Program Manager

ActionAid is an international social justice organization operating in over 45 countries in Asia, Africa, Europe, and Americas, striving for a world free from poverty and injustice. With Human Rights-Based Approach (HRBA), it aims to strengthen the capacity of people living in poverty and exclusion to assert their rights, believing in the power of people to bring about change for themselves, their communities and entire societies. ActionAid has been working in Thailand since 2001 and was registered as ActionAid International (Thailand) Foundation (AAITF) in 2011 as a local non-profit organization. AAITF works throughout Thailand with communities, civil society organizations, small school networks, government entities, academia, and media to support the cause of changing the lives of the poorest and the most disadvantaged women and children.

Role Overview:

The Program Manager is a strategic leadership role focused on managing ActionAid International (Thailand) Foundation (AAITF)’s overall programs, particularly the EU-funded project “Building capacity of civil society organizations to support marginalized populations to access public services and respond to global warming.” This position is instrumental in ensuring the effective design, implementation, expansion, and monitoring of AAITF’s programmatic work in alignment with its Country Strategy Paper (CSP).

The Program Manager will oversee the delivery of programmatic objectives, foster relationships with partners and allies, ensure compliance with donor requirements, and lead the integration of robust Monitoring, Evaluation, and Learning (MEL) systems to ensure quality outcomes.

 

Responsibilities:

Fundraising

  • Secure Funding for EU and Other Programs: Lead efforts to mobilize resources, with focus on EU-funded projects and aligned initiatives.
  • Donor Engagement: Build and maintain strong relationships with EU and other institutional donors to ensure sustained funding.
  • Proposal Development: Oversee creation of compelling proposals that meet EU donor requirements and advance AAITF’s strategic objectives.
  • Grant Compliance: Ensure adherence to EU donor guidelines, maintaining accountability and transparency in fund utilization and reporting.
  • Opportunity Exploration: Identify and pursue funding opportunities to diversify and expand financial resources.

Strategy Development and Implementation

  • Program Strategy Design: Develop and implement strategies aligned with AAITF’s Country Strategy Paper (CSP) to ensure program effectiveness and relevance.
  • Strategic Alignment: Review, refine, and align program priorities, strategies, and plans with CSP and broader ActionAid International (AAI) strategies and objectives.
  • Implementation Oversight: Ensure effective implementation of program activities, providing strategic guidance to staff and partners to achieve project goals.
  • Long-Term Planning: Support Country Lead in leading development of strategic and 3-year plans in line with CSP and organizational guidelines.
  • Cross-Program Integration: Ensure programs and projects are cohesively integrated to maximize impact and resource efficiency.

Project Implementation

  • Implementation Planning: Develop strategic implementation plans in collaboration with partner organizations and networks, ensuring clarity and alignment with project objectives.
  • Partner Support: Provide ongoing support and coordination to partner organizations, ensuring project activities meet contractual and quality requirements.
  • Problem Solving: Address challenges to deliverables by connecting partners and projects to appropriate support, including resources beyond project scope, while aligning with AAITF’s mission and goals.
  • Context Sensitivity: Ensure all project activities remain adaptive and responsive to shifts in political, social, and economic contexts within implementation areas.

People Management

  • Staff Recruitment and Onboarding: Participate in recruiting program staff, ensuring proper induction and orientation for new team members.
  • Capacity Building: Provide training, coaching, mentoring, and advice to program staff, partner organizations, target groups, and volunteers to strengthen their skills and performance.
  • Performance Management: Set performance objectives, conduct appraisals for program staff, and provide constructive feedback to enhance their effectiveness.
  • Supportive Environment: Foster enabling environment for staff and volunteers by ensuring access to necessary resources, tools, and facilities to boost productivity and innovation.
  • Volunteer and Intern Management: Supervise and support volunteers and interns in accordance with AAITF’s policies, ensuring their contributions align with program goals.

Partnership Management

  • Support in building partnerships and maintaining good relationships with local government officials, local authorities, and other influential stakeholders to support project activities.
  • Maintain regular contact with partners to seek feedback from them for continuous improvement of organization.
  • Ensure that relationship with partners is in accordance with contract requirements and that principles of partnership and accountability are maintained throughout project implementation.
  • As service to partners, ensure that there is no duplication of activities through coordination with other local agencies.
  • Coordinate with local government offices and other agencies.
  • Develop and lead implementation and monitoring of AAITF's partnership strategy and plans.
  • Participate in identifying and initiating strategic networks, alliances and partnership with government agencies, local rights programs, academic and research institutions, etc.
  • Develop and lead implementation of mechanisms of collaboration of AAITF with networks and partners to conduct research and disseminate findings on issues of common interest.
  • Support program staff to strengthen networks and partnership that AAITF collaborates with. Provide support to networks/partners for building their capacity.
  • Collaborate and exchange information with networks and other organizations in areas of common interest and report on performance on periodic basis.
  • Ensure effective information flow and communication with other stakeholders including partners and international teams.
  • Plan and coordinate annual partners forum for all partners and coordinate follow up actions arising from partners forum.

System, Policies and Procedures Management

  • Familiarize with all donor contract requirements and ensure partners and their project management team understand donor rules and requirements.
  • Ensure that project meets all AAITF’s internal and external statutory requirements.
  • Support in policy advocacy and campaign.
  • Comply with approved organizational policies and procedures.
  • Report/provide comments to Country Lead on problems that do not comply with organizational system, procedures in own areas of work.

Annual Planning and Budgeting

  • Monitor progress against activity workplan to ensure that project attains its objectives as cost-efficiently as possible.
  • Provide inputs to annual budgeting and planning development.
  • Develop AAITF’s annual plan and budget.

Monitoring and Evaluation and Report

  • Develop and Implement MEL Framework: Design and manage comprehensive MEL framework to ensure effective program monitoring, data-driven decision-making, and continuous improvement across all projects.
  • Documentation and Reporting: Maintain thorough project documentation and archives, ensuring timely submission of financial and narrative reports to donors, ActionAid, and relevant government agencies.
  • Progress Monitoring: Track and report on program objectives, providing regular updates to donors, senior management, and stakeholders to ensure transparency and accountability.
  • Knowledge Management: Document lessons learned and integrate insights into future programming to enhance program impact and organizational learning.
  • MIS Management: Oversee Management Information System (MIS) to support efficient data collection, analysis, and reporting for all projects.

Finance Management

  • Budget Management: Manage project and program budgets, reviewing and approving requisitions, advances, and expenses in line with organizational policies.
  • Expenditure Control: Monitor and control expenditure and resource disbursement to ensure compliance with ActionAid’s financial policies and donor guidelines.
  • Financial Oversight: Review and approve program and partner financial requests, ensuring alignment with project goals and budget allocations.
  • Spending Analysis: Monitor program/project spending and analyze variance reports, providing guidance to ensure financial efficiency and accountability.
  • Compliance Assurance: Ensure all financial activities meet standards of partners, ActionAid, and donor requirements.

Audit/Issue Resolutions, Crisis/Risk Management

  • Support project audit and organizational audit.
  • Report any risk in own area of work that does not comply with organization policy, procedures, and donor’s requirement.
  • Maintain awareness of any possible crisis or risk to organization funding and donor relations and develop plans that will provide for such contingencies.

 

Qualifications:

Education

  • Master’s degree in social science, economics, social development studies, and other related fields.
  • Monitoring, Evaluation and Learning certification or experiences is an advantage.

Essential Experience

  • At least 7 years’ relevant experience in a multi-cultural working environment, preferably an INGO.
  • Experience in public services and social welfare work and developing disaster risk reduction, climate change response and resilience plan.
  • Experience in participatory methodologies.
  • Experience in project management and Monitoring, Evaluation and Learning (MEL).

Essential Knowledge

  • Extensive knowledge of system, policies and issues of social security, social welfare particularly public services, ethnic minority, sustainable agriculture, food security, global warming, resilience, and gender justice.
  • Knowledge of policies and issues related to Human Rights-based Approach (HRBA), Human Security, Poverty Reduction and Sustainable Development Goals (SDGs).

Essential Skills

  • Extensive administrative and organizational skills.
  • Excellent presentation and communications.
  • Excellent people management skills.
  • Excellent English and Thai communications: speaking, reading, and writing skills.
  • Good research and analytical skills.
  • Good interpersonal skills.
  • Documenting, report writing, and project training proposal skills are preferable.

Abilities

  • Work on own initiative with minimum supervision and to stay on task.
  • Able to work under pressure and meet tight deadlines.
  • Able to travel on project fields.

Personality

  • Committed, mature, detail-oriented and decisive self-starter with high level of integrity and affability.
  • Thai nationality.
