests and reports. They are responsible for day-to-day management of a partner portfolio and for reporting updates and information to the AOR/COR as required.
  • Assists in humanitarian award management and response activities outside of immediate areas of responsibility, as needed.

B. LEADERSHIP AND REPRESENTATION: (30%)

  • Supports the regional team in maintaining relations with senior leadership in the humanitarian community through regular coordination and collaboration with BHA, relevant USG staff, and the humanitarian community.
  • Assists the regional team to coordinate with the donor community on policy issues affecting humanitarian operations and develop integrated, non-duplicative programs, as needed.
  • Engages in, and reports on, joint donor humanitarian evaluations and UN-led assessments and participates actively in the international community response structures.
  • Prepares briefing papers, notes, and presentations on BHA programming for official USG visitors interested in humanitarian issues.
  • Represents BHA with various audiences, as requested.
  • In close coordination with the RD, Regional Humanitarian Advisors (RHAs), and HAOs, work with Non-Governmental Organizations (NGOs), International Organizations, and United Nations (UN) agencies that are developing proposals for BHA (including grant amendments and extensions) to ensure compliance with BHA’s guidelines.
  • Participate in office-wide discussions on initiatives that impact program implementation to provide field-based perspectives, as assigned.

C. COORDINATION AND COMMUNICATION: (15%)         

  • Develops and maintains a specialized understanding of humanitarian developments across the region to include political, social, and operational issues impacting humanitarian efforts.
  • Develops and maintains knowledge of USAID and US Government (USG) humanitarian priorities and strategies within the region, and BHA’s contributions and comparative advantages to those efforts.
  • Provides regular reporting, through routine notes, cables, and other means, on issues related to the humanitarian situations in the region.
  • Provides regular reports on site visits, meetings, relevant current events, and other issues that impact humanitarian relief efforts.
  • Builds Subject Matter Expert knowledge and understanding of BHA emergency award guidelines.

D. DISASTER RESPONSE TEAMS (DARTS) AND OTHER BHA PROGRAM SUPPORT: (15%)     

  • Serves in planning or program positions on response teams, assessment teams, or to provide coverage for field offices within the region.
  • Serves on temporary details within the office to meet operational needs during staff shortages. Duties performed while in detail will be aligned with the Team’s existing duties and responsibilities and will be directly related to the Position Description.
  • Briefs on portfolio programs and strategies and provide programmatic input for information products.
  • Service on DARTs may require immediate (within 24 hours) deployment overseas for an extended period of time. During deployment on DARTs (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). Work is primarily performed in an office setting. During deployment on DARTs (if required), and during site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

 

 11.3. Supervisory Relationship

The position reports to the BHA Regional Director (RD) or his/her designee.

 11.4. Supervisory Controls

Full supervision of other USAID staff is not contemplated.

 

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

  1. Education: Master’s degree in humanitarian assistance, social science, international development, and program management, such as social welfare, agriculture, nutrition, health or another field relevant to humanitarian assistance is required.
  2. Experience:A minimum of seven (7) years of professional-level experience in humanitarian assistance is required. At least three years of this experience should include maintaining key institutional relationships in government, international donor agencies, international development organizations, host government organizations, or private sector institutions.
  3. Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855 is required.

 

SELECTION PROCESS:

To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the offeror to provide all pertinent information. 

Applications will be initially screened and scored in accordance with evaluation factors and points mentioned in Section III, item 1-3.  Offerors in a competitive range will be given a recruitment test. Offerors with passing marks from the recruitment test and a valid TOEIC score mentioned in Section II, item 3, will be invited for an interview. The recruitment test and the interview will be structured around the evaluation factors mentioned above. The successful offeror will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an offeror.
