PROJECT

Today, Thailand hosts some 90,000 refugees from Myanmar, as well as an estimated 52,000 unregistered asylum seekers in nine closed camps along the Thai-Myanmar border. The first refugees arrived in Thailand in 1984 and since then, a large number of refugees have arrived at different moments and under different circumstances.

Acted provides refugee populations residing in two refugee camps along the Thai-Myanmar border and vulnerable youth in the south with comprehensive and integrated livelihoods support.

Acted’s livelihood activities focus on advanced-level vocational, life skill and small business development trainings as well as on strengthening cross-border cooperation between key stakeholders in order to find sustainable solutions for the most vulnerable populations in the country.


ASSIGNMENT

Acted Thailand is looking for a Program Manager who provide overall management and supervision for the implementation of Acted’s vocational training project, including all related projects and activities in the respective field sites and camps, in addition to assist in the development, delivery, monitoring, and evaluation of VT activities and provide project delivery support at the camp level to camp-based VT staff and camp management staff according to relevant guidelines and procedure.

Additionally, the Program Manager is supervising & planning all of the activities associated with cross-border projects into Myanmar, working with local CBOs and CSOs in the Mae Hong Son Region.


KEY ROLES AND RESPONSIBILITIES

Program:

  • Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives
  • Submission of monthly progress reports
  • Quarterly Budget forecasts and monitoring project spending
  • Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts
  • Ensure that the project is implemented in accordance with relevant Acted technical guidelines and standards
  • Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation
  • Review the quality and relevance of existing VT courses to meet the educational needs and income opportunities of target refugees and support the development/adaptation of VT curricula suitable for the context of refugee camps
  • Lead the development of a set of new VT courses relevant to access livelihood opportunities in a wide variety of contexts, together with consultant, partners, and camp-based staff
  • Identify camp-based VT trainers and provide ToT and regular refresher courses in collaboration with partners
  • Establish/upgrade VT centers in the refugee camp
  • Coordinate the provision of vocational training materials and supplies with logistics and partners
  • Lobby Thai authorities to allow expansion of VT, incl. use of equipment for practical training sessions and allowing refugees greater access to the Thai labour market
  • Facilitate communication and collaboration between Thai OVEC with regards to VT course curriculum, certification, and accreditation between the 2 countries.
  • Supervise & coordinate the cross-border work from Mae Hong Son into Myanmar, as per Myanmar based projects.
  • Work closely with Myanmar Mission on common project activities & strategies

Monitoring & Evaluation, Reporting

  • Conduct regular monitoring visits to project sites to monitor progress of implementation
  • Compile and submit monthly narrative and progress report
  • Ensure that the AME Framework is updated on a monthly basis, in coordination with CAM
  • Work together with CAM to ensure CRM processes are in place in areas of activities

Transparency & Accountability

  • Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled and filed according to ACTED procedures
  • Ensure that all project documents are uploaded to next cloud (ACTED internal server)

Staff Supervision

  • Participate/lead recruitment of new volunteers.
  • Conduct training /mentoring /coaching for project staff and volunteers
  • Evaluate team performance through individual staff appraisals on a bi-yearly basis

Coordination and External Relations

  • Represent Acted at relevant coordination meetings (CCSDPT, livelihood working group, etc.);
  • Develop/establish relations with the Office of the Vocational Education Commission (OVEC), Ministry of Interior/Operations Center for Displaced Persons and the Nawamintrachine Mae Hong Son Industrial and Community Education College to explore possible cooperation in the frame of the education and vocational training
  • Liaise and coordinate with other camp-based actors

Other:

  • Adhere to CoC & HAP standards as set by Acted
  • Any other task as assigned by the Line Manager

QUALIFICATIONS

  • Minimum bachelor’s degree in any one of the following or a related field from a recognized university: Education, Social Sciences, MBA, or Development studies.
  • Extensive experience (5 years +) in livelihood, vocational training or non-formal education work for an NGO in Thailand, ideally in camp or refugee setting.
  • Proven project management, implementation and monitoring experience in a refugee context.
  • Substantial team management skills and experience
  • Solid diplomatic skills: the ability to effectively manage a variety of internal and external relationships, especially with partners.
  • Fluency in written and spoken English.
  • Ability to produce timely and high-quality reports in English.
  • Burmese language skill an additional advantage.
  • Self-motivated, able to take initiative, resilient and able to work independently.
