Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
CPI is implementing a five – years program entitled HIV/TB Agency, Information, and Services (AIS) consortium, funded by United State Agency for International Development (USAID), led by Community Partners International (CPI), brings a dynamic blend of partners and capabilities that reflect deep understanding of HIV and TB technical needs and gaps in Burma, trusting and effective relationships with community groups, community-based organization, private sector and the public health system. The HIV/TB AIS Activity strengthens Burma's efforts to achieve accelerated HIV epidemic control and TB elimination through support for free and comprehensive prevention, testing and treatment services for key populations and TB risk groups. CPI is looking for an experienced Chief of Party to help communicate the impact of the AIS Activity to key Myanmar and international audiences. Myanmar Nationals are strongly encouraged to apply.
Primary Responsibilities
- Lead, plan, and monitor implementation of the overall project and achieve technical results to ensure the achievement of high-quality project results.
- Provide leadership and strategic vision, budgetary control and oversight, and accountability for quality project implementation, results, and deliverables.
- Lead overall Activity management and coordination functions with USAID, and ensure compliance with donor rules and regulations.
- Ensure compliance with donor rules and regulations.
- Apply findings from USAID’s Collaborating, Learning, and Adapting (CLA) framework to ensure an adaptive approach that optimizes outcomes for communities.
- Ensure localization approach, with an emphasis on transferring key management responsibilities to local entity consortium partners.
- Ensure strong collaborative partner relationships – based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion and transparency –with the public, non-governmental and community‐based partner organizations, including through regular contact and meetings.
- Represent and advocate the project technical counterparts and Ministries as necessary. Work to ensure alignment of projects with national policy frameworks and discussions in HIV/AIDS.
- Responsible for timely submission of donor reports and other communications.
- Oversee the development of strong and coordinated project monitoring and evaluation framework; the development and maintenance of systematic data collection, storage and dissemination tools; and the capacity building of partners to improve monitoring capacity and data quality.
- Convene annual meetings with USAID and national stakeholders to review achievements and plan for the next year
- Ensure sharing of learnings through coordination bodies such as UN, INGOs and local coordination networks and other coordination forums to improve coverage and impact of program activities.
- Oversee the work of partner organizations for program quality, strategic and technical delivery of goals. Identify opportunities for new and innovative initiatives with partners.
- Identify opportunities for new and innovative localization initiatives with partners.
- Provide technical backstopping for Program staff as needed, or refer to the appropriate resources from CPI.
- Supervise and support project staff to ensure the delivery within set deadlines, a positive working atmosphere, and strong team communication.
- Implement the human resources policies, procedures and practices of CPI
Organizational Representation
- Coordinate closely with the Country Director on policy, advocacy and overall country team support and management.
- Liaise with technical counterparts, Ministries, local organizations, donors and INGOS
- Represent CPI and partners in coordination meetings and technical working groups
- Collaborate with external researchers on peer-reviewed publications and advocacy reports if/as needed
- Meet with prospective donors or partners as needed and help build donor relationships
ESSENTIAL SKILLS
- Master’s degree in international development, public administration, public policy, development studies, or another related field relevant to the above duties. Preference given for more advanced degree
- At least 5 years of proven experience in a similar position or senior management level
- Thorough knowledge and understanding of the Myanmar context and of humanitarian, local governance development issues in Myanmar
- Ability to interpret in-depth understanding and analytical capacity across initiatives related to USAID’s Global Health and Localization
- Proven experience in successfully managing financial compliance and risk on USAID projects and success records of leading, building, and effective management of divergent teams
- Strong interpersonal skills to maintain good relations with relevant partners and counterparts, including central, local stakeholders, INGO, donors, and other partners
- Demonstrated expertise in supporting the transition of project leadership and management to local partners to promote program sustainability, effectiveness, efficiency, and responsiveness
- Demonstrated ability to foster strong collaborative partner relationships – based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion, and transparency – with all project partners throughout the life of the project, with an ability to promote a common project vision among a wide array of diverse partner organizations
- Demonstrated ability to ensure appropriate monitoring and evaluation of a complex program portfolio, encompassing the provision of assistance through country programs, non‐governmental and community‐based partner organizations, including in areas with limitations on access for project staff
- Demonstrated experience in supporting effective liaison with USAID, working closely with USAID to foster a collaborative and constructive relationship that effectively addresses the requirements of USAID
- Ability to manage large multi‐cultural teams delivering complex humanitarian and developmental assistance involving a wide array of project partners and varying implementation contexts with diverse beneficiary populations
- Strategic planning, monitoring, management, supervision, and budgeting expertise
- Strong understanding of USAID regulatory framework and standard INGO management systems
- Demonstrated ability to promote the integration of project efforts with other programming implemented in the same contexts
- Must have Professional‐level English, both written and oral
- Strong communication, facilitation, and creative problem-solving skills
- Excellent writing and analytical skills
