1. Position Title: Finance and Admin Officer (FAO)

5. Job summary
The Finance and Admin Officer (FAO) supervises all financial, administration, logistics and procurement matters to make sure LWF operations are in line with organizational and project policies and procedures to make sure operations are in line with LWF and donor policies and procedures. The FAO works closely with the LWF Representative and designated staff member of ACT Foundation, Thailand Office in Bangkok.

Performance Expectations

6.1 Account and Finance Management
|
- Review and keep up to date the book keeping of LWF’s financial transactions; receipts, expenses, advances and transfers.
- Preserve all bills, vouchers, contracts, and other financial documents of LWF transactions.
- Ensure compliance with all financial policies, procurement policies and procedures of LWF and donors
- Ensure compliance with Government tax and other financial rules
- Prepare monthly bank reconciliation of LWF expenditures.
- Prepare monthly expenditure reports and submit to the LWF Team in Thailand or Geneva
- Assist in preparing budget for project activities, staff and non-staff support costs

6.2 Office Management and Administration
|
- Ensure the smooth day to day running of all office support services (utilities, cleaning, security, communications, etc.).
- Ensure necessary security measures for the office.
- Prepare a list of pre-qualified vendors and manage office supplies.
- Ensure all pre-qualified vendors and other contracts are up-to-date and meet the needs of the organization.
- Ensure that monthly leave records of staff are prepared.
- Maintain central filing system for filing of hard and soft copies of admin and finance files
- Maintains inventory of fixed asset and consumables.

6.3 Government Liaison and Staff Support

- Liaise and coordinate with relevant Government departments including income tax office and related authorities
- Assist expatriate staff to apply necessary security measures for the safety and security.
- Support expatriate staff on Thai visa and entry/re-entry permits.

6.4 Travel and logistics arrangement
|
- Make necessary arrangements for travel/transport, accommodation/hotel and Travel Authorization arrangements for LWF staff and visitors.

6.5 Procurement
|
- Make necessary arrangement for procurement of supplies with the guidance from LWF Representative and other LWF team members
|
6.6 Miscellaneous
|
- Make periodic field visits to the project areas of LWF inside Thailand to monitor local partners’ finance and procurement documents and provide recommendations accordingly.
- Pay special attention and emphasis to documentation, compliance, and improving systems of LWF and partners.
- Perform any other duties as assigned by the supervisor.

7. Classification and authority
- This position is designed to support LWF Program in Thailand based in ACT Foundation, Thailand, Bangkok Office.
- Term of service is one year – renewable with three months of probation period
8. Qualification and Experience
- Academic qualification: Bachelor Degree Accounting, Business & Financial Management related subject.
- Experience: 3 years’ experience in finance, accounting, management and administration work in an I/NGO in emergency or development fields; Experience with Thai Foundations high desirable
9. Desirable Skills:
- Knowledge of Sage Accpac or other accounting software and the use of Excel Cash books formatted for importing into Sage Accpac.
- Knowledge of systems and procedures of I/NGOs Finance and Procurement procedures, etc.
- Good computer skills –MS Office, Excel, Power Point.
- Good command in spoken and written English and Thai Languages.
- Ability to work independently and has “can-do attitude”
- Understands cultural, religious sensitivity and team work.
